A, regular meeting, of the Plymouth. Planning Commission was called to order'
y Cha.irwan ,Kroskin at 7:50 p.m., in the Council Chambers of the Public
Works Building, 14900.23rd Avenue North.

Conditional CTs , Permit
Staff presented petitioner's request for the addition of a donut -making
machine to be placed in the, retail bakery goods store at the
northwest corner of Higliway 55 and South Shore Drive. Staff noted concern
with respect to this request in that petitioner had not fully complied
with the conditions of the previous conditional use permit far these
premises for a retail baked goods sales outlet approved by the CityCouncil, on 'May 5, 1975
Cori-aissioner Stewart stated that he was conceram d with the lack of progress
of the landscaping at the site from the time the: original conditional use permit
was approved by the Council. in 14.y to November, six months' time.
Petitioner assured the Commission he would: have the Matter cleared up by
the coming weekend.
Commissioner Schneider questioned the signing at the site. Staff indicated
that only 20# of the building face may be occupied by signs in this instance, however, it was unclear as to whether this building "face" included windows.
MOTION ms made by Commissioner Stewart supported by Commissioner Erickson
that the Planntig Commission make the following recommendation to the CityCouncil
That the request of Pan -O -Gold for a conditional use permit to operate
a donut -making machine within a retail bakery products sales outlet be
approved subject to the following conditions;
1.. Donutroduction be restricted to "in-store" salesPals only.
Conditional use permit for donut -making machine be renewed on an
annual basis.

Commissioner Threinen stated that his reason for voting against was that
he felt the use was more accurately suited for a R-2 zoning districtratherthanaB-5.,

Staff presented the. request of Mr. Morton to the Planning Commission for
their review and recommendation, His request involved the extension of
Dunkirk .Lane to the north line of his property some 1600 feet south of
the now completed portion of Dunkirk Lane, This property consists of8five -acro parcels whish, at present, are not accessable. Mr. Morton
has proposee to the City's Administrative Staff that lie would extend a
1600 foot portion :;f gravel, goad to the site if the City would
maintain the section of road. Staff indicated to Mr. Morton that they
could not favorably recommend acceptance of a street improvement that: would
sc obviously create additional high: maintenance expenses to the City. The
Planning Staff requested Commission guidance as to what approach ought
to be taken in this situation and others like it.
Commissioner Threinen indicated that he had, checked with several of the
property owners in the area and they had given ham the following information:
He carefully noted that the information was from the property owners, not
any "official" source.
a. The road was originally designated as Toizsh p #74. Some 30 years
ago it was given to the City for maintenance purposes by the County.
b. It was a gravel road at the time and has now somewhat disintegrated
to nothing.
As to the development itself, Commissioner Threinen made the following points;
1. Some day, Dunkirk Lane will be in at that point.
2. The present configuration of lots results in 8 land locked parcels.
3. By doing this with the land, Mr. Morton is avoiding all assessments,
park dedication fees, platting fees, etc, which may eventually bechargedagainstthebuyersofhis8parcels.
4. Mr. %rton could petition for a. public improvements project.

Sherri Goldberg, City TbIgineer stated that Mr. Morton cannot legallyplatthestreetwithin, his -acreage because he will then have parcels of
less than five acres.
The Commissioners agreed that sound planning reasons had not, been taken
into consideration in the division of the land in question.
There was substantial discussion with respect to the difference between
a gravel road and a blacktopped road. The majority'pf Vne Corimissior
agreed it would be more appropriate to have a black -Lopped -road bps.ause
or the maintenance factor.
MQTTQ,' was made by Cozrnnissioner Threinen supported by ' ommissiorier Schneider
that the Planning Commission make the following rr.ommendation to the CityCouncil:
1, With respect to this specific piece of land the City insist that
all streets be built. to K? Mouth standar%1-, i.e. blacktopped.
2. That the Council strongly discourage desvriJopjnent of this typeintheCitybyretiringai0 -acre lot minbpu .

Commie Loner Erickson was against the restriction of a 10 acre sized l;,t.
Ile ,gated that he felt it was too restrictive.
Commissioner Steuart was against the need for blacktopping the road. He
stated that he felt it was not necessary an this part of the City. Also
he stated that he felt the 1.0 acre sized lot was too restrictive.

Planner Dillerud reviewed the projects for, the coming five years thathadbeenincludedintheCapitalImprovementsprogramtodate.
Commissioner Threinen suggested that Staff prepare an information sheet for
people considering property in Plymouth that would be a five -acre lot; these
people should be awar of what utilities and amenities gray not be available
and what the cost of providing them may be in tb"e future (i.e, roads, sewer,
water, storm se;s r, police, fire) . Perhaps it would be possible to make this
infoiiRa:tion sheet available to all realtors dealing in Plymouth land, also
