absentee landlords but buyers cannot b,,, disqualified from

M. Murray stated that if people were livl*,g near file park
the l.ight,1 frg would be a problem; he added that it is
hard <answer the concerns regarding a "domino effect" on

development and the market can dictate these changes.

problem at the park and will not buffer the lights, but will
Change the Composition of the neighborhood. He reiterated
that the City Ceunci t has passed a Res iut ion to keep the
twin homes in the northeast corner, and they were right` to
do this.
4r Ron 3adwin, 392.5 Harbor Lane North, stated that he
two blocks from the park , and the lights are very bright and
noise is a big factor, but even so, he would :.like to see
slog -le family homes here. He stated the neighborhood reeds
mope time to discuss this project before changes of this
type are approved.
Chairwoman Vasillou Mated the Planning Commission will make
their re+co mendattons to the City Council who will make the
final decision on this petition.
Mr. gadw,i rr asked if the Pldnni rig Commission would donsi.der
postponing the hearing on this petition. Chairwoman as-
illou stated the Commission will take this under consider-
anion.
Karen 0aasland, 3885 HzXbor LaneNorth,, stated she is new to
the community and to the City procedures. She felt this
hearing' was given short notice. She commented that in
reference to hones near a park, she lived next to a park in
Crystal, and the ,Lights were turned Off ;at a reasonable
hour, she feels people- would become acclimated to the lights
and that living near a park would outweigh the problems.
She stated that the developer can sell other 'lots in the
development and work out the problems with the lots nearest
the park in the :future Ms. Gaasland `asked -the- Com ,iss or,
why there .is no ordinance reduir ng a developer to build
homes with double and. 3 -oar garages.
Chairwoman Vasillou, stated many suburbs do not have this in
their ordinance requirements.
Mr. Ken Kark stated that the neighborhood would prefer, to
work with the developer, to assure that the lots nearest the
park are saleable. He stated they, have contacted the park
Department about diseussina the lighting concerns with the
mark and Recreation Advisory Commission

feel have been provided for wl,th the park to the south and
their proposed bake paths arid walk-wcy system which will tie

system. Commissioner Pauba inquire about the Southeast portlon

but stated he would be willIng to meet with the developer to
discuss the nelt aborhood concerns.

Naturel, Resovroes's "criteria for this area, Staff stated
the area may not be considered a " etldnd" for EAW purposes,
but DNR permits would oe required for the proposed work.
Mr. Oreg Frank commented that there Is a development in Coon
Rapids that Is very similar to the one proposed for this
area and he Invited the neighborhood- totook at this dev-
elopment to help in their judgment of the pr=oposal..

concern Is with the Increased traffic in the area, -and

of a, traffic problem. He stated the developer's traffic
study is unrealistic and needs more study.

abeut the small park located to the south -of the property.. This park consists of some wooded area and a small tet lot
acrd would be overcrowded if this development were allowed.
He stated if the goIding is left as LA -1t the traffic pen r-

Bill McCortney, 925 Windemere Drive, stated that the
Commission should study this site in its entirety. The
paras ir didate many trees and the hill will be affeetcd.He
feels the development will In act the wildlife in the an -gid
which will in tura be detrimental, to the immediate
neighborhoods.

City has -altered the "natural" pond area by.> the drainage
work they have done there. He ' asked about the amoont of
fill. that will be rquired for this project., r. Greg Frank
pointed out the arca to be filled, arid discussed the work
proposed on the pond area,.
Karen Rader, 1125 Qui.riwood Lane, commented on the creek
Swale between the pond's She itiquired about the pondingdesign. She also stated concerns about the impact upon the
perk. Mr. Frank stated the work they. will. be doing will next
affect, thk creek.,
Renee Anderson, 12635 14th Avenue North, Commented that she
jest bought her here and is very impressed with the area,
the wo-ds behind her property. She is very concerned about
houses being built right up to her back yard, and she asked
about the volae of these homes.

Commissioner plufkd stated his concerti regarding the
density, arid that the petitioner should consider that this
site has much potential and deserves special effort to
develop it well. Reasonable density for this site would be

Vice Chairman Steigerwald stated he also has concerns about
the density; the traffic, generated by; the ,,large number of
proposed units will be detrimental to the existinq traffic
conditions which are problematical,, shopping arra services
for LA-3 areas .are not in close proximity* and the park is
too sr a l and should not be `i _ nsidered In lieu of more
effective open- space and recreational amenities within the
project. He eommented that the p,,UD. open space
requirements have not been met and a redesign could improve
this development.

County Road 61 is not included In the County's current
year plan. The City would require that It is installed
with approved deve,lopments, as there is a need to developtheroadtprovidetrafficcirculationthroughthearea.
Mr. Pemrick stated that Bass Lake would be impacted by thisincreaseddensitykthedevelopmentwillbeonhighground
and its pavedrv,!V!'! will drain to the lake causing, addit-
ional sediment; the 'holding ponds will also be disturbed
and, in, turn, will Impact the lake. He stated the current

Mr. Dieter stated that even single family homes could pose
problems, but the density of the proposed development is not
a, ept .le* the A-1 guiding should not change..

acres south of this area, and he is carious to know where
the children from the proposed de elo m,- int will be able to
play as there are no 'parrs in the area.
Staff stated that a park has been contemplated in ;an area
south of the proposed development. RECOMMENDATIONS

opment of needed streets.

connection of the developed driveways andjor parking,, ,lots.
