A regular meeting of the Flymo.th Planning commiss--on was called to order by
Chairman 'Davenport at 7.30 p.m. in the Council Charsibers of the P011c forks
Building, 14900-23rd Avenue North.
MEMBERS PRESENT; Chairman Davenport, Commissioners Barron, Erickson,
Schneider, Threinen and Vasliou
MEMBERS ABSENT: Commissioner Stewart

Staff presented 'UI- trequest of petitioner -)r final 'plat/plan approvals for RPUD
77-1, "Creekwjod Hills," consisting of 124 single family detached lots and two
outlots, located at the southwest corner of the Soo tine and Larch Lace. Staff
made recommendations and observations regarding the plat per the Staff report of
February 24, 11978.
Commss;oner Schneider questioned the routing of the trail system to, from and
through the ,plat. He pointed out that along the enti-,,'Soo Line frontage of all
other plats in the area, a full trail segment of 50 feet had been regvi Aed of
the developers, and noted that the easement width along the north side, of Lot 31
Block 1 was not adequate in that regard. Staff stated that this could be easily
accomplished by a written easement along the north property line of the lot.
MOTION was r,+ade by Commissioner Schneider supported by Commissioner Barron that
the Planning Commission snake tyle following recommendation to the City Council:
That the request of Criterion Homes for final plat/plan approval for RPUD 77-1,
Creekwood Hills," consisting of 124 single family detached lots and two outlots
located at the southwest corner of the Soo Line. and Larch Lane, be approved subject
to the following conditions, -
1. Compliance with provisions of the City Engineer's memorandum regarding
this project.
2. No private drive access to 49th Avenue North, Pineview Lane or Larch Lane
exce, t for Lots 26-31 Block 1, and 27-29 Block 3 (Lot 29 to Larch. Lane
only,
8. Public Open Space requirements shall be satisfied by trail easement deli
cation along Larch Lane (34,500 sq. ft.) and payment of fees-in-lie« for
the 4.91 acre deficiency ($1.2,667).

4, Removal of all; diseased elm trees on the site entirely at developer's
expense.
S. Erosion and run-off control measures be incorporated per Council Reso-
lution W77-163.
Formal vacation of Pineview Lane as existing between 49th Avenue North
and the Soo Line Tracks with a temporary easement to the City until
49th Avenge North and new Pineview lane are open for public use. Building
permits on Lots 1, Z, 19 and 20, Block 1, Lots 13-17, Block. 2., and. Lots
21-27, Block 3 shall be withheld until release of the temporary easement
7. Renaming of streets per the Staff report of February 24, 1978.:
8. Development contract shall reflect exact disposition of Outlots A and B.

Staff presented petitioner's request for a conditional use permit to. operate
an ofk''-._,'7,op/warehouse for assembly and distribution ofwindows a=u sliding glass
doors In a 3-3 (Service Business) zoning district. Staff made recoirnnendati ons and
observations per the Staff report of February 24, 1978.
flarvey Schmidt, 2518 N. 2nd Street, Minneapolis, explained the improvements that
p anne —for the building, including landscaping and building improvements.
The Commission discussed the possibility of closing off the 36th Avenue North access
to the property with petitioner in detail dealing with the safety aspects, delivery
problems that may result and the potential for expansion of the retail portion
of the business,
MOTION was made by Commissioner Schneider supported by Commissioner Threinen that
the Planning Commission make the following recommendation to the City Council:
That the request of Dorglass, Inc. for conditional use permits for repair and
service of glass sliding 600rs and windows, and accessory uses of assembly and
storage and retail sales of said products, be approved subject to the following
conditions: v,

0 1. Approval by the City of a site improvements plan for landscaping at
least the first 20 feet inside of the new and existing curb lines along
36th Avenue North and Kilmer La,v and site signage. No occupancy shall be
permitted until said plan is approved by the Planning Commission and said
plan shall .be executedwith Ort 180 days.

2" Outdoor storage of waste and waste containers shall be prohibited.
3. The curb cut on the north side of the site to 36th Avenue North shall be
deleted, said curbing to be replaced as tolled asphalt, concrete or the pre-
ferred recommendation of the City Engineer as appropriate.
The Commission indicated that, should petitioner find a need to install or move
overhead doors in order to accept deliveries Brom Kilrr4r Lane, due to the closing
of the 36th Avenue North curb cut, that it would be incumbent upon the petitioner
to make the adjustments necessary to accept such deliveries.
MOTION TO AMEND was made by Commissioner Threnen supported by Commissioner Schneider
to add a condition #4 tc read: "Conditional use petrmit shall be approved in
keeping with the improvements proposal shown to the Commission, signed, and dated
by the Chairman, to prohibit pedestrian crossing traffic at the northeast corner
of the site,"
MOTION TO AMEND CARRIED (6-0-0) (All in favor)
MOTION TO AMEND was: Stade by Commissioner Erickson supported by Commissioner Barron
to add a condition #5 to read: "The area south of the building shall be seededs
sodded, landscaped and Improved per the improvement plan of p—itioner."

The Commission then voted on the main motion as twice amended.

Reports of Officers, Boards and Commissions
Highway 55, Quaker Lane Intersection
Staff presented the proposed Highway 55/Quaker Lane intersection improvement as
proposed by the Minnesota Department of Transportation. The Commission discussed
the proposal in greater detail as to its affect upon the current and future traffic
situations at the intersection.
It was the recommendation of the Commission that the proposal Mould be acceptable
only upon the condition that the intersection: be signalized from its inception, not
at some point in the future.
Work Meeting
A work meeting was scheduled for the Planning Commission to take place at City Hall,,
Wednesday, March 22, 1978 at 6;30 p.m. to discuss at least the following topics
Senior Citizen housing zoning provisions, transition areas within residential areas,
and the range allowed for density credits with RPUD`s.
