A regular meeting of the Plymouth Planning Com ssioa was called to order
by Chai"Mawi Kroskin at 7:30 p.m. at the Coun: it Mambers of the Public Works
Wilding, 14900 -23rd Avenue North.

Staff presented petitioners request for a lot consolidation of the five
parcels of land comprising the "Little Peninsula" project. (Phase I).,
This action was requested by City Council Resolution #75-671, Condition #9
as a part of project approval
Chairman Krosk.n asked petitioner if all the parcels concerned were under
the ow,iership of one person or corportion. Mr. Daniel Rallcki, petitioner,
indicated that all, parcels were either in the corporation's name or were
being purchased on a contract for deed.
MOTION was made by Commissioner Stewart, supported by Commissioner Threincii,
that the Planning Commission make the following recommendation to the City
Council:
That the request of Daniel T. Ralic~ki and Associates for combination
of all the parcels comprising the Little Peninsula apartment project
for Phase I be approved,

Staff presented petitioner's request for site plan amendment for the
WnneapoI18 Auto Auction site. Concerns were expressed as to the following.

the reason this particular item was before the Commission at this time,
In early fall of 1975, it was found that petitioner was nct developing his
site as per an approved site plan. Council action directed that petitioner's
landscape bond would be held until such time a- a revisers site pUgin was

Presented for Planning Commission and Council review, Of particular concern
at that time u-a. the location of the ponds and the manner of storage of the
automobiles on gravel surfaced areas.
Several of the Com*ftissioners expressed concern for the manner an which
the site had been developed iii hoot official approval of the changes that
had been made
Chairman Xroskin questioned Staff as to exactly which. areas had been changed
from the approved site plan of 1573.. Staff referred: the Commission
to a "use,, map o.7 the site depicting gravelled parking areas, hard -surfaced
parking areas, buildings and ponding locations for the site. The changes
wore as followM. In .Area G, the caretaker's residence was to be removed}
Areas D, h and F are presently sates of parking on gravelled surfaces not
so designated inthe 1973 approved plan; Area H site of the skimmer ponds,
shmaed that the ponds were not located as per the 1973 approved plan.
The Commission discussed parking problems on Nathan Lane adjacent to the, site
and suggested W-. Johnson exercise more control; over this situation, Mr.
Johnson indicated to the Commission that he had gone to the City Counciz
with a request for "No Parking" sa,ms on this street for the purpose of
cont :o i, The installation of the signs was approved at the Council meeting
of February 2, 1975,
Commissioner Schneider questi.onea petitioner as to 'the uses of the other eight
operations in the building °tc" i.e. U.S. Vinyl,,. etc. Petitioner responded
that the rest were automobile wholesalers. Commissioner Schneider asked
petitioner if any of the wholesalers were licensed for retailing of cars.. N -h% Johnson responded that none of ahem had licenses to his knowledge
for retailing purposes. He further stated that none of the wholesalers
were operating as retailers from his site to his knowledge. Such a retail. A
use an 1-1 Zoning Distract would constitute a violation of the ZoningOrdinance,
Commissioner Stewart stated that he felt a revised landscape pian would
also be in order for the site,
C,omni.ssi,oner Davenport questioned petitioner as to host many automobiles
here actually being parked on the site in excess of 1,000. sir. Johnson
explained that at peak periods, 1,000 cars would be parked on the site.
About .200 additional cars are parked on the site during "sale" days,
every Wednesday.
Commissioner Dagen asked whet the total area., which was originally approved,
for parking would be as opposed to that area approved for overflow storage.
It was stated that the 1,050 parking spaces included the overflow parking
storage area. Commissioner Hagen asked Staff how this compared with 1973
approved areas .A, B, C and F. Staff responded Uiat only area h could possibly
present a Problem from the point of view of the Bassett Creek Flood Flair.

Discussion followed with respect to the exact boundaries of the Wnr eapolis
Auto Auction property. The joint ownership of adjacent lands and the site
of the Auction caused substantial confusion as to boundaries
and meeting; the requirements of Zoning Ordinance in an Iyl District,
SWION was made by Commissioner Threinen supported by Commissioner Erickson

That the request of Minneapolis Auto Auction for a site plan
amendment for said use be appraveA subject to the following conditions
1. All areas for car storage, parking and maneuvering be of a
dust-fxee hard -surfaced matt ia1., The City to retain a performance
bond for this work.
2: No parking, manetrrering or storage of vehicles on Nathan lane,
3. Completion of landscaping as per latest submitted landscape plan
with the City to hold a landscape bord until such work is accepted
by the City..
4 Approval of the final grading, seeding/sodding and ponding itiork
by the DNR, Bassett Creek flood Control. Coni scion and the City
Engineer, A peg; formaA ce bond to be held: by the City until such
work is accomplished
5, All parking to maintain Zoning Ordinance setbacks and there be
no parking in ureas not so desnatod on tie site plan.
6. The residence in Area C be for use of the caretaker of the property
only.
7. Inclusion of Area. F in the site plan,, Use of Area F to be
strictly designated for use of those businesses in Building "c".
8, Replacement storage pond in the northwest corner of the
site be completed for the lost area sof B.
9. Boundaries of tb biinneapol is Auto Auction site oe clearly designated
to include th h,-st boundary as the '`West ;Line of the Northeast.

MOTION TO DEFER was made by Commissioner Hagen supported by Commissioner
Ef ckson ntil such time as petitioner could present a site plan to the
Commission with the aline stated conditions incorporated into Uie site plan.

Staff presented the request of Superior Ford for a conditional rise permit to
temporarily park vehicles on a noa-hard-surfaced area of the site. Staff
noted three concerns with 'respect to this request: 1) Would approval set
an undesirable precedence' 2) Would this create any storm drainage
problems? 3) Setbacks for the use are not being maintained at this time.
Staff indicated that it appeared as if some of the vehicles were parked
on a portion of the dra.infield, Mr. Ray S kes , President of Superior Ford
state & that lie ims not parking on–M drainfiel to his knowledge.
Ilse Wmaission asked Mr. Sykes what led to his present situation of having
to park in those areas not designated for parking. He stated that he was
not familiar with the area and had ordered too many vehicles earlier this
year.
Commissioner Erickson asked petitioner what use was being made of the
drive entrance at the southwest corner of the site. Petitioner responded
that plymout:h Police Department had suggested that he leave the entrance
open to assist them, in patrolling the site.
MTION was made by Commissioner Ha;en supporte(i by Chairimn Kxoskin that
the Planning Cbim15sion make the following recommendation to the City Council
That the request of Superior Ford for a conditional use permit to
temporarily park vehicles oa non -hard -surfaced areas be approved
subject to the following.
That there be no parking of vehicles cuff hard -surfaced areas
after May 1, 1976.

The Commission then voted on the mciin motion as twice amended,

Commissioner Schneider expressed concern for the landscaping of the site.
He stated that he felt it was rather weak, in sate respects. Commissioner
Schneider suggested to petitioner that should 1}e return with a amended site
plan covering some of his requirements for the site as new owner that he
consider also relandscaping of some of the site;
ibtitioner had several questions about signs for the site. fle,mentioned
several problems he ;bad been having with vandalism, and -theft of tiae small
signs allowed,. The CoWtssi.oa referred petitioner to Staff for helpduringofficehours. at City Fall,

Il.anner Dillerud again explained the "rules" to follow for spending the
CURS allsocati.on of 1976. lie also presented the Commission with a list
of other items within the City's devgllopment glans which would be eligible
for expenditure of the CDRS money. The list included: Computer data storage

Planning Seminar .ebruary` 25 and 26
Chairman, Kroskin and Commissioners Stewart, Schneider, Hagen, Davenport and
Erickson expressed interest in attending the. seminar to be held in Bloomington
on :February 25 and 2. The Commission asked that Staff obtain,a more
detailed time schedule for the s!,minar presentations,
