T1 special meeting of the Plymouth Plenning Commission was called to order by
Chairman Davenport at 7;50 p.m
MEMBERS PRESENT; Chairman Davenport, Commissioners Barron Threinen and Vas'l'ou
MEMBERS ABSENT: Commissioners Erickson, Wire and Schneiders
STAFF PRESENT: Director of Planning and Community Development Blair Tremere,,
Associate Planner Bill Pearson.
Staff presented background materials regarding the Metropolitan Land Planning Act
and Associate Planner Pearson reviewed the October 28, 1978 memorandum,
Planner Pearson stated that inventory data had been developed and should be
reviewed by the Commission with the intent to determine what changes, if any,
should be made to the Land Use Guide Plan. It was suggested that an additional
work session be scheduled in the near future to specifically review the Lane
Use Guide Plan,
Chairman Davenport recognized Mr. Carl Qhrn or Barton-Aschman Associates who
discussed preliminary findings in the evaluation and "test" of the Thoroughfare
Guide Plan. Mr. Ohrn commented that, through consultant error, the analysis
and test had been made with all of the physical constraints described in the
Physical Constraints Analysis considered. He stated that the alternate "normal"
approach would be to evaluate the Lane Use Guide Plan and the Thoroughfare Guide
Plan as adopted without assuming development restrictions based on the physical
constraints. A brief discussion ensued and Commissioner Threinen and Commissioner
Barron stated that the consultant should continue the analysis and test assuming
the constraints would be dealt with either through changes in the Land Use Guide
Plan or through development restrictions. Staff commented that physical
constraints analysis should be viewed ,only as, a planning document and should not
be presumed to prohibit or severely restrict development; therefore, Thorough-
fare Guide Plan analysis based upon an assumption of the physical constraints
might not reflect how conditions would be should the City develop per its Land
Use Guide Plan: -
Further discussion ensued. Chairman Davenport stated that further detailed traffic
analysis would be appropriate for specific traffic assignment zones and could be
done in conjunction with review of the Capital Improvements Program. He stated
this --could constitute a microscopic study of specific areas such as Area 3 which
contained the "Bass Lake -Schmidt Lake" area which was undergoing extensive platt-
ing and development.
Chairman Davenport also suggested that it would be appropriate for the consultants
to provide an outline of various data sources which have been used and which might
be used to further analyze this subject.
Mr.. Ohrn continued his presentation by stating that the analysis of the Thorough-
fare Guide Plan and particularly the information regarding congestion was based
upon the data contained in a survey of people employed in the City; he noted that

the study has shown approxima4ely 13 percent of the persons who work in Plymouth
live in Plymouth. He emphasized that should this percentage change the traffic
analysis would also changer
Chairman Davenport also recognized Mr. Jerry Edwards of Barton-Aschman Associates
who had worked on the analysis and wt~,. stated that the consultant had certain
disagreements with the Metropolitan. Council as to the functional classification
of various. roads and highways throughout the City. Staff suggested that this dis-
agreement should be outlined in the consultant's final report.
Planner Pearson then introduced Mr. Bob Schunicht of Bonestroo Associates, the
City's consultant engineer, who had been directed by the City Council to provide
updated studies of the storm drainage system, the water distribution system, and
the sanitary sewer system. Mr. Schunicht stated that those systems has initiallybeen "tested" against the existing comprehensive Land Use Guide Plan, He stated
that the existing storm drainage system and the trunk water system do not place
any particular major constraints on the development within the City based on the
present land Use Guide Plan. He stated: that due to the capacity of the existing
sanitary sewer system, the land use in much of southwest Plymouth should not be
changed to a usage that would result in increasedsewage flow. He stated the
existing trunk sanitary sewer system in the remainder of the City appears to have
sufficient capacity to accomodate some changes in the existing Land Use Guide Plan
provided attention is given to a "balance" of land uses and intensity,
Following extensive discussion and review of the materials submitted, Chairman
Davenport suggested that the Commission conduct a study session focused on the
Land Use Guide Plan and possible changes in November or December at the latest.
There being no further business before the Commission, the meeting adjourned at
