MEMBERS PRESENT; Chairman Kroskin, Commissitoners. Schneider, Davenport,
Erickson, Pagen, Stewart and Threinen,

Staff presented this request Which is a slight rearrangement of lot lines. Mr.
Guddal is desirous of constructing a second garage in which to house his antique
vehicle and felt he ,needed the additional 28 --foot strip of land on the west end
of the lot in order to have sufficient land on which to huild the structure. The
request to add the 16 -foot strip on the south side of lot is due vainly to thetopogre,phy of the land involving the creek bed. No r ouildable lot is beingcreatedbytheapprovalofthisaction. Staff reco,- pled approval, subject to
the dedication of the right-of-way as outlined in ., it rep,— .-
Concern regarding the pole sheds on the larger parcel just west of the small lot
was alleviated when it was pointed out that the sheds would not fall within the
required setback if the lot line was moved as proposed.
Some discussion surrounded the 27 -foot right-of-way along Vicksburg Lane. staff
outlined the circumstances which led to the Couiici l `s acceptan we c F t'. , '1*i ght-of-
way a ong Vicksburg Lane only for the .one -acre parcel when the subdivision waiver
was approved in 1972. Staff' recommended dedication of 27 feet for right-of-wayalongVicksburgLaneberequestedforthe16 -foot desired addition fronting ontoVicksburg.
LOTION was made by Commissioner Hagen, supported by Commissioner Davenport that
the Planning Connission make the following recommendation to the City Council:
That the request of K. James Guddal and Dennis E. Arne, owners of Parcels. 4055
and 4060, Plat 43717, to divide 28 feet along the west edge; of Parcel 4055 and
16 feet along the south edge of Parcal 4055 from Parcel 4060 and consolidate these
two strips with Parcel 4055, be approved, subject to the dedication of 27 feet of
right -of --way along Vicksburg Lane from the 16 -foot strip fronting Vicksburg Lane.

Public Hearing was opened at 7.40 p.m.

Preliminary Plat of "Playhouse
Industrial Park 2nd Addition"
Staff presented this request for rezoning and approval of the pret(biminary plat.
The area currently zoned R-0 petitioner is requested be rezoned to I-1 was out-
lined on the map together with its relationship to the proposed preliminary plat
and surrounding areas. The area of the preliminary plat is under one ownership. The-arearequested to be rezoned is gu=ided for industrial, does have sewer and
water and is ready for development. Staff recommends rezoning as requested:.
Staff presented the proposed preliminary plat consisting of four lots around acul-de-sac with one large outlot. The area of the outlot is shown on the Stom
Drainage Plan as a future holding pond, which the City required be designated
as such on the preliminary plat. Staff outlined the street system as shown on
tine proposed preliminary plat and related this to the proposed Medina Road as
shown on the: Thoroughfare Guide Plan. Staff9Saf and l;n ineerin, Staff studied the9g
situation and felt this was the best solution and location of the roads, con-
sidering the properties to the east., south and west
Considerable discussion centered around the proposed street system. Staff relayed
the following points which were considered in their discussion with the Engineer-
ing Staff and petitioner:
14 Vicksburg and Niagara Lanae could carry the traffic east and {rest out of
this area onto Highway 5;:,
2. The assumption was there would be an intersection, not overpasses, at both
Vicksburg and Niagara Lane with Highwe', 55 but not: Ranchview and 55.
3, The alignment of Ran.chview to 31st Avenue Nortli was taken: from a plat in the
Planning Department'- already approved but not built.
4. Staff recommended that Ranchview continue on thru to 28th and connect with
what is now known as "Parkview". Staff recommends dedication to accomplish
this end result.
5 City Engineer was concerned about extending Medina Road thru the low area. in
the southwest corner of tie plat.
6, Medina Road was dropped down to meet 28th Avenue North with the Circle Star Plat,
Commissioners brought out the following.
1. A great deal of time and discussion centered around: the alignment of Medina
Road during the public hearings prior to the adoption of the Thoroughfare
Guide flan.

2. The Thoroughfare Guide Plan does not call for an access from Vicksburg ontoHighway $5.
3, The Storni Drainage Plan does not i)ecessl'Lite a reap ignmem of Medina Road.
4. Does the City 5n9ineerhave the authority to change the alignment of roads athisdiscretion,Staff felt he was making a recommendation in this case.
5.There has been no rfuvAmption that either plan has been changed to Commissionert,

6, Medina Road was to extend thru this entire plat, run almost parallel with
Highway 55 to carry the traffic thru from Fernbrook over to County Road 24.
7. Medina Road was to be the link east and west of Vicksburg to keep heavy
industrial traffic from making right angle corners and to keep the traffir
from coming too close to the residential area to the south,,
8. Medina Road was in effect the future crosstown 'road of the north as 62nd
Street Crosstown is in the south.
9. Vicksburg, was to be a grade separation-, otherwise they would have to 'remove
part of the Playhouse Building to get land enough for any type of interchange.
104 The City Engineer was not employed by Plymouth at the time the Thoroughfare
Guide Plan was adopted and probably was not aware of the reasoning for the
placement of Medina Road,
11. This appears to be a whole new concept; an alternate link would be needed,
or a public hearing would be required, Commissioners favored leaving MedinaRoadasitwas. on. the Thoroughfare Guide Plan.
12, Commissioners, saw no problems involving the request for rezoning.
Commissioners were concerned about the misdirectil)n given by Staff to the
petitioner and, due to the fact that Staff is new to the City, some members of the
Planning Commission who were on the Duard at the time these plans were adopted
should take the time to, give Staff some guidance and input.,
There were no individuals in tyre audience other than the petitioner and his advisors.
Bob Rohlin.,Ieyer-Rohlin, Inc., representingthe petitioner, and Delos Taylor, the
pefMoneF were present. They agreed with $taff and felt the alignment on the
plat was the best. They agreed to work with Staff on this problem.
Commissioner Ericl'.sor, outlined one possible alternate route to bring Medina Road
to 28th Avenue North and still avoid the right angle corner at Vicksburg. Mr.,
Rohlin agreed it was a possibility.

MOTION was made by Commissioner Threinen supported by Commissioner Erickson that
the public hearing on the request of The Playhouse; Co., Inc, for approval of a
Preliminary Plat of "Playhouse Industrial Park 2nd Addition" be continued,

Commissioner Threinen stated he was requesting continuation of the public hearingasthey, granted additional information on the continuation of Medina Road, alignment,
particularly as it comes in at Niagara
Commissioner Davenport suggested that the property owners east of Niagara (Rauen-
horst Corporation) be noticed of the continuation of the public hearing so they
could appear and add their input. If Medina Road Concept is to be changed sub-
stantially, a new public hearing would be required.,
MOTION was made by Commissioner Hagen supported by Commission Stewart that the
Planning Commission make the following recommendation to the City Council
That the request of The Play.ouse Co., Inc. for rezoning from R_D (Open Residential)
to I-1 (Planned Industrial), for that portion of the land 300 feet immediately tothesouthandadjacenttoThePlayhouseCo., Inca ;property between Ranchview andNiagarabeapproved.

Staff outlined briefly what was occurring in correction with the Community Develop- ment Revenue Sharing Program., Hennepin Coun'4 was the recipient of monies in a
sei^ es of block grants. Plymouth .had joined with tome other communities and
Hennepin County in this endeavor and as such Neill ,Iiare in this program, receiving
approximately $30MO + in 1575. There need be no marching funds.
Staff explained what the money could be used for and how Staff was proposing it be
used'spdcifically. When the list of proposed projects is completed, it will be
presented to the Planning Commission and City Council for approval;
