CITY OF PLYMOUTH, MINNESOI
April 28, 1976
A special meeting of the Plymouth Planning Commission was called to order by Chairman
Kros_kin at 6:45 p.m. in the Council Chambers of the Public Works Building, 14900 -23rd
Avenue North;
MEMBERS PRESENT; Chairman Kroskin, Commissioners Davenport, Erickson, Hagen,
Schneider, Stewart and Threinen
STAFF PRESENT'. Charles E, Dillerud and Kate Marx
A-94 "Ply out Center" A-94 Preliminary Plat
and Rezoning
This special meeting was calked by the Planning Commission due to lack of time to
adequately discuss and review the City of Plymouth request for preliminary plat and
rezoning of "Plymouth Center'", located at the northeast orner of Highway 55 and
Vicksburg Lane, at its last meeting, April 21, 1976,
The Commissioners discussed the request in detail including the following issues
The total "Development Concept" map in relation to the Comprehensive Land Use Guide
Plan, Realignment of Niagara Lane; Internal circulation for the proposed plat,
Plymouth Hills' proposal for Niagara Lane alignment,
Commissioner Threinen asked Planner Dillerud if there would be any objection to
only rezoning that land included in the General Development Plan as presented.
Planner Dillerud stated that he had: no objection to so doing,
Commissioner Threinen asked if it would be possible to move 32nd Avenue North approxi-
mately 30 feet to the west to move it further from the residential area to the east.
Planner Dillerud stated this would present no problem.
Commissioner Threinen also asked if it would be possible to move the northwestern
portion of the proposed Niagara Lane north of the tree line placing it on the higher
ground. Planner Dillerud stated that he had no objection to doing so.
Commissioner Schneider asked w,,y Minnesota Lane had b epn chosen to be the road extended.
from the Cavanaugh Addition as opposed to the other two roads in the plat, Niagara
and Lanewood Lanes., Planner Dillerud explained that the reason for this was to
split the distance for the residents to travel to 34th Avenin North as evenly as
possible:
MOTION was made by Commissioner Threinen supported by Commissioner Hagen that the
Planning Commission g,ve the following direction to the devel"per:

1; That 320 Avenue North be ,.Ituated further west just prior to the intersection
with Niagara Lan.e'ss pivese„t svi tlh right -of -Way line,
2+ The Business District rezoning; be restricted to the boundaries of the 58 acre
City -owned parcel,
3 That Niagara Lane be moved further to the north between the intersection of,
34th Avenue North and the edge of Oe plat in order to straighten the roadway.
Commissioner Stewart questioned what this might do visually to the plat by moving
Niagara Lane as stated in #3 pf the motion.
The Commission voiced on the: main motion.
MOTION CARRIED (6-1-0) (Commissioner Stewart against) MOTION CARRIED
Commissioner Stewart stated he was against the relocation of Niagara Lane
MOTION was made by Cow,: sioner Threinen supported by Chianian Kroskin that all
LA (living areas) as shown in. the ”"Develop.ment Concept" map as presented by petitioner,
the City of Plymouth, remain as they are in the Comprehensive Land Use Guide Plan.
SUBSTITUTE MOTION was made by Commissioner Schneider supported by Commissioner Threinen.

consistent with the Comprehensive Land Use Guide Plan..

MOTION was made by Commissioner Threinen supported by Commissioner Erickson that.
the Planning Commission, hake the following recommendation to the developer:
That the basic concept of road alignment within the plat retaain as proposed, subject
to the changes as recommended in the previous motion.
MOTION CARRIED (6-1-0) (Chmmissioner Stewart against) MOTION CARRIED
Commissioner Stewart stated he was against because of the relocation of Niagara Lane.
MOTION TO ADJOURN Was r,de by Commissioner Threinen supported by Commissioner Hagen.
Chairman Kroskin adjourned the meeting at 9:30 p.m;
