HomeMy WebLinkAboutCity Council Resolution 2015-118 CP ITY OF LYMOUTH RN.2015-118 ESOLUTION O ARASPAV ESOLUTION PPROVING A ITE LAN MENDMENT AND ARIANCES FOR LTFREC,I.,36003650PB EAL STATE OMPANY NC AT AND LYMOUTH OULEVARD (2015014) WHEREAS, LTF Real Estate Company, INC. on behalf of Lifetime Fitness and the City of Plymouth, has requested approval of a site plan amendment and variances to allow a parking expansion and related site alterations at 3600 and 3650 Plymouth Boulevard; and WHEREAS, the subject property is legally described Lot 1, Block 1, Plymouth Center Third Addition, Hennepin County, Minnesota; and, WHEREAS, the Planning Commission has reviewed said request at a duly called public meeting and recommends approval. NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA, that it should and hereby does approve the request for a site plan amendment and variances to allow a parking expansion and related site alterations at 3600 and 3650 Plymouth Boulevard, subject to the following conditions and findings: 1.A site plan amendment is approved to allow an 86-space parking expansion and related site alterations, in accordance with the application and plans received by the city on March 23, 2015 and the site plan submitted April 20, 2015, except as may be amended by this resolution. 2.Variances for parking location, lighting, and parking space/drive-aisle dimensions are approved, in accordance with the application and plans received by the city March 23, 2015 and April 20, 2015, based on the finding that the variance standards have been met. 3.No site alteration may occur prior to the issuance of a grading permit. 4.Prior to issuance of a grading permit, the following items shall be submitted or revised consistent with the zoning ordinance, city code and engineering guidelines: a.The applicant shall receive city approval of final construction plans. a.Revise the plans as follows: i.Revise the plans consistent with the Option 3 Concept received April 20, 2015 except that the parallel parking spaces in the southwest corner shall be eliminated to increase the greenspace between the sidewalk and the parking lot. ii.Revise the lighting plan to indicate house-side shields on all light fixtures within 300 feet of residential property. iii.Revise the plans to add the fire lane sign detail to the plans. iv.Locate all utilities along the project boundaries and revise the landscaping plan accordingly. v.Benches and planters shall be consistent with the City Center design guidelines. Resolution 2015-118 (2015118) Page 2 5.Install fire lane signs in the new parking lots islands and along drive aisles without parking spaces as directed in the field by the fire inspector when construction is nearly complete. 6.No site hydrants may be relocated without prior review. 7.The site plan amendment and variances shall expire one year after the date of approval, unless the applicant has started the project, or unless the applicant, with the consent of the property owner, has received prior approval from the city to extend the expiration date for up to one additional year, as regulated under section2 21045.09 and 21030.06 of the zoning ordinance. th APPROVED by the City Council on this 28th day of April, 2015.
