PLANNING COMMISSION

December 3, 1975
A regular meeting of the Plymouth Planning Commission was called to order
b,Y Chairman Kroskin. at 7:30 p.m. in the Council Chambers of the Public
Vorks Building, 14900 -23rd Avenue .North.
MEMBERS PRESENT., Chairman Kroskin, Commissioners Schnedier, Davenport,
Erickson, Hagen, Threiner, and Stewart

STAFF PRESENT: Charles Dillorud, Milt Dale, Randy Thoreson, and Kate Marx
OTHERS PRESENT: Cary Boh1 and Tom Vettel, YAAC ,Representatives

Staff presented petitioner's request to consolidate two 50 ft. wide parcels
into one 100 ft. wide parcel of 17,800 sq. ft. Staff recommended approval
of the request as the only alternative to maintaining %vo so ft. lots.
MOTION was made by Commissioner Stewart supported by Commissioner Schneider
that the Planning Commission make; the following reconinendation to the City
Council
That the request of Adolph Olson for consolidation of his two parcels,
that part of Government Lot 3, Section 24, Township 118, Range 22
which was formerly Lots 34 and 35, Block 4r, Medicine Lake Park Third
Division, Hennepin County, Minnesota, (now vacated) except rear of the,
Northeasterly 10 ft. of said Lots 34 and 35, be granted,
MOTION CARRIED (7-0-0) (All in favor) MOTION CARRIED
Commissioner Davenport absented himself from discussion on this item.-

Staff presented petitioner's request lfor three conditional use permits for
three different office type uses in his buil,,iing at 17610 -19th Avenue North.

They were an interior decorator's studio, chiropractic office and dental
office. Staff recommended approval of the -three-uses to the Commission,,
NOTION was made by Commissioner Hagen supported by Commissioner Erickson
that the Planning Commission make the following recommendation to the CityCouncil
That the request of D L. Weaver for a conditional use permit to
operate an interior decorator's studio in his building at 17610 -19th
A.venue North be approved subject to the condition that all signs
be in compliance with the zoning ordinance and approved by the city
Building Department prior to display of said sign.
MOTION CARRIED (6-0-1) (Commissioner Davenport abstained) MOTION CARRIED
LOTION was made by Commissioner Hagen supported by Commissioner Erickson
that the Planning Commission make the following recommendation to the CityCouncil
That the request of D. L. Weaver for a conditional use permit to
operate a chiropractic office in his building Lt 17610 -19th Avenue
North be approved subject to the condition that all signs be in
compliance with the zoning ordinance and approved by the city
Building Department prior to display of said sign.

MOTION was made by Commissioner Hagen supported by Commissioner Erickson
that the Planning Commission make the following recommendation to the City
Council
That the request of 0. L. Weaver fora conditional use permit to
operate a dental office in 'his building at 17610 --19th Avenue North
be approved subject to the condition that all signs be in compliance
with the zoning ordinance acid approved by the city Building Department
prior to display of said sign.

Reports of Officers, Boards and Cor xni ssi ons
Planner Dillerud, explained the new zoning map corresponding to the changes
as.proposed for the Zoning Ordinance. }le indicated to the Commission that
the. Council seemed unfavorable toward downzoning of property within the City.
These areas would be considered grandfathered in to their ;present zoning.

Commissioner Threinen pointed out that the Commission, in its Warings and
meetings on the proposed changes in the Zoning Ordinance had uecided to
change the zoning in those areas that were inconsistent with the Land. Use
Guide: Plan. The pros and cons of downzoning were thoroughly discussed and
it had been decided that downzoning would be the most sound planning action
to take in these areas. He stated that these "grand'Fathered" areas in the
City present a danger, in terms ofsetting a precedence for adjacent property
owners to request rezoning, therefore enlarging the problem rather than
eliminating it entirely.
MOTION was made by Commissioner Threinen supported by Chairman Kroskin
that those areas inconsistent with the Land Use Guide Plan in terms of zoning
be rezoned to be consistent with said Plan.
The Commission discussed the motion in detail with respect to the various
areas aff( ted within the City.
MOTION CARRIED (7-0-0) (All in favor) MOTION CARRIED
Planner pillerud indicated to the Commission that their next joint meeting
with the City Council would be held some time in January 1976. The exact
date had not yet been set.

MOTION
MOTION was made by Commissioner Hagen supported by Commissioner Schneider
that the minutes of the Planning Commission meeting of November 19, 1975
be approved as written.
MOTION CARRIED (6-0-1) (Commissioner Stewart abstained') MOTION CARRIED
MOTION to adjourn was made by Commissioner Threinen supportedby ComiA;ssioner
Erickson.
Chairman Kroskin adjourned the meeting at 8:30 p.m.
