Center at 3400 Plymouth Boulevard.

Staff explained that a public bearing had been held to consider a variety f amend-
ments to City Ord4nance No. -, the Plymouth ,Zoning i -finance. Staff explained
that no c ran es in district boundaries g eri volved and that the proposed aniend-
t oh were-, intended to c arife ittln a:n o, e, neem} ripolicies and
directed ordinance amend en s and to consider staff rec iwended changes to, certain
standards and requirements.
Chairwoman Vasillou opened the public hearing and noted that there were several
ersens present wha elected not to speak but were there to observe the proceedings.
Staff revievred the rop ed amendments as e ..'r ibed in the April . 1980 staff
e nrand m Chairwoman Case o stated that unloss . ommiss4eners voiced objer!tion3
Commission consent would be a a med on indivilduali i leets and that a single final
action. would be called for following the review and discission.

Extensive discussion ensued relative to the r "Osed redes ina ion f the -
restricted resid,itial subdivision) District. Staff noted that this change had
been directed by the Council and Commission over a period of time, and that while
t: was the intent to retain the district', as a "residential” distvict in the
ordinance the fable should be chQn ed; to eliminate the,rd "'residential"and
should be more desCripti e of the puroses of that district.

Extensive discussion ensued relative to Section 7, SubdivisionD (Schedule of Lo
Areas., De tb,, Width, Coverage, Setbacks and, Height Regulations in Residence
IM; Districts) on page 37 and page 38 of the draft bearing document.

The next item of business was, nsid ra i h Housing Analysis submitted
Barton-Asclunzan Associates and dated February 18, 1930. This warwark was done in
support, of she Cornprehensive Plan Update process and was reviewed for b!orv-ssi
by Associate Planner Alda r . Extensive discussion ensued regarding the
Strategies o east Housing e ds" oil , pages 61-63 of the report. Cotmaiss i oiler
gess ronin d that the strategies were admirable goals but he doubted whether
they were realistic for ' the y of Plymouth.
Staff sid ed that the housing analysis would be used in conjunctionwith other

element of the Comprehensive Plan as mandated by the state law. The mponen-

Associate Planner Alda Peikert teen reviewed the Park Needs 4nalysis dated February
1980 submitted b,' Barte-n-Aschman Associates which was also - re ar d i ; support
of the ComprehensivePlan Update effort. She explained that the analysis had been
velvied as the first part of a two-part planning effort relative to parks and trails;
the second part,, which had yet to be ordered and which was not mandatory for the
compliance with the Mi trop to .and Planning Acts coastitoted the Updated Park
Plan. She stated that the eery park director would be reviewing this analysis as
g a l l as the work which would be required t, developin c dat d plan, and that
matter wd be also te-iiewed by the Park and Recreation Advisory Commission,
