HomeMy WebLinkAboutPlanning Commission Minutes 03-22-1978PLANNING COMMISSION CITY OF PLYMOUTH, MINNESOTA March 22, 1978 A special meeting of the Plymouth Planning Commission was called to order by Chairman Davenport at 5:50 p.m._ in the Council Chambers of the Public Works Building, 14900 - 23rd Ave. No. MEMBERS PRESENT: Chairman Davenport, Commissioners Barron, Schneider, Stewart, Threinen and Vasiliou MEMBERS ABSENT: Commissioner Erickson STAFF PRESENT: Charles F 'larud, Kate Marx Senior Citizen Housina Zoning Standards The following come-, s and considerations were made regarding the topic: 1. The unit sizes should be large enough to be converted into family units in case of failure of the project at some point in the future. 2 As to 'eight of the structures to house senior citizens, a conditional use permit could be used to customize height to the location proposed for each individual project. MOTION was made by Commissioner Threinen, supported by Commissioner Schneider, that the 'Planning Commission make the following recommendation to the City Council: With respect to height limitation, it is found that Section 10, Subdivision 3, Item l(d) is adequate in te; PLANNING COMMISSIONMINUSES March 22, 1978 MOTION was mace by Commissioner Threinen, seconded by Commissioner Stewart that the Planning Commission. make the following recommendation to the City Council 144th respect to the off-street and garage parking requirements for senior citizen housing, that no change to the ordinance be contemplated in that Section 10, Subdivision 2, Table 2 addresses the situation of senior citizen housing parking requirements adequately, currently requiring one off-street parking space for elderly housing units,, no garage parking spaces required., MOTION CARRIED (6-0-0) (All in favor) There was general discussion as to the density to be allowed for senior citizen housing structure. MOTION was made by Commissioner Stewart, seconded by Commissioner Barron, that the Planning Commission make the following recommendation to the City Council With respect to density credit to be allowed the senior citizen housing proposals, the following shall be added to Section 7, Subdivision 5, as Stem #9: If the building is to be inhabited exclusively by oeople over60yearsofage, subtract 250 sq, ft. per unit. It was pointed out that this could potentially allow over 20 units per acre for provision of senior citizen .housing.. Staff added that on-site parking requirements would. be a limiting factor, controlling density in these cases, MOTION CARRIED (6-0-0) (All in favor) Housing Mix in LA-1 Guided Area As to allowing a mix of housing types in a LA-1 guided area: 1) It was suggested that developers should be prepared to respond to pricing differences when speakingtoatrue "mix" in housing types, and 2) Each parcel of property would requireindividualattention; not all LA-1 guided areas would be considered suitable for a housing mix. Those items to be taken into consideration would include whether the site was wooded, the topography of the site, sight lines from adjacent 'properties., the :number of acres involved and the configuration of the parcel MOTION was made by Commissioner Threinen supported by Commissioner Barron, that the Planning Commission make the following recommendation to the City Council li A. YJx in housing types may be permissible in an LA-1 guided area provided' the following criteria are met. I. Single -family attached homes shall be separated from single -family detached homes by physical and/or distance barriers. Physical barriers shall include: a) topography, sight lines and screening, b) vegetative screening, such as existing or added trees, or c) if the property would be adjacent to a high density residentially guided area. Distance barr4ers shall be considered a distance of not less than 350 ft. to adacent property lines of single -family residential areas. PLANNING CQ"':MISSION MINUTES 3- March 22, 1978 MOTION CARRIED (4-1.1) (Cornmissioner Schneider against) Conmiissioner Vasiliou abstained)* Commissioner Schneider stated he was against as he did not feel an option should be available to the developer, but that both physical and distance barriers should be maintained to allow a housing mix in. LA -1 guided areas. Ile emphasized that distance alone would not be sufficient in most cases:. The Commission discussed the point in greater detail, MOTION TO RECONSIDER was made by Commissioner Threinen, seconded by Commissioner Stewart., the previous motion regarding housing triix in LA -1 guided areas, MOTION TO RECONSIDER CARRIED (6--0-0) (Ailin favor) The previous motion was again before the 'ommission for consideration.. MOTION' TO AMEND was made by Commissioner Threinen, seconders by Commissioner Stewart, to add the following statement to the previous motion: "Distance alone shall not be considered sufficient in and of itself to allow housing mix in an LA -1 guided area." MOTION TO AMEND CARRIED (6-0-0) (All in, favor) The Commission then voted on the nain motion as amended, MOTION CARRIED (6-0-0) All in 4'avor) MQTIQN TO ADJOURN was made by Commissioner Schneider, supportr:d by Commissioner Stewart..
