CITY OF PLYMOUTH
October 4, 1978
A regular meeting of the Plymouth Planning Commission was Lal Ted to order by Vice
Chairman Virgil: Schneider (in absence of Chairman Davenport until 8;45 p.m.) at
7,30 p.m. in the Council Chambers of the Public Works Building, 14900 - 23rd Ave, No.
Mr. .Schneider introduced John Wire,the new member to the Commission.
MEMBERS PRESENT: Corimissioners Schneider, Barron, Threinen, Vasiliou, Erickson and
Wire; Chairman Davenport arrived at 8:45 p.m.
STAFF PRESENT:: Blair Tremere and Mildred Jansen
A-829 Robert Ameri ks A-829 Revised Preliminary Plat
Staff introduced the item (deferred 7/12/78) as a revised preliminary plat, located
at the southwest corner of Or;eans Lane & 28th Ave, N,, for 12 single-family lots.
Background was offered per staff report dated 10/2/78, as well as the Engineering
Department's concern for more street right-of-way and storm drainage.
MOTION by Commissioner Barron, supported by Commissioner Threinen, that the Planning
Commission close the public hearing,

There was considerable discussion on area characteristics, lot width variances and
street design. Vice -Chairman Schneider recognized the petitioner and his representa-
tive who commented on the number of Lots and the street alignments,
MOTION by Commissioner Erickson, seconded by Commissioner Threinen, that the Planning
Commission make the following recommendation to the City Council
Approval of the prel lmi nary plat for 12 single-family lots as submitted by
Robert Ameriks be subject to the following conditions:
1. Compliance with the Engineer's memorandum.
2, Dedication of Quaker Lane and 28th Ave. N., rights-of-way per approval;
by the City Engineer.
3. Payment of Park Dedication fees -in -lieu in the amount of $3,300.00
275 x 12 dwelling units),
4. 10' variance be granted, for frontage, allowing 100' lots based on
the fact that surrounding lots are of similar frontage and lots
are morethan adequate in the area,
5. Construction of the streets adjoining the property be in conjunction
with the development of the surrounding adjacent plats.

A-542 Endurance Machine Company A-543 Conditional Use Permit
Staff introducedthe request of petitioner (prospective, buyer) for a conditional
use pelf it for automotive transmission repair in the existing building at
3515 County Road 18, and reviewed background information per Planning CommissionStaffReportof10/2/78.
There was considerable discussion on parking, storage, past history of property,
gasoline sales, time limit for repair, s,;reening, landscaping and signs.
The petitioners, Mr. Carr and Mr. Lewis, as well ,as their real estate representative,
Mr. Brown, discussed in further detail their future plans and the nature of the oper-
ation, They indicated that they had planned to eventually iicorporate gasoline salves
as part of their business but were not prepared to implement the sales at this time..
They indicated that they believed they had a supplier lined up and there was sub-
stantial processing of an application for permission to se's fuel which could require
several weeks to several months. Commissioner Threinen stated that a reasonable time
should be allowed so the petitioner could make the arrangements because gasoline sales
at this facility would be an appropriate accessory activity which would help assure
the viability of the site.
In response to questions by Commissior:r Schneider, the petitioners explained that
in some instances where transmissions for particular models of automobiles may bedifficulttofind, it would be necessary to park the temporarily inoper=able vehicles
on the site. They stated they did not anticipate it would be more than two or three
at any given time, and generally it only involved foreign-make cars. 'Peti'tioners
stated that no permanently inoperable vehicles would be retained on the site and that
there would be no sale of vehicles.
Further discussion ensued with staff as to the potential for additional parking on the
north portion of the site, which would be landscaped until such time as additional
parking was needed.
MOTION by Commissioner Threinen, supported by Commissioner Barron, that the Planning
Commission make the following recommendation to the City Council:
1. The conditional use permit is issued to the petitioner as operator of the facility
and is non-transferable,
Z, The conditional use permit is' subjectto all applicable codes, ordinances and regula
tionsand,in violation thereof, shall be grounds for revo,;ation.
3. A site work performance guarantee for all approved improvements for a period of
18 months shall be submitted prior to issuance of the conditional use permit.
4., All -gns shall be in conformance with the City ordinance standards.

5. Parking and/or storage of unlicensed or inoperable vehicles shall be prohibited except
vehicles being serviced and inoperable may be stored up to two months,

MOTION TO AMEND was made by Commi5sioner Schneider, supported to Commissioner Threinen,
that Items No., 6, 7 and 8 be added as follows:
6, Variance approved for storage in the north und west side yards adjacent to the
building,per approved plans, provided 71 high opaque vertical board fence with
611 x 611 posts 81 on center is installed around the areas,
7,. Exterl conditional use permit to include gasoline sales which shall commence
within six months or gasciine pumping island and uodergr%:i,nd storage tanks shall
be removed.
8. Landscaping -- Alpine currant hedge on north ard ea -t-., on center, 12" - 1811 in

The Commission then voted on the main motion as twice amended.

A-708 Vol,p Construction Co. A"708 SiteFlan& Conditional Use Permit
Staff reviewed the report dated 10/2/78 regarding the request to approve the site plan
and to revise conditional use permit of Volp Construction Company at northwest corner
of 21st Ave. N. & Cheshire Lane. Staff referred to background information of January1977siteplanapproval (Phase 1) and future expansion plans..
There was discussion by the Planning Commission on street dedication, storage, screening, landscaping and site improvements (including bonding),
The petitioner elaborated on future expansion plans,
Staff explained that outside storage areafor which a conditional use permit had been
granted irt 1977, was actually located south of the approved location. He explained
this was due to a post -construction decision by the petitioner and building owner to
occupy the southerly portion of the building, rathev- than the north portion. Staff
commented that a site inspection indicated the scree.ing and landscaping around this
storage area, as required by the approving resolution, had not been provided.
Staff also commented that a review of the appropriate files indicated that through
apparent oversight the required.site performance guarantee had not been submitted for
this, specific development. It was recommended that the performance agreement for this
new phase include the proper installation and completion of site improvements for the
entire property.
Chairman Davenport recognized Director of Public Works, Fred Moore, and further dis-
cussion ensued regarding the recommended vacation of Cheshire Lane and provision for
adequate right-of-way for the eventual installation of a cul-de-sac turn -around at
the end of 21st Avenue North.
MOTION by Threinen, supported by Schneider, that the Planning Commission make the
following recommendation to the City Council:

Approval of V01p Construction Co. site plan dated 8/18/78 for an approximate16,000 sq. ft. addition to the office ;warehouse at the northwest corner ofCheshireLaneandr"`St Ave. N. cAbjec+ t9 the following conditions.
I. No outdoor storac! +.his site 0 an action,
2. All storage of .ainers to he within the structure.
3. Compliance with ,,, ' the City Engineer's memorandum forthisproject.
4. Provision of site 1, ?ruv:raents performance security of 150% of the cost
of said improvements for an 18 -month period to include Phase I and Phase II.
5. Payment of Park Dedication fees -in -lieu of $078.00 (1,15 acre x '$850.00
per acre) prior to building permit issuance,
6. Dedication of sufficient right-of-way at the east end of 21st Ave., coupled
with a proposed vacation of Cheshire Lane right-of-way on east extendingtothenorth, to achieve a cul-de-sac as recommended by the City Engineer.

MOTION' by Commissioner Threinen supported by Commissioner Erickson, that the PlanningCommissionmakethefollowingrecommendationtotheCityCouncil
Approval of recommended revision of Resolution 77-14 (conditional use permit for
outside storage of Volp Construction Co.) subject to the following conditions:
I. Storage area shallbe paved and limited to 7,500 sq. ft. noted on theA-708 site plan of 8/18/78,
2. Storage area shall be screened on south and west by 8' evergreen trees 20'
on center. Siding shall be included on all fencing so as to effect an opaque
effect for the screening;_
3. Storage of chanes or construction trailer offices shall be prohibited,

U.S. Post Office (A-94) (Discussion)' Final Plan Approval'
The item was introduced. by Staff explaining that plans for the proposed Post Office
at the northeast corner of Niagara Lane and 34th Ave, N, had been reviewed by thePlanningCommissionon9/8/76 and on 12/1/76, City Council, through Resolution 76.732,
laproved a "site utilization plan" for the U,S. ,Postal Service subject to the conditionthat, prior to building permit issuance, the landscape plan for the site be presented
to the Planning Commission for recommendation and the City Council for approval; alsothatanadditionalcurbcutonthewestsideofthesidewalkon34thAve, N, be provided
for an entrance only, with a right --hand tor-ing lane on. 34th Ave, N.
Staff explained that since that time the file shows periodic conceptual plans had been
submitted by the Postal Service on an "information only" basis, Staff further explained
that as a result of a newspaper advertisement in September calling for construction bids,
the consulting architect had been notified of the requirements for final site plan
approval and requested to submit the final plans and specifications for review.
It was explainedthat both the consulting architect and a representative of the
Postal Service had indicated they could not attend the meeting but had been informed
the plans would' be reviewed on a discussion basis to provide any comments and recom-
mendations the Commission would have.
Extensive discussion ensued following a review of the submitted plans, especially con-
cerning the proposed landscaping consisting of a total of 13 trees, and the exterior
finish of the building which was proposed as stucco.
It was also explained that periodic letters and memorandums from the Postal Service
suggested a desire to have an opening in a proposed divider island in Niagara Lane
adjacent to the proposed curb cut from the site onto Niagara Lane. Staff indicated'
that this was neither desirable nor anticipated from a traffic engineering standpoint,;
given the proximity to the intersection of 34th Ave. N. and Niagara Lane, and, further-
more that island split had not been included in a traffic analysis conducted for this
site and use in 1976.
MOTION by Commissioner Schneider, supported by Commissioner Threinen, that Staff be
directed to convey the following terms and recommendations to the U.S. Postal Service
relative to the proposed site improvements and exterior finish of the building:
1. The loading dock area should be screened through the use of berming, plantings
and trees on both sides of the Niagara Lane curb cut.
2. Additio,ial berming should be provided in the green areas adjacent to the streets
with particular emphasis on screening the headon parking along 34th Ave. N.
3. All green areas involved in the construction and not otherwise improved should be
sodded rather than seeded.
4. Additional trees, consisting of 'Marshall Ash, Silver Maple and Evergreens, should
be provided along the north green strip and along the 34th Ave, N. and Niagara Lane
green strips as indicated on the revised ;ite plan dated 10/4/73,
5. Use of underground lawn sprinkling system is recommended to facilitate Long-term
maintenance of the green areas,
6. T;7e exterior finish of the building should be compatible with the neighboring civic
center and natural surroundings, such as brick rather than stucco,
7. No break in the proposed center island of Niagara Lane, adjacent to the Niagara lane
curb cut, should be anticipated

OTHER BUSINESS
Staff reviewed the current County conceptual plans for the alignment of new County Road 9betweenCountyRcad18andInterstate494, Substantial discussion ensued regarding the
proposed development and future guiding in the area between Larch Lane and ZacharyLane. Staff, recommended that existing County Road 9 should intersect with WestMedicineLakeBlvd. (County Road 51) rather than terminating in a cul -de. -sac asindicates.
MOTION by C=issloner Schneider, supported by Commissioner Threinen, that the PlanningCommissionrecommend, the following to the City Council:
that the City endorse the preliminary layout dated 8/24/78 prepared by HennepinjCountyforfutureCountyRoad9betweenInterstate494andCountyRoad18, wit 7thespecificreeommend'ation that existin County Road 9 should intersect withWestMedicineLakeBlvd. (County Road 61 rather than terminating in a cul-de-sacasindicated.

in further business Staff and Commission discussed several items regarding the Guideplanandspecificureasofpossiblechangewithrespecttoindustriallandandmultipleresidentialland, Also discussed were various Zoning Ordinance amendments that werebeingdraftedregardingsigns, parking standards, and landscape criteria.
