RESOLUTION No. 2015-120
RESOLUTION APPROVING THE CREATION OF A PUBLIC SAFETY DEPARTMENT
AND A STAFFING PLAN FOR THE DEPARTMENT
WHEREAS, the City Manager has studied the City's goals with regard to public safety; and
WHEREAS, the City Manager believes that greater efficiencies and better service delivery will
result from consolidating the Police and Fire Departments: and
WHEREAS, the City Manager recommends that the City Council consolidate the City's Police
and Fire Departments to create a Public Safety Department; and
WHEREAS, the City Manager further recommends that the City Council create a Director of
Public Safety/Police Chief/Emergency Management Director position to lead the new Public Safety
Department, and
WHEREAS, the City Manager further recommends that the City Council create two full-time
regular Assistant Fire Chief positions, one Police Captain position and one Data Analyst position; and
WHEREAS, the City Manager further recommends that the City Council reclassify the Deputy
Police Chief and the Administrative Manager positions.
NOW, THEREFORE, BE IT RESOLVED BYTHE MAYOR AND CITY COUNCIL OF THE CITY OF
PLYMOUTH, MINNESOTA, that it should, and hereby does:
1. Approve the creation of a Public Safety Department.
2. Approve placement of the Director of Public Safety/Police Chief/Emergency Management
Director position at grade 28 of the City's 2015 Compensation Plan.
3. Approve the creation of the following positions at the pay grade noted:
a. one Police Captain (pay grade 22)
b. two non -represented Assistant Fire Chiefs (pay grade 21)
c. one Data Analyst (pay grade 16)
4. Approve reclassifications for the following positions to the pay grades noted:
a. Deputy Police Chief (pay grade 24)
b. Administrative Manager (pay grade 18).
