M MB RS PRESENT: Chairman Kroskin, C(Innissioners E;^ickson, Davenport, Schneider, Hagen and Threinen MEMBERS ABSENT: Commission. -;r Stewart STAFF PRESENT: Choles Dillerud, gilt Daley Randy T.horeson & Kate Marx OTHERS PRESENT; Torn Vettel, YAAC Representative A-647 Sci1m lake Mates M W Preliminary Plat and Conditional Use Permit for 'Subdivision Unit Project Staff presented petitioner's request for pr e3 imi nary plat and a conditional use permit for a Subdivision Unit Project for 39.3 acres at, the northwest end of Schmidt Lake along Larch Lane ani proposed 49th Avenue North. All Subdivision Unit Project require-neiits had been meta «s per Staff's report of dafivary 16, 1976. Staff listed several con,:erns with the plat as presented i.e. 4oration of 49th Avenue North,, platting -f Lots 2, 15 and: 16 of Block 1, location of existing residence on Lot S, Block 1,public Take access, and treet names as proposed by the developer. Staff recommended approva t of the, requests subject to severalconditions as listed in the Staff rq)or" t. r. Peter Pflaum, President of Lundgren Bros.. ConstrIuction Co,., Developer t r"e proem, stated that theta, were tato major concerns from his point of view with the project. First, the tinting of construction of Larch Lane will potentially delay the start of the project. second, the assessment of 49th Avenue. North and its alignment wi l 1' affect the project. Cormaissioner Threinen asked Staff if the alignment of 41 -4th Aveiiue North had been decided. Staff stated that t had not yet been decided, The alignment as now shown on the proposer: plat corresponds to the alignment of the road in the Thoroughfare Guice Plan, Comissioner Threit`ren asked petitioner= if the plat would have been arranged differently if 49th Avenue North was not in its pt esent location. Petitioner responded that the plat would be changed so that there would not be two accesses to Larch Lane so close together. Chairman Kroskin ,opened the hearing to the public. Mr. Pard Sager, 301 Borth Shelard Parrkway,. asked if 49th Avenue North would PLANNING COMMISSIONMEETING MINUTES _2- January 21, 1976 be extended to Zachary Lane. Staff responded that it would be. He furthet asked if there had been a time table established for cons tr+ict-ion in that direction. Staff responded that no time table had been sat. Mr. M. u. Klin ele, 4710 Larch Lane, asked if the park proposed in the: plat was ex" uver the Presidents of the pkat. Staff stated that it wacY He further asked if, this was to be City -maintained. Staff explained that: there would be a homeowners' association created for this plat and the association would be responsible for the maintenance of the park. it would not be a City park. The City has plans fora neighborhood park on the other side of Schmidt Lake. Staff also explaine-+ the mquirements imposed for open -space upon _a developer requesting a conditional use permit for a Sub- division Unit Project. This park proposed on the lake would fulfill a portion of the requirements for this particular proposal. Commissioner Threinen asked Sherm Goldberg, City Engineer, what the upgradinguflarchLanewouldinclu,ie. Engineer Goldberg stated that this.meant a 7 ton, 24 foot blacktopped road with 8 foot shoulders on each side with ultimate design for 9 tor. It would be s$'milar to Vicksburg Lane between Highway 55 and County Roar' 6, Commissioner Threinen also asked about the limiting of size of motor boats on Schmidt Lake as is done on Lost Lake. and Hadley Lake. Commissioner Schneider suggested that before any action on this was taken that perhaps the residents already around the lake should be contacted. Chairman Kroskin closed the public hearing; at 8:10 p.m. MOTION was made by C-ommissioner Hagen, supported by Colmnissio",ar Threinen that the Planning Commission take action on the proposed plat and request for a conditional use permit for a Subdivision 11,t . Construction Co. for preliminary plat and a conditional use parnit for a Subdivision Unit Project for Schmidt Lake Estates"" dated January 9, 1976 be approved subject to the following conditions; 1. Storm drainage easements be provided to the City for all lots fronting on Schmidt Lake to the ;sigh water mark of 926 feet, 2. Utility easements be provided to the City as per the City Engineer's recommendations. 3. A rearrangement of Lots 2, 15 and 15, Block 1 to provide 30 foot gide rear property lines. 4, The revision of street names to comply with Staff proposed revisions. That a 10 ft. front yard setback variance be grantedfor Lot 0, Block l of the plat. MOTION TO MIEND was made by Commissioner Threinen,, sppoorted by C.. ssioner Erickson that a conditions W8 be added. to read; "No batl,ding perm;s be issued until City sewer and water services are available to the site." MOTION TO AMEND CARRIED (6-0-0) (All in favor) MOTION TO AMEND CARRIED A vote was then t-aken ;on thr main motion as amended. MOTION CARRIED (6-0-0) (All in favor) MOTION CARRIED MOTION was made by Commissioner Threinen supported by Commissioner Schneider that the Planning Commission recommend to the City Council that 49th Avenue North be constructed to rural section between Larch Lane Jonquil Lane. MOTION CARRIED (6-0-0) (All in favor) MOTION CARRIED MOTION was made by Commissioner Threinen sup orted by Commissioner Erickson that the Planning Commission recommend to the City Council that Schmidt Lake be limited to 6 h.p. motors. Cote, i ssi ones Schneider stated that he felt the recommendation was premature considering the little amount of development now around the lake. Cha:rna,t Kroskin polled those members of the audienc from the area surrounding Schmidt Lake as to their feelings ahou+ limiting the size of motor to 6 h.p as it is on other lakes in the City. None of the people were in favor. Staff was recommending approval to PLANNING COMMISSION KETINr MINUTES -4- Oanuary 21.,. 1976 the Co.trmission subject to two conditions as listed in the Staff report of January 14, 1976, MOTION was Made by Commissioner Schneider, supported by Commissioner Davenport that the Planning Cogxti..sion make the following recommendation to the CityCouncil: That the request of Ban -Con, Inc. for final plat of Chelsea Woods Seventh Addition be approved subject to the following conditions: 1. Identification of 15th Avenue North running along the northern boundary of the plat, 2. Identification of Outlof A -along the viestern boundary of the plat and labeling of said outlot as a street name, MOTION CARRIED (6-0-0) All in favor MOTION CARRItD Comm;.ssionet, Hagen asked Staff if at would be possible to handl- final pkat requests administratively since it would save time on the party of petitioners, the Commission and Staff to do so. MOTION CARRIED REPORTS OF OFFICERS, BOARDS AND COMMISSIONS A] l'' gn' mgnt of Larch Lane/Pi nevi ew Corridor Planner Dil1'erud exp'ained the current situation involving the Larch Lane/ Pineview Lane corridor as well as the -long-term and short-term solutions to the alignment of the corridor. MOTION CARRIED6-0-0 All i n favor) ICARRIED(6-0-0) ( as MOT oN CARRIED The Commissioners discussed the alignment of 63rd Avenue North between Larch Lane and Pineview Lane and concludLd that it should follow the Thorough- fare Guide Plan - - Community Doyel oppent Revenue Sharing Planner Di.11erud presented to the Commission suggested uses of the 1976 CDPS monies allocated to the City of Plymouth, about $60,000. It was suggested that the money be used for integrating land data into the City's present computer for use in planning and forecasting Plymouth's growth. The Commission ,cussed the issue in detail and suggested the following alternatives foi v- of the r-oney; 1, Education if the. Commission with respect to new types of housing, industral and commercial developments. 2.
