October 16,, 1974
A regular meeting of the: Plymouth :Planning Commission was called to order, by
Chaiurian KCroskin at 7.30 p.m} in the Council Chambers of the Public Works
Building, 14500 23rd Avenue North,
MEMBERS PRESENT.- Chairman Kroskin, Commissioners Schneider, Davenport, Hagen,
Stewart and Threinen.
1IEMBERS ABSENT: Gomnissiones Erickson.
STAFF PRESENT'.: Charles Dillerud, Milton Dale and Agatha Mortenson

Staff" presented the proposed plat relating changes made since the previous proposal
responsive to concerns of the City Council. Features reflec-11-ing, change in the neer
proposal included;
1) Street redesign to eliminate the extension of 29th Avenue easterly,
2) Resbiution of the status of Brockton Lane.
3) Redesign of outlots for pa:,- znd open space purposes,
4) Redesign of the pond arta to eliminate inundation hazards.
Incorporating new proposals of the developer with written recommendations of the,
Paris and, Recreation Commission and the City Engineer, Staff 'indicated tht.t the
proposed plat responded well to previous City Council concerns,
Participants in the Public Hearing were as follows
I. Earl Nelson, 604 Zenith Avenue South, fir. Nelson indicated concurrence
with We Staff report,
2. JerryCari s_h, 18625 29th Avenue North,expressed concern with flooding potential
as the result of thep tat.
3. John Crosson, 2905 Walnut Grove Lane, questioned the change in conditions
vowingthe extension of Xanthus Lane to County Road 24. He also ;expressed
concern ?o., increased: demand for public services that would result from the
plat.,

rigsaway to build Brockton Lane as proposed by Staff,

concern over future increased flows.
Engineers for the petitioner, Commissioner z„rA Staff responded to: the concerns and
questions listed as follows.

1. Drainage and flooding potentials are recognized by the Plymouth Storm Drainage
Pian.: The hydraulics of the proposed plat are consistent with the over-all
City drainage plan for protection From the 1.00 year design stom, ..
2 Xanthus Lane Extension as now proposed is a more costly design feature than
the previously proposed alignment. No conditions have cha"ged other, than
the City's evidenced desire for a design change.
3. Public service demands by this plat are fully anticipated by the Plymouth
Comprehensive Plan elements.
4, It appears as if additional right-of"way will not be required for Brockton
Lane,
Public Hearing was closed at 8:05 p.m,
In response to questions by the Commission, Staff then reviewed the name changes
for streets as per an October 15, 1574 memo and the reasoning in support of
bridge. to the i,..and rather than culverts.
MOTION was made by Commissioner Bch-ieider supported by Commis loner Threinen that..
the Planning Commission make the fcAlowirig recommendation to the City Council:,
That the request of Earl Nelson for Preliminary Plat Approval for proposed
Greentree test" plat dated September 5,; 1974 and a Residential Subdivision Unit
Project be approved,, subject to the following conditions;
1) That those lots (Lot 1, Block P- -s 9, Block 10; and Lot 14, Block 11) be
revised to conform to tine Zoning Ordinance and Subdivision Regulation
requirements.
2) That the City Engineer's recommendations, including a memo from City Engineer
Sherman Goldberg dated October 15 1-74, and iris recomme,dations regarding
the redirection of the drainage now flawing thru the drain the westward into
Medina in the vicinity of 30th Avenue North, be made a part of this
recommendation,
3) That the City ParksandRecreation Advisory Commission recommendations be
made a part of this recommendation. This would include the construction
of bridges rather than culverts to the island and that one bridge be con-
structed of such design to permit its use for maintenance and/or emergency
vehicfes

4) That petitioner grade, seed and/or sod all aedicated parklands to comply
With City standards prior to issuance of building permits.
5) Street names as per Planning Department memo of October 16, 1974 be made a
part of this recommendation.

AG -1 Dn) May 24, 1574 DRAFT ZONING ORDINANCE TG -'-
Staff distributed two memos pertaining to this subject dated October 16, 1974
entitled"Special Protection Districts" and "Industrial Zoning".
A map of Plymouth with several overlays was presented to the Commissioners. The
first overlay showed the City as per the Land Use Guide. Plan with areas to be
down -zoned shown in red (less density) and the areas to be up -zoned shown in green
More density),
Other overlays shoved the various flood plain areas (C-1, C-2, C-3 and C-4). Staff
briefly highlighted the zones., pointing out the aspects Cammissioners should be
considering which are necessary to meet the State Department of Natural Resources
requirements; As for the C-4 Zoning, Staff explained the need for a definition of
Conservancy". Several Commissioners expressed their impressions of what
Conservancy," would cover.
Discussion then centered around "Industrial Zoning" on a performance stand8rds
vs, protection zoning.
Both topics will be discussed in more detail at a later date after Commissioners
have the opportunity to look into th;s matter more fully.
This concluded New Business at 8:45 p.m,

Reports of Officers, Boards and Committees.
Commissioner Threinen suggested that the new draft Zoning Ordinance contains sub-
stantial amount of new responsibility for the Board of Toning; Adjustment. While
they had discussed it at one of their meetings, he felt it Would be advisable
to have someone from the Staff come and: explain it more fully. Mr. Dillerud agreed
to -do so.

The Minutes of the Planning Commission Meeting of October 2' 1974 were presented
for approval.
MOTION was made to amend; the Minutes by Commissioner Davenport supported by
Commissioner Schneider 'to reflect that Commissioner Davenport was opposed to the
amendment and that: Commissioner Schneider had seconded the amendment listed on
Page 3,
MOTION was mi -de by Commissioner Threinen supportedby Commissioner Davenport to
accept the minutes as amended.
MOTION CARRIED (5-0--1) (Commissioner Steuart abstaining) CARRIED
MOTION was made by Commissioner Threinen supported by Commissioner Schneider that
the meeting be adjourned
Meeting was adjourned at 8;50 p.m.
