Mr. Camen Vethe, 1021 t Avenue North, stated the sage concerns as the other two streakers, but wants to bring out the fact Zohat the area in 1e t.. n is crooded and "hilly". and a -road will eliminate sore trees. The Cul-de-sac will make the lots yore desirable, and since there is no apparent need for a road through here, eliminating the cul - e -sac makes no sense. He stated he agrees with his neighbors and is opposed to this plan. Chairwoman Vasiliou introduced ter. Robert Middlernist, and asked him to com.nent on the 'questions and comments from the speakers. He stated he world prefers lea in the cul-de-sac,, but the Council directed that the Thoroughfare Guide Plan be followed and he will f0low their recommendations and directions. The Council approved the, plan, but cautioned that the setbacks' rrquir d by the Ordinance be adhered to. The road has been graded and installed, and will be improved as the site iimproved. RPUD FINAL PLAN/ PLT 79046 Commissioner Wire asked why staff concurs with the landscaping pan with ice as many smaller trees versus fewer largerer trees. staff stated that the landscaping plan satisfies the intent of the Landscape Standards and Criteria of the Ordinance, r~eco n zing the scope of this project and the single family residential character. Chairwoman Vasiliou introduced Mr. Howard bunt, 17205 County Road 47, who confirmed that each lot will` have trees, and there :are two trees per unit. fie further stated his opinion that the financial guarantee should only cover the minimum requirements of the Ordinance, rather than all landscaping, as an incentive to developers to propose quality,plans in excess of the ini- aurrr criteria. He stated that landscaping is a selling point' for these Erni cs so the developer will have a landscaping an that will greet' more than the i ninsum requirements of the City. Staff stated the petitioner's point can be considered as the Commission considers Ordinance amendments clarifying ,the bonding requi regents . Staff suggested that the- criteria could. beclarified as to defining "miulti- residentiel developments". Chairwomanan Vas l io concurred, and stated that if on review of the Ordinance, the minimum landscaping requirements' are found not to be clear, the Ordinance should be changed. Mr. Hent stated that his experience has shown that the larger trees ( /211 die out, and the smaller gees are more viable.
