Prost stated he is the owner of "Prest Equipment Company" and his property is adjacent to the Pro- posed building Zito., He stated he had: plans at one time to acquire thin site, however, the Department of 'Natural Resources had declared this as "wetland" which oonstra-ited possiblo development. He stated that illegal dumping had ocoured on this site and that whit( the DNP put a stop to this, the illegal dumping continued. Mr. Prest stated that the "bad so i" precludes any building on this site.,, die stated that this proposal, will generate excessi o traffic and. that the tl ,ree-story building does not fit in with the: architecture in the area because of the pro- posed "pitched" roof* He stated his concern that the build- ing will black his building from , view from the highway and that its proposed location is too cease to his property ; Coruission,er Steigerwald asked Mr. P,rest to explain what traffic problems this proposed building will cause. Mr. Prest stated that an office building of this size will bring in many people, that 25th Avenue will carry most Of the traffic and that the circulation is not good. Chairwoman VaSil lou inquired why , the illegal, ' dumping has gone on after the DWR had declareditbe stopped. Mrw :Knutson Stated that he doesn't know the history of th* problem, and had not seen the site until it had been graded, He stated further that in answer to one of Mr. Prest's con.- cerns, the petitioner has decidedded that the roof for the pro - Posed buil ling will be a flat roof, and that a retaining wall wi.l.l, be installed to control drainage and grade problems. Cormissioner Steig0rWald inquired about staff's concern that the building will not be an owner-occupied multi-tenant building. Staff e».pl ined; past approvals for office buildings in < the 1-1 District, and the concerns for retaining the integrity of the Planned Industrial Zone.
