Combs reviewed thguiding and the City Council action. He stated this will
correspond with the proposed zoning. He reviewed charges in the general development
lap acid the layouto of the roads in that portion of the development which lies
within the municipal boundaries of,the City of Minnetonka. Chairt-tanan Vasiliou
stated that Minnetonka has not acted on this proposal at this 'point in time.
Mir. McCombs thea reviewed the portion of the general development plan which
lies within the municipal boundariesof the City of Plymouth and stated the
lads have been revised to comply with the new guiding and the proper rezoning.
He discussed the layout of the streets and the connectionswith Berkshire Lane.
Staff coin -rented briefly on the new information submitted by the petitioner and
reviewed the staging of County Road 15 and County Road 1. Staff stated they
have no objections to construction at Year 1 with the understanding that n
development of sites would coi*-mience until the major roaO fi-,,ipmements are ordered
for construction.
Staff reviewed the October 3, 1`980 staff; report and c .mm ted that Parkers Lake
Road south of County Road 15 should" be reviewed as to possible closing from the
north,, at least as a future need considering traffic impact to the north,, once
the new interchange at Highway 12 is open.

construction of the roads and the timing sof the development. Commissioner Wire
inquired as to how the traffic generation count was donR.. Discussion ensued
regrding the construction of buildings in the surrounding area as refaced to the
traffic analysis.,

the EAW is apprived. State Lacy requires that the EAW st be complete before

Mr. tQygrpn, stated that they are concerned with the visual impact on the neighborhood
and the transition betn the development and the existing residential homes- He

would be an asset to have, the open land area between the development and the
existing residential as well as for the future residents who will moving into

established by the City Council which is not what the Planning Comalissicn

understands it will require her land. She asked when this, intersection would be

He was asking what the Carlson Company is going to do -dor~ the area residents in
the way of recreational facilities, and parks besides two. softball fields in
Minnetonka. He also was skin whether the City has any plans for anv parks
in this area. Staff stated that according to the park plans the rp t„° does not

and to clarify the relationship olf the traffic, system i,tiprove,rrtents staging with
the site develop -Ment staging.
Discussion ensued regarding the timing of construction of the roads connected
with,the proposal.

Commissioner Barron stated that he feels that such study is not necessary as it
t*.*on't have any bearing on t he actual development. fie stated detailed enginelring
analysis would be part of final plan approval. Commissioner Barron commmented
that one reason they, don't need ithe traffic studies at the other intersectiolls
is that they have a consultant to anallyze that in?ormation for them.-

Church on October 14, 1980 at 7:30 l!'I.M. She also announced that the City, of
14innetonka iwas having a publ *c et ng ort this pr-oposal on October 31Ych and any
interested persons should contact, the City of 1-tinnetorika. She commented that any
subsequant meetings wovild be public meetings but would not be puolic hearings;
they will entertain Lommients from the group representatives however.
The reading of the October 3., 1980 staff report was walved. Chairwoman VAsil iou
noted that this was a public hering; no one was present to comment.
