HomeMy WebLinkAboutPlanning Commission Minutes 08-03-1977PLANNING COMMISSION CITY OF PLYMOUTH, MINNESOTA August 3, 1977 A regular meeting of the Plymouth Planning Commission was called to order by Chairman Davenport at 7;30 p.m.. in the Council Chambers of the Public Works Building, 14900- 23rd Avenue North, MEMBERS PRESENT. Chairman Davenport, Commissioners Erickson, Pagen, hoyt, and Schneider MEM16ENT; Commissioners Stewart and Threnen STAFF PRESENT: Charles Dillerud and Kate Marx A-718 Robert Mi demist 3rd Addition A-718 Final Plat Staff presented petitioner's request for final plat approval of "Middlemist 3rd f Addition" located at 40th Place North and Ximines Lane proposed for 12 single family dwelling units.. A recommendation for approval was proposed subject to the conditions as listed: in the Staff report of July 28, 1977. MOTION was made by Commissioner Hagen, supported by Commissioner Erickson that the Planning Commission make the following recomm€ idation to tl',e City Council That the request of Robert E. Middlemist for final plat approval of "Robert E. Middlemist 3rd Addition" per plans dated July 28, 1977 consisting of 12 single family dwelling lots and located ,at 40th Place North and Ximines Lane be approved subject to the following conditions: 1. Compliance with provisions of the City EngineAr's Memorandum regarding :his' project 2. Development contract provisions prohibiting private drive access to County Road 9 3. Renaming of 402- Avenue North to 40th Pace North 4. Provision of written easem,-nt to the City for the balance of Ximines Lane right-of-way. 5. Park Dedication fees -in -lieu of $1,800oOO. 6. Prohibition on building permits for Outlot A until further finat platting thereof. PLANNING COMMISSION MEETING MIVUTES -2. Gerald Provost,: 17125 -11th Avenue North --Hy Tanks Home Occupation. drostatic Testing of SCUBA Walter Strand, dba "Walt's 6611', NW ;Corner of County Road 6 and Highway 101 Truck/Trail Rental from Service Station The Commission reviewed each of the individual requests and made the following comments: Regarding; Soil Testing Services (F), the Commission stated that the drilling rig should not be stored outdoors. Regarding Richard Heinen, (G), the Commission stated that they did riot feel the sign existing oyi the home was in keeping with the intent of the ordinance regarding signs for home occupation conditional use permits. Regarding Ca.risch Theatres, (I), the Commission commented that the landscaping of the site was ,in need of attention. Staff stated that they had communicated with the owner of the property and requested that the landscaping be attended to as soon as possible The- property owner had stated that fie would do so MOTION was made by Commissioner- Hagen supported by Commissioner Erickson that the PLANNING COMMISSION' MEETING -MINUTES -3. Commission make the following recommendatioyi to the City Council: That the request of the following petitioners for conditional use permits be granted subject to the conditions as: listed per individual request. below: A. Carol A, troman, 4055 Glacier Lane --Beauty Shop Home Occupation 1, Conditional Use permit be for one year. 2. Beauty shop operation be limited to one operator, i.e. petitioner. 3. No signs be permitted on the exterior of the building. B. "J's" Pizza (James Doherty),. 3431 County Road 18 --Expansion of Pizza Restaurant 1. There be no outside storage .permitted on the site. 2, The conditional use permit be reviewed after a period of one year to reconsider the parking situation on the site. C. Mary Jo Brown, 10740 Highway 55 --Ceramics Studio 1. No additional signs be added, those signs be permitted for Mr. K's be permitted, 2. Permit be for one year, 3.. No outside storage for use be allowed.. L Ryder Truck Rental, Inc., NE Corner of Highway 55 and Annapolis Lane Truck Rental at Service Station I. No parking of rental vehicles closer than 15 feet to the property line. 2. No signs be permitted. 3. No more than four rental trucks be parked on the site at one time. 4. Rental trucks only and no rental trailers. 5. Permit be granted for one year. P Soil Testing Services (Vantage), Building C, 'West Park Plaza --Soil Testing Service in 1-1, Zone 1. Conditional use permit be for one year. 2. No signs be placed on any sign standards other than those approved as per -the site plan dated August 5, 1974 and approved by the City Council. All applicable fire codes be complied with, 4. Conditional on the approval and/or certification of petitioner's opera- tion by any appropriate State and/or County agencies. 5. Conditional use permit be for one year. 2. No signs other than on the facade of the building as presently constructed. 3. No outside storage of equipment, materials or waste. t J. No sign bq allowed on petitioner's property relative to his home occupa- tion. 3 No repair of tanks be conducted. 4. No outside storage of any materials related to this home occupation to be permitted PLANNING COMMISSION. Total number of rental units not to exceed 16 units on a regular basis.. 4. Trucks be stored at the north end of the station site. MOTION TO AMEND was made by Commissioner Hoyt supported by Commissioner Erickson to add the following to condition #4 of the Soil Testing Services request: "No outside storage of equipment, materials, drilling rig or waste." MOTION TO AMEND'CARRIED (4-0-0) (All in favor) MOTION TO AMEND CARRIED MO:';[ON TO AMEND was made by Commissioner Hoyt, supported by Commissioner Hagen that the following be added to condition #1 of the Richard Heinen request: "No signs be permitted except, if necessary, a directional sign not to exceed 6" X 18", for f the use.:" MOTION TO AMEND CARRIED (4-0r0) (All in favor) MOTION TO AMEND CARRIED The Commission then voted on the main motion as twice amended, MOTION CARRIED (4-0-0) (All in favor) MOTION CARRIED Commissioner Schneider arrived' at 8;80 p.m. A-94 City of Plymouth A-94 Site Plan and Conditional Use Permit Staff presented the request of the City for site plan approval of the City Hall to be located in the northwest quadrant of Highway 55 and Niagara Lane, and a conditi'ona'l use permit for a municipal structure, per plans dated July 27, 1977. The Commission suggested` that the landscape plan perhaps would be enhanced by greater variety in species on the site. MOTION was made by Commissioner Hagen supported by Commissioner Erickson that the Planning Commission make the following recommendation to the kity Council: That the request of the City ofPlymouth for site plan approval and a conditional use permit for a municipal building be granted for the proposed City Hall in the northwest quadrant of Highway 55 and Niagara Lane per plans dated July 27 1977.
