A regular meeting of the Plymouth Planning Commission was called to order byChairmanKroskinat7.55 p.m., March 5, 1975 in the Council Chambers of the
Public Works Building,, 1.4900 - 23rd Avenue North,

At 7aS5 p.m,. meeting was called to order by Chairman Kroskin, and the public
hearing was re -opened to review the request for approval' of the Preliminary Plat.
of ,"Playhouse industrial Park 2nd Addition" which was continued from the February19thmeeting. A supplemental Staff Report dated March 5, 1.975 had been prepared
and given to the CommissiopZrs just prior to the beginning of the meeting, This
report detailed various alternates to the Medina Road Concept as it related tc
the proposed plat under discussion. Chairman Kroskin asked permission to have
Staff explain the alternatives prier to acknowledging comments from members of
the audience present,
Staff then, with the aid of a plat, prepared by them, outlined each of the six
alternate routes and explained the advantages and disadvantages of each. Those
routes were suggestions brought forth from meetings with the City Engineer and
City Manager since the February 19th Planning Commission Meeting and also from a
thorough search of the Planniftg Department records, including previ .,ly approved
plats of surrounding areas and 4he records surrounding the adoption of the
Thoroughfare Guide Plana staff also explained' the findings gleaned from the
public hearings field in connection with the adoption of the Thoroughfare: Guide Plan,
and frons Planning Commission minutes as to the access onto Highway 55, especiallyasitrelatestotheintentofMedivaRoad. Staff also detailed the Planning
Department records con::erning the approval of the Final Plat of what ins now known
as Rauenhorst's "Circle Star Susiress renter 2nd kd<ion" located just east of
the property under discussion,; The records reflect no mention of the Medina Road
Concept, nes Cher in the Staff Reports nor the :minutes of the Planning Commission
nor the City Council, This not creates a problem of alignment of the Medina Road
Concept as it extends to the west, especially between Niagara and Vicksburg Lane.

Discussion thea ctntered around the Medina Road Concept:, with points brought out
as follows-
1; Commissioner Erickson suggested possibly using: Alternate No. 2 but with a
smooth curve and aligning it with an intersection at Niagara and with 2.8th
Avenue being at a right angle,
2 Decision was needed as to whether to keep the smooth flowing concept ofMedinaRoad, even if it necessitated cutting up some property or whether to
forget this concept and go to -a 28th Avenue/Vicksburg Lane thoroughfare.
3. Vicksburg Lane was to be grade separation because of the close proximity of
the plant already there, which would be expensive to buy out; and the Minn.
Highway Dept. concept of interchanges not being too close.
4. Highway 55 would someday be a freeway with limited acct -ss and controlled
intersections crossing underneath and thru traffic on Highway 55 going overthetop,,
5. Neither Vicksburg nor Niagara 'banes: would be at -grade intersections but would
go either over or under Highway 55 Preew,y.
5 The Medina Road Concept as related to the Downtown Plymouth location.
7. With industrial area to the north and multiple residential to the south,
industrial traffic should not be cleared southward on Vicksburg to 28th Avenue, nor should residential traffic be encouraged northward from 28th Avenue, as
the two are not compatible.
8. The cost of putting in fill for the road is not lnzurmountable:
9.. Highway Department probably is still seriously considering grade intersection
at County Road 9 and 24.
1.0.. Mr, Taylor, the petitioner, was not opposed to moving Medina Road, just s
long as he was still able to get buildable lots out of ti,e plat,
11. In considering Alternate No. 2, the intersection with 28th Avenue would be
a 900 angle with a decision to be made as to which would be the primary road.
Staff recoirmended, if Medina Road Concept was retained, the primary road should
he free flowing; corridor and 28th Avenue the stop. Such a compromise
id still retain the validity of the Medina Road Concept.
MOTION was made by Commissioner Threinen supported by Commissioner Stewart that
the Planning Commission make the following recommendation to the City Council-
That ouncilTha "he City Council adopt a realignment of Medina Road from that shown on, the
Thoroughfare Guide Plan to follow Alternate No. 2 as presented by Staff in their
rephrt of March 5, 1975, with the modification as sketched by Commissioner Hagen,
showing 28th Avenue to be a right angle intersection and Medina Road being the
mWin free flowing thoroughfare,,

Commissioner Threinen expressed the opinion that the Medina Road concept was a
sound one, even though 'there have been substantiated reasons for deviating fromitinthepast, and asked that the minutes reflect the fact that Planning Commis-
sioners were reaffirming their stand that Highway 55 would be alimited access
corridor and were desirous of keeping Highway 55 from becomi'tzg another! Highway 12,
In addition to the concerns Staff brought out on page 3 of their Scaff Report ofMarch5, 1975, Commissioners expressed the opinion that in the absence of anyinformationordirectionfromCityCounciltothecontrary, they must .continue
to be concerned about long range planning, especially for future development to
the west, and its need for the Medina Road Concept with limited access to Highway55.
Chairman Kroskin brought up the suggestion that some time they should consider
the possibility of each Commissioner being assigned to be responsible for one
phase of planning, such as responsibility for relating each proposal to the
Tho^:'oughfare Guide plan, with another Commissioner being responsible for relatingtherequesttoadifferentplan, and thus thereby attempt to prevent a similar
occurrence from happening, as the apparent oversight of Medina Road with theRauenhorstPlat. He suggested the Commissioners think about this and he would
br'ng the matter up at a later date..

Staff then presented the Preliminary Plat as proposed by Mr, Taylor and also
their revised version of the 'reliminary Plat as it would correlate with Alternate,
No, 2 route for Medina Road and showing Medina Road extending thru the plat but
still leaving room for suitable industrial lots. The revised plat showed 4 lots
on one side, one lot on the south side with the sizeable outlot broken into
Outlot A and Outlot 8 and Medina Road running thru it. Mr. Taylor and his engineer
had P-ot seen this revision before although it was similar to what had been dis-
cussed with them previously, at which time it was acceptable to them.
Coamtissioners suggested moving the curve of Medina Road further west and
Commissioner Hagen outlined his idea on the map.
Chairman Kroskin suggested that the Planning Commisso.n ask City Council to also
reaffirm their stand on the Medina Road/,4i gh;,,riay 55 Concept before proceedingfurther-, but Commissioner- Threinen felt this was time-consuming the Council had
adopted the Thoroughfare Guide Plan and they were not deviatirtj that much from it.
He felt they should continue with the review of the Preliminary Plat. Staff suggested
they could incorporate this reaffirmation as -a condition if they approved the
Preliminary Pkat, commissioner Hagen brought out the fact that the preliminary
Plat stage is a design stage when any changes should be suggested or made and this
particular petition was no different than others.
Bob Rohlin, Meyer-Rohlin, Inc.,, stated they could probably go along with the plan
as presented by Staff.

Delos Taylor, the petitioner, stated he thought the Council might have chang-d
rthinking about Redina Road and Highway 55 since the Thoroughfare Guide Plan
was adopted. lie said almost anything that could be worked out would be accept-
able to him.. He was anxious to sell some of the land and put it to use and felt
the City would too. lie requested that Planning. Commission act on his request
for approval of the Preliminary Plat so it could go on to the Council.
No others were present in the audience to question or comment for or agaitrst the
petition,
Public Rearing was closed at 3;40 p.m.
NOTION was made by Commissioner Schneider supported by Commissioner Stewart that
the Planning Cormission should act on the petition.

Commissioners were assured that all property owners had been notified, especially
to the south, and in addition, a notice of the continued public l=earinq was: sent
to Rauenhorst Corporation with no response from then:. }
Concern was expressed as to whether the Planning Commission could act on the
Preliminary Prat with the modifications as requested,
MOTION was made by Commissioner Threinen supported by Commissioner Hagen than
the Planning Commission nuke the -following recommendation to the City Counci'i
That the request of The Playhouse Co., Inc, for approval of a Preliminary Plat of
Playhouse Industrial Park 2nd Addition as revised by Staff following Alternate
No. 2 of their Staff Report, dated March 5, 1971S; with modifications as shown on
a sketch dated March a, 1975 and to be attached to this recomtnendation, be
approved, subject to the follQwing conditions:
1. Prior to further development on this proposal plat, a Final Plat with a
DevelL,ument Contract must be approved by City Council.
2. Recommendations J the City Engineer be made a part of this recommendation,

Aommissioners expressed appreciat rn for the research conducted by Staff paid the
presentation made by Staff in connection with this petition, 14r; Taylor also
expressed his appreciation for the work performed by Staff on his behalf.

Staff presented this request for a Conditional Use Permit for an operation in
the multi -tenant building existing at 13th Avenue North and Nathan Lane, for
the manufacture of plastic fishing bait. Staff recommended approval subject to
the conditions given In their report.
Oscar J Rask, President, Big "J", Inc.,, 2305 Lee Avenue North, stated 'hey have
outgrown theft present location in an office building; Their product is dis-
tributed thru other manufacturers internationally. They employ Zg individuals
with only 7 full time employees, the balance being college students who work
sometimes only 2 hours per day during the week with longer hours on the weekends.
They have only 5 employees working at one time. They operate three shifts around
the clock. They use a window fan during the summer months to get rid, of excess.
heat. Their product is not a Mire: hazard, will not burn of itself; is not a
health hazard (children have eaten them with no ill effects) they have been
approved by OSHA. There is no effluent discharge. The building management willfurnishwastecontainersfortheiruse.
In answ-r to Commissioners concarn over the parking, Staff explained how they
arrived at the requirements needed for this operation in conjunction with the
needs. /,r the other tenants.
As for future plans, Mr,, Rask stated they hope to expand their business in the
future, at which time they would look for other facilities as this building
would be unable to accommodate their expansion
MOTION was made by Comiiissioner llagen, supported by Commissioner Stewart that
the Planning ComnOssion make the following recommendation to the City Council;
That the request of Sig "J% Inc. for a ConditionalUse Permit to operate a
fishing bait manufac-otring business in an 1-1; (Planned Industrial) District
be approved, subject io the following conditions;

Addition"'
Staff presented the Final Plat of "Jensen's Lakeside Addition" to be located" near
County Road 15 and Pineview Lane, consisting of 5 single family lots, the
Preliminary Plat for which was approved May 20, 1.974 with four conditions,
Condition No. 2 covering Park Dedication has been met; easements have been granted
as required, changes from the Preliminary Plat are noted in Staffs Report.. Staff
drew attention to the condition that joint drives would be required for Lots 1 and
2 and Lots S and 4, as stipul'nted in Condition 1 of Council Resolution 74-249..
Staff racomended approval of the Final Plat with the variances as outlined in
their report.
Staff explained the need for the additional 5 feet onto the adjoining NNpertyWhichwouldbemetbyaddingOutlotAofthisplattotheexistinglot., thus
bringing Lot 5 to only 1.05 feet and necessitatingta variance for this width,
Staff felt this would be no problem. After a brief discuss ion, Oomnii ssi ones/s

A brief discussion also centered on the advisability of joint driveways, which
was a condition of the Preliminary Plat approval The suggestion was raised of
the advisability of requiring the adjoining properly owner (Michael Gildner) to
share a joint driveway with the owner of what will be Lot 5, but fioal consensus:
of opinion was that joint driveways. are cheat for planners per se but almost an
impossibility for homeowners to negotiate an agreement between themselves after
the buildings have been erected,
NOTION was made by Commissioner Hagen supported by Commissioner Erickson that the
Planning Commission make the fallowing recommendation to the City Council;
That the Final Plat of "Jensen's takeside Addition" be approved as submitted by
Horry N. Jensen, with a variance of 5 feet being granted for scat. 5,

Commissioner Hagen :stated he felt the variance was in order because the lot will
be pie -shaped and does meet the requirements a few feet beyond the 50 foot
setback,

Reports of Officers, Boards and Committees
Interns
Staff announced that. Randy Thoreson would be returning to St. Cloud State College
to complete his final quarter before graduation. He had completed the first,
draft of the Conservancy District Zoning, whichr was his assigned project. He had
asked to make the presentation to the Planning Commission, which will be scheduled
for some time during this spring quarter. Staff hopes to be able to add Randy totheStaffafterhegetshisdegree.
In the meantime a 4ew intern, U,,khn Meyer, also of St. Cloud State Col lege, will
be working with Staff during, the spring quarter. His primary project will be the
development of the Barks System Plan:
Commissioners thanked Randy for his efforts and wished him well in his future
endeavor.
New Draft Zoning Ordinance
City Council has set a schedule con^erni'ng the new Zoning Ordinance to begin the
first wcek of May, meeting on off meeting nights, More information will be comingfromStaffonthis,

Staff also informedCommissioners that developers in Plymouth have formed a Committee
and will be presenting their collective views on issues affecting them. Hans Hagen
is president, with Peter Pflaum representing residential builders, dohn Sebold
representing commercial builders, and Earl nelson covering the Parks System. A com-
plete list of .Members will be prepared in the near future and forwarded on to the
Planning Commission for their information.
Ad hoc Member to Parks and Recreation Adyiso2 Commission
Commissioner Stewart reminded the Commission that at the February 12th planning
Cotrmission Meeting it was decided to hold off appointing an ad hoc member to the
Parrs and Recreation Advisory Commission until such time as the Chairman was
Pres^nt to officially make the appointment, Re recommended Commissioner Schneider
for the appointment and was supported in this recommendation by Commissioner
Threinen. Commissioner Schneider agreed to so act if appointed

from the: Planning Commission -to the Parks and Recreation Advisory Commission,
Minutes of the Planning Commission Meeting of February 12, 197.5 were presented
for approval:
Commissioner Stewart stated that on page 9a the conference he had with 'he repre-
sentative with Medicine Lake Dus Eines was with dim Johnson, not dine Gordon.

Staff informed Commissioners that City Council approved the rezoning and PreliminaryPlatof "Mission Ridge" but eliminated reference to park dedication of land to the
east, leaving that to be handled when that land is preseey ted for development.
City Council also directed that 36th Avenue North be surfaced to the western; edge
of the plat,.
City Council expressed cogcern over the use of ""xialf"" Streets in the street. namingpolicyand, directed' that `371j Strut" be renamed "37th Place". They also requested
staff to look 'intor the feasibility of renaming all "Half" Streets in Plymouth to
Place".

Association (including Ron,Aerosa) was present In the audience just as an interested
citizen to observe. Chairman Kroskin commended him for his interest and effort..
