HomeMy WebLinkAboutPlanning Commission Minutes 05-23-1979Planning Commission City of Plymouth May 23 1979 A sturdy meeting of the Plymouth Planning Commis3ion was called to order by Chairman Davenport at 7:05 p.m in the City Couo it Chambers, 3400 Plymouth Blvd., Plymouth, Minnesota, MEMBERS PRESENT. Chairman Davenport, Commissioners Barron, Schneider Threinen, Vasiliou, Wire and Eagleton MEMBERS ABSENT; none STAFF PRESENT. Blair Tremere, Bill Pearson and Mary Ray Amended Honeywell Landscape Plan (A-151) r Review Revised Sunrise Bad Estates Landscape Plan (A-186) Review and Examination of Walking and Driving Neighborhood Designations Cam sive,,Plan Update), Mr. Pearson, from. the Planning Staff, introduced the subject and stated that during the last part of March, 1979, the City Council' reaffirmed or endorsed the Land Use Guide Plan iCo ient, that the Planning Commission. recommended for adoption the last of December, 1978, He informed the Planning Commission that a draft of the Land Use Guide Map and Component was forwarded to the Metropolitan Council staff regarding their "informal" preliminary review, within 30 days. In the interim staff and consultants are continuing to work on the other comprehensive plan components. He noted,that this brings us to the two items staff has brought to the Planning Commission's attention this evening,. Mr. Pearson then reviewed the existing Walking :and Driving Neighborhood system. He pointed out a concern staff had regarding determining Park and Recreation standards for so called "partial walking nei ghborh000s ". Staff asked how park: needs for partial walking neighborhoods #48, #49, A, #3 and #2 would or should be met? Mr. Pearson noted: trail linkage should not be a problem regarding Walking Neighborhoods Commissioner Threinen acknowledged staff's concern and after some discussion he suggested that actually the partial neighborhoods should remain as partial neighborhoods since the larger remainder of each partial walking neighborhood lies in an adjacent community. IL was the consensus of khe Commission that the partial walking neighborhoods should` be left as is. Mr. Pearson asked the Commission whether there should be a Southwest Driving Neighborhood? The Commission noted that perhaps the Luce Line Trail was not a definitive divider between neighborhoods in this area of the City. The consensus of the Commission was that the Southwest Driving, Neighborhood should be integrated into the Kreatz Lake Driving neighborhood, Mr. Pearson pointed out a concern that Walking Ne -1 *borhood #28 be realigned to include the Buhler-Miag and Carlson Company sites, in Via southeast corner of balking Neighborhood #28. Commissioner Threinen noted this was appropriate, since the City had already rezoned and reguided that portion of the City industrial. It was the consensus of the Planning Commission that the Buhler Mi ag and Carlson Company sites be included -in Walking Neighborhood 28. Finally, staff asked the Commission whether,Bassett••Creek Driving Neighborhood should be designated as a Driving Neighborhood,. It was the consensus of the Commission that the Bassett Creek Driving Neighborhood remain as is. MOTION by Commissioner Schneider, seconded by Commissioner Barron to make the following recommendation; 1, The "partial walking neighborhoods" in the City should retain their present configuration. 2, The Southwest Driving Ne* ghborhood should be integrated into the Kreatz Lame Driving Neighborhood. 3, The Buhler-Miag site and the Carlson Company site to the south of :BuhlerMiag should be included in ~Talking Neighborhood #28, 4 Bassett Creek Driving Neighborhood shallremain as is with no adjustments to its boundaries. MOTION CUR B0 7-0-0 All in favor Review of the Parks and Recreation Standards Recommended by the Park and Recrea# ion Advisory Commission <197$ Staff presented the background to the Parks and Recreation Standards that had been recommended by PRAC in 1978. It was noted that standards for "typical" Turk sizes are needed for the completion of the Parks heeds Statement portion of the Park System Plan. It was stressed that it became apparent that a. range" of standards, was a more appropriate approach to take, rather than a singles' standard fir each type of park, this avoided the situation of having to lock into a specific number of acres, for example, for a neighborhood park. A range of standards allows for the ,;i;,-nber of factvs that may come to bear on the proposed size of a neighborhood park (e.g. -the amount of land available in an older, built neighborhood and the availability of funds, if the land must be purchased out right)._ Staff then reviewed the range of park standards as lasted in the staff memorandum. it was also noted that Jon Born, the Director of Parks and Recreation and PRAC had reviewed the proposed r4rge of standards. Staff also noted that the City presently has 190 acres of park and approximately 10.5 miles of trail already in place~ The Commission discussed the proposed' range of standards: and made the following motion.- MOTION otion, MOTION by Commissioner Barron, seconded by Commissioner 'Threinen to make: the: following range of standards be recocimended as a guide for the Parks Component of the Uxti kt ehensi ve Plan and for Parks planning 1. That the consultant's (Barton-Aschman Associates) recommendation be supported for adoption and L That a range of standards be adopted identifying a.. Total urban ;park/recreation space of 6.25; to 10.50 acres per 1000 population, and b. The range of standards for specific park purposes proposed by staff be -1 commended for adoption for planning purposes MOTION CARRIED 6-0-0 Commissioner Wire left prior to vote MOTION by Commissioner Barron, seconded by ;Iommissioner Eagleton to adjourn the meeting at 9135 p.m.,
