Chairwoman Vasiliou inauired about the length of the driveways teading up Uo the house located on the eait side of (. rev Road 1. Mr. McCo b stated that the setback distances for those houses Would be EO feet, so the driveways would be less than that piuni i rrer '41ire inquired ab a the cul-de-sac at the east end of 5th Avenue North and inquired why it was not continued through to'. connect with County Read 61. Mr. McCombs explained that tho topography was tee steep to permit them to,' intersect with county Road 61 at that volnt,, and this was the deign wilich. had been directed by he City Councilwhen they reviewed the proposal. r Jerry Hauer, McCombs -Knutson Associates, Inc., commented on the steep grades and the `s policy for maximum grades at later. sections. Mr. McCombs commented that the grade would have to be flattened out in order f r 5th Avenorth to intersect with County; Read 61 and this` is not feasible, and i s undesirable frojm a planning standpoint to have two intersections so close together# Chairwoman Vasiliou declared the public hearing open. Marionon ohnsac , 320 Zinnia Lane North, stated that she was present at the request of I neighbors who live on Zinnia Lane and they are interested, in maintaining Zinnid Lane as a dead end. There will be 34 farm i i es with the new level cp rent and Zinnia' Larne wen' handle that much traffic. She asked whether there were going to be any improvements made to Zinnia Large as the result of this development and also inquired who would have to pay for these improvements. She stated that they don't want to pay for any improvements as they get along ne with things as they are. She also discussed the proposed Carlson Center to the west and south and referred to the 100 new hones that Carlson Properties ave proposed there and stated that these would cause traffic problems it the neighborhood. She stated that they are not in favor of this. She proposed alternate, ' traffic flow patterns and expressed concerns of the neighborhood regarding heavy traffic flow tarouh they r neighborhood and bufferingfrom the traffic which -will be on County Road 61W Commissioner Larson arrived at the meeting at i `.M* Mr,. McCombs responded that the Ordinance requires streets with curb and gutter and these are paid for by the developer within the development, acrd if the other properties benefit from it the City Council will make that determination and asses the property accordingly. 43- Planning Commission 1nutas February 11., 1931 Page44 Staff eyplained the traffic crculation in conjunction with, the guiding, and stated that basod on. _ that guiding there is no need for a local street intersection with County quad 61. County roads cannot be intersected randomly and it is doubtful tyre County would perait Sth Avenue North`to intersect New County Road 1 because it would be too close to the intarseo i rt of two County highways 15 and,61), With the proposed road design there cbovId be no co ire c al Ar industrial traffic entering this neighborhood. The proposed location of County Road 61 is responsive to the topography of the area. Staff addressed the alternate proposals presented by Vs obrsac. Comm -1 sioner Wire inquired why an intersection of Stet Avenue North with County Road 15 couldn't be Moved farther* west. Staff responded that the County will riot allow an intersection, ' between -494 and County Road 61 becaose of to o r pAy ,sight distance and speed factors. James F. Bremer, 302-8 Zinnia Large, stated ba the alignment of County Road `causes problems with the buffe-Ping 1kthi ch will change when the land is platted. He is concerned about the beffering for tete existing homes because the alignment will be shifted to the east* Staff stated that the bufferingin can be decided with the final plat and 'transition will not be installed until the road is built,.The final pans will have to be a ptuved by the City prior to a#tual construction of the road. Staff stated that Bund ` and noise abatement could be prodded by berming or landscaping. Mr re er stated that there "-as no room o install a buffer* along that portion of County Road 61. If curb and gutter are installed he feels that the neighborhood should not have to )ay for it e feels there should be another o f et besides the intersection o Zinnia Lane with, old County Road 15. Mr. Gordon asked why Old County Road 15 was dead ended. Mr. McCombs stated that they had shown a house on h 'and in their graphics only for the purpose of illustrating how it might be accessed and to show bow the lot might be utilized- they have no intention of acquiring the property.
