Crain complimented the City for Its develop- ment of the draft Ordinance and asked whether subsequent policies which might be adopted to Implement the Ordinance standards would also be subject to review by the tPollutlonControl. He stated that his primary concern was relative to the publip, safety aspects,, he sug gested that specific "a guage should be provided, for semi-annual or annual training of public and private emergency personnel; he also stated that PI-ovislon should be made for specific notice to alert neighboring property owners, in the -case of an emergency. During further discussion, the developers indicated the existing code provisions were not a problem, but the proposed requirement should be changed.' Staff suggested brat alternative language be developed for amendMents to the appropriate codes or Ordinances- which would require payment of delinquent taxes and assessments at a definite later; point in time. Chairwoman Vasiliou closed the Public Hearing. MOTION by Commissioner Pauba, seconded by Commissioner Wire RECOMMENDATION to take action on this item at this meeting. MOTION passers; all in favor. NOTION by Commissioner A.lufka, ;seconded by Commissioner Wire to defer recommendation on the proposed amendments, and to refer the matter to staff for further review and changes as outlined daring the discussion. Chairwoman Vasillou stated that, given the number of pendinq petitions that would be coming beforz the Comml°slan, as well as other scheduled business, this item probably would not return to the Commis$jon until August.. I CONTID 6. Enforcement, The Zoning Administrator shall be responsible for assuring that Hazardous 'Waste. Enforcement ,shall be as set forth in Subdivision A of this Section.' i. Review and Renewal. Hazardous Waste Facilities which have been authorized by the City Council are subject to periodic review by the Zoning Adr.inistrator. Those permits wbich' specify periods of review and renewal as a condition of the permit shall be administered in the manner set forth in; Subdivision A of this Section. 8. Peuocatit.M. The Planning Commission may recommend, and the City Council may dIct: the revocation of any Hazardous Waste Facility Conditional Use Perxii.t for cause, upon determination that the authorized conditional use is not in conformance with the conditions of the permit, or .is in continued violation of this Ordin--- ipanoe, City Codes, and other applicable regulations, as set' forth in Subdiv- ision A of this Section, 9. permit Amendment. Persons to whom Conditional Use Permits for Hazardous Waste Facilities have been Issued may propose amendments to the permit at any time subject to the require- ments and procedures for permit amendment as set forth in Subdivision A of this Section.. Expiration., a. Perm-ts which have been issued under the provisions of this Section shall expire without further action by the Planning Commission ar the City; Council, , unless the applicant commences the authorized use within one year of the date the Conditional Use Permit is issued; or, unless before the expiration of the one year period, the applicant shall apply for an exten- sion thereof by completing and submit,".Ing a request for extension, including the renewal fee as set forth in the City Cade. br.
