classified it as a minor collector. The Guide Plea calls for this road to be folly

Mr. Knutson stated that they would like to have this petition forwarded to the City
Council for a decision on the road a l rnent regarding: access to Highway caocle
they reed to determine the ,access for the property as soon as possible, sInce the
petitioner has a pending option which must be` exercised this fall.

representative for the fee owner of the property, and stated the development would
not take any land other than state owned land. Chairwoman Vasitiou cautioned

end improvements. 114r. Jones stated that the owner is prepared to make ars access
onto State Highway 55 and perhaps an emergency access to the east, but a f l 1 -road
through the site would be costly and difficult.
r. Frank Cleave, 1730 Forestview Lane, inquired where the road would connect on
the eastern sido with palest Medicine take Drive. Staff showed graphics regarding
the Thoroughfare Guide flan al'*'9nment, and stated that this would be decided at the
preliminary plat stage of the development, but it would likely be at 18th Avenue
versus 16th Avenue extended.

not a highway. Mr. Knutson stated that it is his opinion that the mirror collector
can only be installed in two locations; :ros the north as noted by the City
Engineer,, or across the south adjacent to the railroad tracks. The soil in the

recornmended deferral until acceptable access approval date Betty Crocker Drive had
been granted by the City of St. Louis park.

Mr* Frank Reese representing the petitioner stated that they will be coming back at
the site plan stage for these sites and they have contacted the City of St. Louis
Park regarding approval of access onto Betty Crocker Drive.

He inquired whether there would`be any access from this development onto ;Quaker

inquired s to how close the developer could build to the property line abutting
the residential 'lots. Staff stated that the developer could proposed some other
type of housing other than apartments at a later date. For townhouses the setbacks
would be 25 feet and for apartments it would be 30 feet. For construction a utti
residential n gbbdrbcdd. the setbacks are 50 feet. Mr. Johnson stated that utero
is a nice natural area wit many Cr es existing on the property at this time and h
feels it would be rice to' leave th.an there as they provide a natural buffer between
the two properties. He also stated that they had some concerns regarding the
drainage because they have been ba ng eater problems. Chairwoman Vasiliou stated
that if drainage prohlarnts arise as a result of any development it is the developer's
responsibility to ' correct them. Staff stated that storm drainage plans would be
reviewed by the City Engineering Department prior to final plat, approval Also,
in the future with site plan approval It will be ascertained that the site pleas
match the stom, drainage plan which will be approved with the final plat,., Mr.

se,lae of the noise. He stated that the church property is used for In activities
not directly church-related, and that a lot of the people in the parking lots are
neighborhood residents. Staff asked whether the church would consider chaining off
the parking lot closest to the residential area when it is not being used. Mr.

past.
