A special meeting of the Plyritouth planning commission was cal7ed to order at
7:30- P.M. by ChairwomanVii d in the Conference Room of the City c i l

the draft updated Thoroughfare Guide plan the draft updated Sanitary Sewer Guide
Pay, and the adopted Goals, (I)bJectives and Crits. 1a which needed clarification
and updating

Ferrol Rubinson exolained the graphics and report. He stated the consultafit had
made the assumption olf total saturation for development in accordance with the
adopted Land Use Guide Plan, that the phtyica constraints analysis dune- b,
Barton-Aschman earlier had been applied to reduce densities' in constraint areas,
and that modification of existing oroughfare systems had been based on, compari-
son of existing development against the Land Use Guide Plan

alignment of future thoroughfares. He emphasized that the "n w" thoroughfares
indicated were general as to pl ;t r t. and were not meant to be exact locations or

Staff commented that whereas the Sarton-AscIman study assured saturation, the

2000 and that some further analysis may be necessary to provide thatinformation
since it is expected the pity, will not realize saturation of development by the
year 2000.

Robinson stated that there were various means of dealing with congestion problems
which had been identified or were anticipated-. the capacity of the network itself

dev ices,, and the land uses could be changed with the intent i ti rig growth in
certain areas if that were deemed necessary}

M4r. Robinson also stated that the advantage of looking to the pointof ara on
riaidentify these areas which should be reserved for right-of-way s

Staff introduced the rzc .,.t item, the draft update of the' Sanitary Sewer Plan. Staff

Bob Schunicht of BonestrooAssociates` proceeded with an extensive discuss- on of the
Sewer; Plan Update and the engineering data supporting the proposed modifications to
the IMUSA Line. Mr. Schunicht presented a history dating back to 1961,71 when a
co,mprehensive sewer system was initially planned for the entire City. He noted
various assumptioni which grad been, made over the years including these in the
northern part of the City which still applied. He 'stated that the City reeds to
closely monitor policy decisions and studies being conducted by the Me rep" i Carr

Discussion ensued with the Cify Engineer and Mr~. Schunicht rardlllp inflow infiltra-

Mr. Schunicht recalled the earlier analysis and "to ti " the sanitary systee

During further discussion regarding the proposed MU Lime changes, Comiss, Y

City Wean Highway 55 and County Road 9, the Commission should consider not extend-
ing the MUSH Line as far as proposed In order to. control growth in that area. He
stated that industrial development in trat area prior to, full upgrading and ae emeda-

Discussion ensued and staff noted the locatior of the existing IM d nd ry in

showed that some revisions -Could be made in this area to expand the MUSA Line to

MOTION by wmaAssioner Steigerviald, seconded by Commissio*ier Barron to endorse the
Updated Sanitary, Sewer Plan including the recorviinded changes in the MUSA boundary
and the area near 49th Avenue INIorth and -494 as proposed by theengineering
analysis of Bonestroo and associates.

It was the consensus of the Commission to direct staff to make the necessary editorial
and substitive changes and return with a draft for `further Commission review.

An extensive list of possibilities was reviewed and the Commission stated that eF .
