MOTION. carried. 19,32 COUNCIL COMMMITY AGENDA SjuDy ITEMS Chairwomanan 'asiliOU recognized the Commission's Council Coordinatiiiq Representative, atm Threi nen, and she reviewed the February 5, 1982 Staff Memorandum outlining the CityCouncil's priorities. he stated the Commission should discuss the first two ltems5 regardinq the Hazardous Waste FdCllity siting and the future role of the Adult Correctional Facility and its impact on the City. Extensive discussion'ensued regarding the Adult Correctional Iracility and direction the Commission could take in evaluating possible Ordinance Amendments. Counc.ilmember Threiner reviewed previous discussions wherein one approach to be considered could be the amendment of the ZoningOrdinanceotoestablishtheexistingfacilityas < a non -conforming land use which wooed be thereby ` constrained from further expansion and enlargement, Additional discus 'on centered on a matter, of the determinant sentencing, and proposed state legislation. Counci.lr emb r Threinen commented that one basic question is to what --extent the present facility is consistent and compatible with the harm .'er of surrounding development and the City today. Staff u e ttu-d that the issue is a Community -wide matterutter and not one exclusively focused on the concerns of immediate neighborhoods. Chairwoman Vasilfou stated that earler hearings and discussions with neighbors indicated there were some mixed feelings and concerns about' the Workhouse-, ,some persons were concerned that the facil ty should be restricted from any further development ' and eventuallyphasedcut; whereas) other persons were primarily oriented to effective regulation and ` control ' of the facilities perations and in parttoualar, the type and number of inmates. It was the, concensus of the Commission that those amendments should be scheduled for a meet tnq not it oonfl,iet with the hearings on the orreotional Facility or on the Hazardous Waste siting,. It was suggested that the amendatory hearing I on the Hazardous Waste siting issue be scheduled for arch 31, Regarding the Aoolt Correctional Facility matter, the Commission directed staff to consult with the City Attorney and other resources to develop the foliowing- 1.
