Special Council Meeting
April 14, 2015
Deputy Mayor Johnson called a Special Meeting of the Plymouth City Council to order at 5:30
p.m. in the Medicine Lake Room of City Hall, 3400 Plymouth Boulevard, on April 14, 2015.
COUNCIL PRESENT: Deputy Mayor Johnson, Councilmembers Beard, Carroll, Prom, Willis,
and Wosje.
ABSENT: Mayor Slavik.
STAFF PRESENT: City Manager Callister, Community Development Director Juetten,
Administrative Services Director Fischer, Park and Recreation Deputy Director Northway,
Police Chief Goldstein, Human Resources Manager Kone, Human Resources Coordinator
Moreen, and City Clerk Engdahl.
Lawful Gambling
Tom Hewitt, Tracee deNeui, and Tracy Ohlendorf, gambling managers from the Wayzata Youth
Hockey Association, Armstrong Cooper Hockey Association, and Plymouth Lions Club
respectively, provided an update to the Council on their pull -tab operations, specifically, where
they donate the proceeds.
Councilmember Willis commented that if any of the establishments that have lawful gambling,
have issues with their liquor licenses, that's a serious matter and has no relation to the lawful
gambling operations.
The Council thanked the organizations for providing an update and stated there are no reasons to
make any changes to the current gambling ordinance.
Health Care Reform/Insurance Premiums
Human Resources Manager Kone and Human Resources Coordinator Moreen provided a
requested update on the health care reform and its impact on Plymouth as well as health
insurance premium considerations in the future for City employees.
Councilmember Willis requested that staff provide a report to the Council on the five health
insurance plans available to employees and the costs to the City and to the employee.
It was noted there would be more discussion on these topics with the budget discussions later this
year.

Set Future Study Sessions
The Council scheduled the following study sessions:
1. Added to the May 12th study session agenda, a preliminary discussion on the 2016/2017
budget. This meeting will begin at 5:30 p.m.
2. Budget and 2016-2020 Capital Improvement Program study session on August 18th at 6
p.m.
3. Budget study session on August 25th at 5:30 p.m.
4. Budget study session on November 10 at 5:30 p.m.
Adjournment
Deputy Mayor Johnson adjourned the meeting at 6:55 p.m.
