A regular meeting of the Plymouth Planning Commission was called to order
by Acting Chairman Hagen at 7:30 p,m. in the Council Chambers of the Public
Works Building, 14900 -23rd, Avenue Forth.
MEMBERS PRESENT: Acting Chairman Hagen,Commissioners Threinen, Daven-
port, Schneider, Erickson
MEMBERS ABSENT: Chairman Kroski n, Commissioner Stewart
STAFF PRESENT: Charles Dill.erud, Milt Dale and gate Marx

Staff presented the resubmission of the Mission Trails RPUD that was
last before the Commission at its meeting of May 7, 1975. The new proposal'
was in response to some of the concerns of the Commission the last time
the Concept Plan was presented, specifically the remnant parcel` of 9±
acres at the corner of Zachary Lane ane 36th Avenue North.
Peter Pflaum, President of Lundgren Pros., stated that the Mission Trails
concept proposal was in accordance with the Mission Farms Concept Plan
that had been approved by the City some time ago. There had been no
change in the density as proposed in the original plan for Mission Farms,.
On this particular 49.5 acre parcel, 99 single family homes, 35 condominiums
and 5,5 acres of park were proposed. The 36 condominiums were proposed
for the "remnant" piece: of land at the corner of 35th Avenue North and
Zachary Lane This part of the RPUD would be screened from the single
family- `homes as well as from the bordering two streets (Zachary Lane and
36th Avenue North) by trees, etc. There would be a homeowner's association
for the -condominium part of the project.
Commissioner Frickson asked Mr. Pflaum how this project related to the
trails system plan within tate City. It was explained teat the trail was
picked up at 35th Avenue North and Zachary Lane heading north to the neighbor-
hood park then west through the neighborhood park on into the proposed
Hennepin County Park; Reserve perk at the north end of Medicine Lake,

MOTION was made by Commissioner Schneider supported by Commissioner
Davenport that the Planning Commission make the following recommendation
to the City Council,
That. the Concept Plan for Mission Trails be approved subject to
Lundgren Bros. providing spatial transition between the condominium
structures and 35Th Avenue North as now provided. on Zachary Lane..
Motion was withdrawn by the makers
MOTION was ,made. by Commissioner Threinen supported by Commissioner Schneider
that the Planning; Commission make the following recommendation to tht CityCnurlciI.

Commissioner Erickson also asked if there would be e homeowners" associationforthesinglefamilyhomes. Mr, Pflaum stated that there would not.
Commissioner Threinen asked: why the park within the proposed RPUD hadthe '"panhandle" shape to it. Mr. Pflaum responded that this would be
to allow -more- homes access to the park.. He fur -.her stated that there would
be no objection to rearranging the shape of the park by changing the landinthe "panhandle" to enlarge the single family lots in that area.
Acting Chairman Hagen stated that, he felt the transitional zoning in
projects such as these ought to be done within, the RPUD and not be on
the boundaries as the condominiums are in this project proposal. He
stated that the City would be in a difficult position when the land
owner on the east side of Zachary Lane would request of the City permission
for condominiums to be built on the east side of Zachary Lane since theyarealreadybuiltonthewestside,
This issue was discussed at length by the Commissioners as to whether
the screening provided would be adequate transition for the property ontheeast .side of Zachary Lane or not.
Peter Pflaum asked the Comm,sion whether space could be considered a
transition as well as housing type. The Commission agreed that it would
depend on the individual situation.
Commissioner Hagen stated that, as representative to the Planning Commissionfromthisregion, he was aware of,the feelings of the people residinginthevicinity.. He stated that he 'felt they would be very much against
such development of high density housing on the east side of Zachary Lane.
They did not wish to become hosed in by high density developments. The
proposal of 'Mission Trails to have the condominiums placed on the corner
of 36th Avenue North and Zachary Lane would be setting a precedent for the
type of density that would be allowed on the east side of Zachary Lane.
The Commission further discussed the alternatives with respect to this.

MOTION was made by Commissioner Schneider supported by Commissioner
Davenport that the Planning Commission make the following recommendation
to the City Council,

That the Concept :Plan for Mission Trails be approled based on GoalA, Objective 3, Criteria lob dealing with suitable housing and environ- ment* :however, in keeping with foal A Objective W3, Criteria 7
dealing with transition of density, the condominiums should have:
adequate buffer space on both Zachary Lane and Stith Avenue Borth and
that this buffering be of substantial type such as already exists totheeastsideofthiaconceptplan. FURTHER, that the panhandle
of the park within the concept plan :be dropped and the land be
included in the lots adjacent to it at this time,
MOTION CARRIED (5-0-11) (All in favor) MOTION CARRIED
It was noted' that, Commissioner Hagen and other Commissioners voted in favor
of the motion only because it was thc: agreement of the Commission members
that this action would not set preceGent for the same type of -develop-
ment directly to the east of the Mi-sIon Trails project on Zachary Lane.
Reports of Officers, Boards and Commissions
Proposed New Zoning Ordinance
The Commissioners decided to postpone discussion of this item until
September 24, 1975 at a Special Work Meeting, The meeting will begin at
a;00 p.m. and be a dinner meeting.
MOTION was made by Commissioner Threinen supported by Commissioner Schneider
that the Commission send a letter to Bud Weaver commending the fine job
of construction that was so neatly done at this site.
MOTION CARRIED (5-0-0') (All in favors MOTION CARRIED
Planner Dillerud announced that the Planning Department would be expanded
by one member, a Planning Technician, through June, 1976.- Randy Thoreson,
a former planning intern, was hired for the position.

that the minutes of the August 20, 1975 meeting be approvedas written
