A regular meeting of teh Plymouth Planning Commission was called to order
by Chairman Kroskin at 7:30 p.m. at the Council Chambers of the Public
Works, Building, 14900 -23rd Avenue North,

560 Roy Manufacturing Go, A -56Q Conditional Use Permit
Staff presented petitioner's request for a conditional use permit for the
manufacturing and assembling of toys and games in th:i Fernbrook Investment
Building located at the northwest corner of Fernbrook Lane and 21st Avenue
North, Staff was reconneTiding approval subject to the conditions as
listed in the January 2, 1976 Staff report.
Petitiuner questioned what was meant by the provision of "No signs
Staff explained to petitioner that the original site plan approval was
conditioned upon the fact that there be no signs.
MOTION was made by Commissioner Davenport suriorted by Commissioner Hagen
that the Planning Commission make the follow 1g recomanendatior to the ;ity

That the request of Roby Manufacturing Co. for a conditional use pei,init
for the nmrufacture and assembly of games and toys in nine bays
of the Fernbrook; Investment Building_ located at the northwest corner
of Fernbrook lane and 21st Avenue North be approved subject to the
following conditions
1, No signs be permitted.
2} All storage of waste, garbage and materials be within the building.
3, The overhead loading dock door on the south side of the
building not be utilized.

Staff presented petitioner`;: request for a conditional use permit to
operate a ceramic studio for instruction and retail sale of supplies to
be located at the northeast corner of Highway 55 and South Shore Drive
Former Mr. K's Menswear). Staff recommended approval subject to the
conditions as listed in the Staff report of January 2, 1976.
Commissioner Stewart questioned the adequacy of parking for the students
considering the number of spaces already being crowded into at the site.
Petitioner indicated to Staff that she did not feel this would present
too greet a problem for he,,, or her students. $me explained that most of
the students commute with at beast one other person if not two, Petitioner
also indicated that she was try-r-9 to work somethii,g out with the Country
Kitchen parking lot and Country Kitchen management about using a portion,
of that site for parking foto her students.
Commissioner Erickson suggested to petitioner that perhaps some arrangement
could also be worked out with the office building next door for eveningparkinginth,;, t.,
Chairman Kro kin questioned petit,oner with respect to the kiln--.was there
any smoke involved in the p;-ocess Petitioner responded that there would
be no smoke whatsoever involved with the: process. There is nothing to
catch fire in the processing cF the ceramic materials. She explained.
that the heating elements within the kiln were electric and that no more
heat was emitted from it than would be emitted from an ordinary kitchen range
Chairman Kroskin further questioned petitioner as to whether the retailing
or teaching end of her business would be most important. Petitioner
responded that the two aspects of her business were equally important.
MOTION was made by Commissioner Schneider supported: by Commissioner Stewart
that the Planning Commission make th~ fol owing recurnmendation to the CityCounci1.
That the request of Mfrs. Mary 4o Brown fer a conditional use permit
to operate a ceramicsstudio for instruction and retail sales of
suppt ers t 10740 highway 55 be approved subject to the following
conditions:
1. No additional signs be added; those signs as permitted
for Mr. QC's be permitted.
2. The conditional use permit W renewed on an annual basis

Renewal of
A-546 Robert E. Ostman A- 546 Conditional Use lit
Staff presented petitioner's request for a conditional use permit renewal
for the operation of a small toolmaking shop in a garage at a "priva.te
residence located on Vicksburg Lane 3/4 mile north of County Road J and
Vicksburg intersection (4825 Vicksburg Lane). This would be petitioner's
second request for renewal. Staff was recomnen=ling approval subject to
the conditions as listed in the Staff report of December 31 1975.
MOTION was made by Commissioner Erickson supported by Commissioner Stewart
that the Planning Commission malts .the following recommendation to the CityCouncilw
That the request of Robert E. Ostman for a renewal of his conditional
use permit to operate a small toolmaking shop in a garage at his
private. residence located on Vicksburg Lane 3/4 mile north of the
County Road 9 and Vicksburg Lane intersection (4825 Vicksburg) be
approved subject to the following conditions;
1. No outside storage of haste and/or materials.
2. The operation of the toolmaking shop be limited to the
petitioner :with no additional employees permitted.
3. No signs be permitted,
4. Annual renewal of the permit.

Staff presented petitioner's request to divide his lot located at the south
side of County -Road 24 .near 32nd Avenue North into two single family build-

iing lots. Staff recommended approval subject: to the, four conditions as
listed in the Staff report of January 2, 1976.
LOTION was made by Com-nissiones Stewart supported by Commissioner Erickson
that the planning Commissioti make the following recommendation to the City
Council:
That the request of Keene A. Bridgeman to divide his lot located at
the south side of County Road 24 near 32nd Avenue North into two single
family building lots be approved subject to the following conditions:
1. Dedication of 20 feet of right-of-way along County Road 24.
2 Payment of $150 to Park Dedication Fuad,
3. No drive access from Parcel A to County Road 24, Such
drive access from Parcel A to be via Stith Avenue. North and a
distance of at feast 60 feet soutii of County Road 24's right
of-way line,
4, No building permit be granted for Parcel A unless provided
with City sewer and eater. Extension of water and sewer
service to Parcel A be at owner's expense.
The Commission noted to petitioner that condition #4 was rather a confining
condition and that they should be clear as to its meaning, Petitioner indicated
that it was clear.

that the Planning Commission defer action on this petition until such time
as petitioner could be present.

Revised Concept PlanA-:626 R zefi-d i n V es A-62 - RPUD 75-
Staff presented petitioner's request for a review of the revised concept
plan for RPUD 75-3, 1=azendi n Villages, Petitioner had formulated .answers
to the three major questions asked at the time of initial concept plan
review. The questions were as follows;
1. The alignment of future Fernbrook ;Lane
2. Storm drainage
3. Water and sanitary sewer capacities.
Density had been recalculated to equal 2.5 units per acre with the addition
of land, to accomplish the proper alignment of Fernbrook Lane.
Chairman Kroskin asked petitioner how close the closest unit would be to
the freeway. Petitioner could not give an exact answer but guessed it
would not be closer than 100 feet.
Commissioner Threinen asked petitioner if the cost of hailing to purchase
the 'land for Fernbrook Lane right-of-way was going to add to the cost of
the homes. Petitioner said it would not.
MOTION was made by Commissioner Threinen supported by Cormii,ssioner Hagen
to approve the revised concept plan for RPUD 75-3, Fazendin Villages.
MOTION CARRIED (6-1-0) (Chairman Kroskin against) MOTION CARRIED
Chairman Kroskin stated he did not vote in favor of the motion because
be did not feel the petitioner responded to the RPUD ordinance requirements
as he sees thea.
Rq orts of Officers,,dards and Commissions
Staff brought the Commission's attention to the two repol%ts given them
before the meeting regarding the proposed new zoning ordinance and the
other, the Capital Improvements Programa These two items would be the
topics for conversation for the joint meeting between the Council and Com-
mission to be held on February 2, 1970.
