A regular meeting of the Plymoutii Planning Commission was called to order by Chairman
Davenport at 7:30 p.m. in .he Council Chambers of the Public Works Building, 14900 --
23rd Avenue North

Site Plan, final Plat and
Rezoning from R-1 to R--3
Staff presented petitioner's revised requests for preliminary plat, site plan, final
plat and rezoning of property located at the southeast corner of Dunkirk Lane and 13th
Avenue North. It was pointed out that at the initial Council meeting review of
the project, the following three directives were given to petitioner:
1. Redesign of the condominium s`truz tures to reflect a two-story profile
rather than the three-story profile previously proposed,
2. Alternative design for the west half of the site Yefleeting sitagle family
lotting
3. Access for the east half of the site to Dunkirk Lane be available, to be
handled via the VanEeckhout plat -to the north.
Petitioner had responded to the directives of the Council as requis ed. The plat
was now presented with four single family lots fronting Dunkirk Larte and the remaining
20 units in condominium structures located on the east 'portion of the site in three
two-,tory buildings. Recommendations for approval were proposed by Staff subject
to conditions of the Staff report of September 15, 1977,
Rick Sathre, McCombs -Knutson Engineering, representing Charles VanEeckhout, developer
of thepkat to the north, stated that it would be Mr. VanEeckhout"s preference to
have his plat remain as originally proposed, He wuuld undoubtedly hose two lots by
any realignment as proposed by the City Council to benefit the subject propasal..

Tom Rose., 1692513th Avenue North, stated that he felt the entire area should be
eT"v7oped as a single family project. Further, he added that he did not see any
trail provided by Mr McCaffery and felt that this would close off arty access for
the children in the area to Gleason Lake. in addition, he stated that he felt an,
Environmental Assessment Worksheet should be prepared for the project,
Acting Chairman Threinen asked Mr. Rose if he realized the full impact of developing
the entire parcel as single family residential -_this would mean destroying much of
the vegetation and leave much less open, natural area than would be possible with
petitioner's current proposal, Mr. Rose stated that he felt this would still be
preferable to any multiple residential use of the propefty;
Commissioner Schneider stated that a trail was not necessary for the McCaffery plat
as one was provided on the property to the east of the M.cCaffery parcel which pro-
vided an adequate link to the trail and p,ek systems in the area which would be
accessible for the children via 13th Avenue "forth.
As to the requirement of the Environmental Assessment Worksheet, Staff pointed out
that this project did not fall within the realm of a "mandatory" project for the
environmental review process, and, therefore, the review process would not be a
requirement.
Kathleen Olson, 1310 Archer Lane, indicated concerti for the location of the parking
of for the condominium structures which ,would be directly within the :vision of
the existing single family homes to the northeast. Further, she expressed concern for
the traffic increase should the alignment of 13th Avenue North be altered to allow a
straight shot" from Vicksburg Lane to Dunkirk Lane through her residential neighbor-
hood,.
Mr.. McCaffery responded that it was his intent to fully screen the parking lot with
trees in order that it not be visible from the existing single family homes in the
at,ea to the northeast.
Acting Chairman Threinen indicated that he felt the 13th Avenue North routing proposed
would essentially make a through routing from Vicksburg Lane all the way to Highway
101 aligned in this manner. He stated that the traffic which would result would place
a terrific burden upon existing roads presently incapable of handling the local
traffic already existing in the area, i,e. DiYnkirk Lane.
MOTION was. made by Cotmtissioner Erickson supportedby Cottmissioner Schneider that the
Planning Commission make the following recommendation to the City Council:
That the request of Maruice McCaffery for preliminary plat and final plat
approval of "Gleason North" a residential plat consisting of four single family
residential' dwelling lots and one lot proposed for multiple residential use
located at the southeast corner of Dunkirk Lane and 13th Avenue North be approved
subject to the following conditions:
1. Compliance with the provisions of the City Engineer's memorandum regarding
this project:
2, Park Dedication to be paid based on adjusted calculations for storm water
drainage dedications, etc:

3. Removal of all diseased elms from the site at owners' expense
4 Development of Lot 5 be subject to an.approved site plan to serve as the
general development plan for said lot and to be reviewed by the Planning
Commission and City Council
The Commission pointed out that their main purpose for the deferral of any further,
action on the site pian for the east portion of the site, Lot; 5, was that of the
street alignment. Specifically, Dunkirk Lane currently is not at: a status to
adequately handle the local traffic using it, let alone additional traffic; secondly,
with the apartment complex currently being built at County Road 6 and 'Highway 101,
additional traffic will be introduced into the neighborhood and it will be found very
convenient to use the "through routing" of 13th Avenue North as proposed' to go from
Vicksburg ;Lane to }1i.gWay 101; and thirdly, the traffic produced would be routed
through established residential neighborhoods which were not designed to handle such
traffic, nor to endure such traffic= The Commission suggested, a street alignment
not connecting 13th Avenue North to Dunkirk Lane,
The Commission then vo' -,:d on the main motion.

MOTION was made by Commissioner Schneider supported by Commissioner Erickson that;
the Planning Commission make the following recommendation to the City Council
That, the densi•ry for the proposed multiple residential Lot 5 of the "Gleason
North" plat be allowed at 18 units maximum. Furthe-, at the time of review of
the site plan, petitioner provide the City with a readable landscape: plan for
the project, particularly addressing camoflaging the parking for the condominium
portion of the project.
It was noted by the. Commission than: the proposed two-story buildings as presently .
proposed by petitioner were wore appropriate than the three-story buildings of the
previous proposal,
The Commission then voted. on the main motion,

plat located between Niagara Lane and. Vicksburg Lane at 36th Avenue North, a plot
proposed for coraverc 'al develo ment per the Planned Business Development section of
the Zoning Ordinance, A recommendation for approval was proposed by Staff subject
to the conditions as listed inn the report of September 15, 1977,

MOTION was made by Commissioner Schneider supported by Commissioner Srickson
that the Planning Commission rake the following recommendation to the City Council:
That the request of the Plymouth Hills Company for final plat approval of
Plymouth Hills", a plat located between.`Niagara Lane and Vicksburg Lane at
36th Avenue North,; proposed for commercial development per, the Planned Business
Development section of the City Zoning Ordinance, per plans dated September 16,
1977 be approved subject to the following conditions.
1r Compxliance with the provisions of the City Engineer's report dated September 14,
197,
2 Prohibition of private drive access to Vicksburg Lane.

Staff presentedpetitioner's request for final plat approval of "Wellington Addition"
a residential plat proposed for 42 single Family duelling lots located north of 36th
Avenue North at Wellington Lane. A recommendation for approval was: proposed subject
to the conditions as listed in the Staff report of September 16, 1977,:
MOTION was made by Commissioner Threinen supported by Commissioner Hoyt that the Plan-
ning Commission make the following recommendation to the City Council;

That the request of Parklands Development for final plat approval for "Wellington,
Addition", a residential plat for 42 single family dwelling lots located north
of 36th Avenue North at Wellington cane, be approved subject to the following
conditionsa
1. Normal S:' ivision Unit Project setbacks: shall be maintainer except that
no s:tructare shall beplaced within 50 ft. of 36th Avenue N,,-,th.
2., Subdivision Unit Project Open Space and Public Open Space >requirements shall'
be the area labelled "Outlot All and payment of fees -in -lieu or in kind
improvements of $12,600 ($300 per lot).
3. Development contract provisions for construction by the developer of an
8 ft asphalt trail: within Outlot A and a 5 ft. concrete sideway; from
Outlot A southerly along the east side of Wellington Lane to 36th Avenue
North,
4. Development contract provisions prohibiting private drive access to 36th
Avenue North.

Staff presented petitionerw, revised request for final plat and final RPUD Alai
approval of "Mission Ponds", RPUD 76--1, a, residential plat proposed for multiple
residential development consisting of 36 townhouse units located at the northwest
corner of Zachary Lane and 36th Avenue North. Revisions included the following items.
lj Access to 36th Avenue North per the Council direction; 2) the most easterly units
had. been reduced from two to one story auove the south grade, moved westerly to 152 ft.
from Zachary Lane, screened from Zachary Lane by a 4 ft. berm capped by assorted
evergreen trees 4-6 ft. in height, balled and burlapped; and 3) the; easterly cul-
de-sac had been moved northerly 25 ft. and additional bem added along 36th Avenue North.
A recommendation for approval was proposed by Staff subject to the Gond' tions as listed
in the Staff report of Setpember 16 1977.
Commissioner Threinen questioned whether the units would be coordinated in exterior
color as some other projects of this nature had been. Petitioner responded that the
coordinated exteriors would be earth tones throughout the project.
CoW sSioner Schneider stated that he felt the one single family lot at the northwest
edge of the property should have the garage on its west side due to the fact that the
trail -was aligned to the west of -the lot.
Commissioner Schneider also stated that he felt more trees should be introduced on
the east ,and south. sides of the project (Zachary Lane and 36th Avenue. North front-
ages) to further screen the buildings -from the adjacent properties. It was suggested
that the tree; be spaced 10 ft apart, staggered in rows allowing for adequate growth
of the trees and provid;ng additional screening.
MOTION was made by Commissioner Threinen supwrted by Commissioner Schneider that the
Planning Commission: make the following recorrtt-,,ndation to the City Council:
That the request of the Mission Partnership for final plat and final RPUD plan
approval of "mission Ponds", per pl,-Ms dated September 16, 1977, a multiple
residential plat proposed for 35 Townhouse units and one single family unit
to be located at the northwest corner of Zachary Lane and,36th Avenue North
subject to the following conditions.
1 Compliance with the provisions of the City Engineer's memorandum regarding
this project.
2. All streets withiin the project shallcomply with the specifications of Section
20, Subdivision 3, paragraph 4h of.Lhe Zoning Ordinance.

3= All diseased elm shall be removed from the site and the ;south shore of the
creek/pond shall be cleared of all fallen trees.
4. Approval by the City Attorney of Association covenants and bylaws.
5 Adjustment, of Lot. 37, increasing the lot depth by 33 ft, and reducing lot
width by l0 ft. (to make the trail corridor of Lot 1 25 ft, in width) and
restrictive covenants placed on the building for lot 37 locating the garage
oil the west side of the structure (adjacent to the trail corridor).
6.. 16 additional trees be added to the southeast corner of the project, said
trees to be placed 10 ft. apart in staggered rows for purposes of additional
screening of the project.,

REPORTS OF OFFICERS, BOARDS AND COMMISSIONS
1977-78 Comprehensive Plan Update
Staff presented the plan for the followinq year to update the -comprehensive plan for
the City with the consultants hind by the City, Barton-Aschman, and Staff input.
The plan included four phases as follow. Phase I, updating of design standards,
quantification of physical constraints, a quantitative community ana.ly3is; Phase II,
review of the City's Goals, Objectives and Criteria document, addustment and quantifica-
tion of the Land Use Guide Plan; Phase III, Thoroughfare Guide Pl:_nt update, develop-
ment of a Housing, element and quantitative housing information, Park and Trail System
Guide Plan update and coordination, preparation of a comprehensive Utility Plan to
include a sewer plan, water supply and distribution plan and storm dra i nary:- plan; and
Phase IV, review and adjustment of the Land Use Guide Plan and finalizing the process
with a timing and implementation element.
Staff reviewed each phase of the plan in detail with the Conxnission.
MOTION was made by Commissioner Schneider supported by Commissicner 7hreitten that
the Planning Commission make the following reconrnendation to the City Council;
That the 1977-78 Comprehensive Plan Update program, per Staff memorandum dated
September 15, 1977, be adopted and approved.
