Chairwoman Vasiliou directed two changes to the October 22, 1980 Vi s, the
Planning Comumi ssi n has requested that consultants not distribute materials to the

preliminary plat* Commissioner Hetchl istated the stated lot area averages

substandard lots and those need to be addressed as formalvariances as individual
lots are being created with this plat*
Discussion ensued regarding the lot r a ., open space and the recommendation that
yard areas be designated as outlots and tido the homeowners association. Also,
the 'relocation of 53rd Avenue North to the north was discussed.

r Mr. Ken Ester, 12635 - 53rd, Avenue North, inquired about the transition b t. n

nice trees existing along the edge of the plat and there are 5 dead elms also; theme
now. He inquired what ' kind of screening will be installed. Mr. Hold re ss sated
that the landscaping plan proposes a 4 foot high berm with 6 foot high Norway Pine
which will be staggered along the berm and would provide year around screening
which w-11 be 10 feet high.
Mr.. Eugene Johnson, 12625 -' 54th Avenue North, staffed he is new to Plymouth, and
inquired Baby the property was being rezoned for this type of unit. He askedIfor

Vasiliou responded that these issues would be addressed in the deliberation b,

Avenue North relocated because she was concerned about people driving into her
private arive. She would prefer the: intersection locato.d further to the south
where it would not intersect with her driveway. Discussion ensued regarding the
relocation of 53rd Avenue North. Staff commented on the Engineer's recommendation

Mr. Shern Goldberg expressed concerns regarding the location of be trail. They
understand that they have } build the trail and inquired whether they would receive
park dedication credit for' t. Chairwoman Vasiliou responded that; the City Council
makes those decisions based upon City policy. kir. Holderness coinviented' that if
the trail was onste ed in the proposed location they felt it was ton close to
Ue railroad tracks= They feel it is unnecessary to have a trail that goes nowhere
and will for;sore i~re t d ` the Trail orid r Plan calls for
trail along the tracks, and the location of the trail is relevant to this disor ss en.
There is a linking 'ttrail farther to the east. ChairwoMan Vasiliou stated it would

did not show it. Mr. Holderness stated it good be as far north of the tracks as
possible.

marketing conditions. Commissioner Steigerwald stated that variances based solely

recominen a inn to the City _ Council on she var in es. Mr. Holderness reiterated

Discussion ensued 'regarding the lot sizes,, variances and the topography and thecordinancemnir r requirements. Staff commented that the variances on the log
sizes are the most problematical in staff's opinion $he road -dl i n ien : was

be.
Mr. Gollberg stated some redesign would be possible to eliminate or reduce the lot
area deficiencies however the %,iidth dimensions and the front yard setback dimensions
were deemed necessary. He stated the 25 foot setback was adequate for car parking.
Staff commented that recent Council plat 'approvals required ordinance mi into r

Discussion ensued on the variances and. Commissioner Larson asked why they weren't
eliminated o minimized prior to submittal. Commissioner Wire sugq.ested some units
might have to he eliminated to make the new plat free of variances. fir: Holderness
stated variances would be requested in lieu of eliminating units.

issues now and thus a deferral with direction was desired now rather than at final

Mr. Michael Merman, 4125 Glacier Land, expresscd concern about the lot sizes and
possible future divisions. He inquired whether other adjacent property owners
to the north could decide to plat their land into single family residential, lots
as r. Brockpabler has done. Staff responded that in theory they could do this
if ordinance standards were Bret, Mr. Herman inquired about the cost of the houses
that world be constructed. Mr. Brockpahler stated that he will build most of their

opposed to this plat because it is a nice wooded area and wouldd like to see

Mr. Frank Larson, p titioner, stated this was as a general office
park and €rove they, find the idea of a suburban office park is very acceptable.
They have five office lots of approximately 3 acres each. They are ;Mable lots
and they ' wa nt d to address rrt ra and egress so they could proceed with the site
plans f pr s cove huyers and F,!ve it established. They feel they need to have

that tholy have reviewed site plans for proposals in this area and yet nothing is

Cominissioner Wire commented that he feels the number of curb cuts is excessive, but

Discussion, ensued regarding the number of curb cuts and passible internal designs
and connections for the parking lots and site access - r ss; points. Internal
peripheral reds to correct the sites were discussed., fir. Larson su s Wd
ri ht-cin/right-o f" entrance -exit lane at the accessonto; Vicksburg Lane. Staff
explained the plat approval for Plymouth Hills Addition prohibited access onto
Vicksburg ,ane.
Commissioner Steigerwald stated the existing approved design for Outlot D, with
provision for; the auto card center in the northeast corner,., is preferred over the
proposed am8ndment.
Chairwoman nasii ou noted the Conti nui n amendmet, s t the en ra d vel ye t
plan, and that the changes were not essential to create a site for the service
station. Mr. Larson commented that they were proposing an a da ed pian and plat,
but the plat could be revised to only reflect the one of t`Or the service sta 4carr,
with the balance remaining as an outlot.
Commissioner dire stated there was some, design merit in the proposed plan,. but
further refinement was needed relative to curb cuts,. internal parking and circulation.
Mr. Larson stated he could work on that with Commission directi , but that h
would like approval of the auto ' are center site at this time.
Staff noted the Hennepin County roe emendation that the northerly curb cut from the
auto care center site onto Plymouth Boulevard should be deleted.

M.r. Klein stated that t4ey have reviewed the staff report and the Engineer's
McFl raudu r and have been working 00 staff to get the petition in order. They
disagree regarding the signage as they approached i (as being 4 building in she
B-2 zoning district not the 8-1 zoning district', and this is where the discrepancy
occurs. Staff cemented that in the original applicatian for a' planned business
development,,, - sites could be ui,d as hag B-2 uses= Recause`a retail liquor
store is a type of use the petIltioner assumed the -a could be the type
allowed in the B-2 District. Staff feelsthat 8-1 signage s 1,iore appropriate*
Mr., Klein coqrmented about Item 42 in the Eag r`s Memorandwri,regarding; offset
curs cuts. He explained that the curb cuts on the opposite side Ckf the street were
only "foG-'-prints" and no site plans had yet been approved for ti",,ise sites, They
would insure that the carb cuts were in alignitient when they proposed those sites
for site 'plan approval. They feel that this curb cut is essential to their s4te
plan for 0is site.
Discussion -sued regarding the u l t i -use proposed for the < building. 14r Fran
Larson commented that they are trying to get something` gig in this areaa and they
will own; part of the building but not the business. The liquor operation has been
designed so that it a'n be expanded as the business grows. It will,al
expand into the space proposed to be a barber shop acd then into the area proposed
f r 'a dry cleaning use. It will be a multiple use ft4r asm ', and he cannotpredict
how log that will be. They have provided the requi.red parking for all the proposed
uses. Commis0oner Pauba inquired whether the actual. dry, ani ng be done
cn the prermises, and Mr. Larson responded that it `would be a. drop-off/pick-up type
operation only, and they will stipulate +Iiat in their Maass, fir. Larson stated
that this was a retail' saes site and it is surrounded by retail t -ales and they
feel that the signage should be B-2 also
Discussion ensued regarding the usage of buildings within the City and ordinance
requirements for such dsag. T°ral'•*id coos -is were discussed in relation to a

m.,ore severe than in this area. Further discussion ensued, Commissioner Wire
