HomeMy WebLinkAboutPlanning Commission Minutes 01-12-1977PLANNING COMMISSION CITY OF PLYMOUTH, MINNESOTA January 12, 1977 A special meeting of the Plymouth Planning Commission was: called to order by Chairman Davenport at 7.30 pm. i.n the Counvil Chambers of the Public darks Building, 14900 -23rd Avenue North, MEMBERS PRESENT: Chairman Davenport, Commissioners Erickson, Hagen and Schneider MEMBERS ABSENT: Coyivoissioners Stewart and Threinen STAFF PRESENT. Charles Dillerud Kate Marx City Hal l/Civic Center At its meeting of December 29, 1976, the Planning Commission recommended to the City Council that additional schematics be presented to the City from the architects, Thorsen and Thorshov, as to elevations for City Hall. Two were presented at that time and considered unsatisfactory. The architects returned to this special meeting to present the additional schematics. The architects presented three additional alternatives for elevations for the City Mall and explained them to the Commission. The Commissioners discussed the items in detail as to appearance and representations, MOTION was made by Commissioner Schneider supported by Commissioner Hagen that the Planning Commission make the following recommendation to the City Council.: That Schematic E of the City Hall elevations as presented by the architects be appr)ved subject to the followir.- suggestions and items of concern. The vest ele/ation was considered most favorably. However, the south eleva- tion was difficult to visualize and it was suggested that perhaps the wall should be 'broken up'. by introduction of brick between the panels in some manner. There appeared tobe"too much" of the metal and glass introduced for south and east elevations, MOTION CARRIED (3-1-0) (Chairman Davenport against) MOTION CARRIED Chairman Davenport stated that he felt the building lacked a certain institutional_ look to it that he expected with a government center as opposed: to an office build- ing. He added that he felt the building style, also:. was too contemporary and was without any element of timelessness in design, PLANNING COMMISSION MEETING MINUTES January 12, 1977 111NUTEjQ PLANNING COMMISSION MEETING DECEMBER 29, 1976 Commissiontr Erickson stated that his comment on page 3, paragraph 2 regarding City Nall with reference to solar energy should read as follows:asked the architects how the solar, energy would be affected by the use of such a high parapet which would shade the roof. " Chairman Davenport stated that on page 2, regarding his vote on the Weestrand proposal A-706) that he had voted against, not in favor. Also, t:le following should be added: Chairman Davenport stated he was against the motion based on the fact that petitioner had already sold the lot and he did not feel the division would be approved under other circumstances." MOTION was made by Commissioner Hagen supported by Commissioner Erickson that the minutes of the December 29 1976 Planning Commission meeting be approved as corrected. MOTION CARRIED (4-0-0) (All in favor) MOTION CARRIED MOTION TO ADJOURN was made by Commissioner Hagen supported by Commissioner Schneider.
