areas when Inmates were engaged in farmling detivities. He
stated that while the farming activities had ceased, the
facility should still be away from urban ar ms.

Mr. Ae matin introduced Fir. Sig Fine, who revieweded the matter
of changing u-e*, he, suggested that: the facility was the same

noted the impact of court poi.i.ei.es as well as the use of the

Commissioner Steigerwald aug ested that he purpose of the

Mr. Fine commented that the `draft Ordinance amendment oral v

characteristics which is within the realm of the City Code.

previous work release faciVty approval, and the thea as ur-

now. He stated that the 'neighborhood feels a sense of frus-
tration at indefinite delays,, , and that theCommission's pry-
posed action represents some hope for the neighborhood.
Mary Schmidt, 157.30 94th Avenue North, stated his concern
that the notice seat to h omeowners implied that the Commis-
sion would` be endorsing the proposed Ordinance, and now
there seemed a:be some suggestion that a different approach
would be taken. He suggested that more neighbors would' be
present had they known the subject was going to be discussed
at this length. He stated the neighbors are seeking a peace
of mind, and endorsed the draft Ordiraartce,.
Howard Hunt again, addressed the Commission and suggested
that every if the facility were established as a non-conform-

Commissioner Pl fka commented that the neiqhbors wants some
control in monitoring of the use,, and that everyone agrees
that the use has changed in man ways, He ' stated that
everyone also agrees that the use could chance more in the
future He stated that there Is Merit in cons,ideri nci, tate
adopt i +n of standards and a Master Plan rather than an
Ordinance which would close the door ort City control
Chairwoman asallou stated that .she was concerned about
ledVinq the neighborhood "dart ling" without a final
decision. She stated it would have begirt helpful ,had the
County submitted the required Master #dart. She stated she
intended to indicate to the Magor that the County had yet 0
submit the, Kart which was required y City Council
Resolution.
Commissioner Magnus Inquired whether it was the intent of
the Motion to have the City worfurther with the Countystaff. EAtensive discussion _enstteo about the relationship
of the Motion to the City Council's direction on sturtying
this lsue .
Staff 00"ri ented that a possible approach the Commission
could take would be to, develop a report for the Council art-
di ating the re-Sults of this hearing,.including the draft:
Ordinance, but to reu,*mmend that further .research was needed
relative to posslble standards and crtteri,;a which could be
adopted.

In response to questions, from Commissioner Wire, Mr.. Behling

the petitioner was conoerried about possible fires for not
performing if there were delays due to the 'anterind issue.
Reqarding the, Site Plan and the tower, Mr. Sahara presented
pictures 4nd qtAphics. He commented on the exterior of the
building, and noted that several options were available,
each involving; a different roof design. e stated that the
latest drawing was for a "mansard" roof with An o\,erhanq.

he asked for clarification of the easement contiectinq this
site with the site- to the east. Staff explained, the -ecent

ment between the sites was required for possible future use

Engineer Fred Adore explained that the need was to defirle
now with the developer, Plymouth Hilis Compatty, where the
easement would be so that the ad anent undeveloped site
could be properly encumbered,
Regarding recommended Condition No. 8, qtr. Sdthre stated
there were two concerns. First, the petitioner ne ded a

Mr* Sathre stated the second concerti with the issue of the
vow from the residential area to the north. He explained

Commissioner Pauba Inquired whether there would be security
lighting on the site.. Mr. Sdthre responded that there would
be, but that it was riot specifically irsdledted on the
plans. Staff cited Ordinance` standards regarding glare,,
Commiss, loiter Steige wal.d Inquired about the tower design,
and. what would happen in, the case of collapse. pecifi-
ca ly, he asked whether the tower would fall in one piece
onto adjec nt property, or whether it would fall in eq-
merits. Mr.. Sathre explained that the guy -wise design should
bring the tower clown in sections if it were to fall.
