HomeMy WebLinkAboutPlanning Commission Minutes 03-20-1974CITY OF PLYMOUTH MINNESOTA March 20, 1974 A vegular meeting of the Plymouth Planning Commission was called. to order by Chairman XTo-skin at 7:35 pm. in the Council Chambers of the Public Works Building, 14900 23rd Avenue North, MEMBERS PRESENT Chairman Kroskir, Commissioners Davenport, Hagen, Schneider, Threinen MEMBERS ABSENT: Commissioners Stewart and Erickson STAFF PRESENT: Martin Overhiser, Milt Dale, Lou Tiber IESTATES---RANCHVIEW ESTATES Final Plat Planner Overhiser reviewed with the Planning Commission the proposed final plat for Ranchview Estates. MOTION was made by Commissioner Threinen, supported by Commissioner Hagen that the Chairman be authorized to sign, the hardshells When they are completed. Motion carried 4-0 MOTION CARRIED Commissioner Davenport arrived, 7:45 p.m. A- S ER A, HILLS ARREX-131 IMPERIAL HILLS ANNEX Final Plat Following a brief review of Imperial Hills Annex it was decided that there were some errors in the final plat which should be sent back to the surveyor before further Planning Commission review. MOTION was made by Commissioner Hagen, supported by Commissioner Schneider, that the request of helMar Builders of Site Plan dated 1-25-74 be approved subject to the following conditions: 1) That the recommendations ofthe Fire Chief, as shown on the site plan relative to fire hydrant placement, be required.. 2) That a joint private drive to Fernbrook be allowed to serve this property and the property directly south., 5) That the recommendation of the Park & Recreation AdvisoryCommission, i.e., to accept a. cash donation of $3,400 be required in lieu of land. 4) That a parking setback variance be granted (1.0 feet) on the east side of site to allow right angle parking along the entire east row of the parking lot and a drivevray be con- structed to Cheshire Lane at the SE corner of the parkinglot, 5) That all. storage of waste and garbage be within the building. 6) That no variances be permitted for sign placement and that final sign design be submitted to the Director of Planning Community Development for his approval. 7) That a Landscape bond be posted and a completion date establishaed prior to ,a building permit "being issued. d) That any users of the building requiring a Conditional Use Permit quake an application to the City prior to occupancy. Motion; carried 4-0-1. (Chairman Kroskin abstaining); MOTION CARRIED Planning Commission Minutes March 20, 1974 l VILDIFENGINE SUPPLE' A--5.51 VILLAGE ENGINE Milt Dale introduced this request for site plan approval. Petitioner, Richard Ii. Lee, has: proposed to double his present building size with a 50 x 60' addition to the existing 401 x 60' structure, The building addition is to be of concrete block to match the existing structure with break -off -block along the front; Currently the building is being leased by fir. Lyle Haley, who had been granted a conditional use permit in 1970 to operate a machine shop and engine rebuilding facility in a B-3 District. The building islocated at the SW corner of Kilmer Lane and 36th Avenue North, directly adjacent to the Plymouth Junior High School and south of the Medicine Lake Bus Company. The petitioner, Mr. Lees indicated their expansion would increase the number of employees from seven at the present time to a niaxi aum. of tan or eleven, The expansion is required for storage purposes. Parking rear yard setback of S feet Planning Commission Minutes - 4 Murch 20, 1914 PARK ! - W HbI IiT AREA__ PROPOSED NEIMORHOO 1 ARK PROPOSAL Planner Overhiser explained that residents of the Creekwood Heights area have requested that the City acquire and develop approximately 3 acres for a neighborhood park north of the intersection of Oakview Dane and 28th Avenue Horth. It was explained that the park & Recraation Advisory Commission and the City Council are considering the acquisition of additional property west of the West Medicine lake Park, which area might be developed for some neighborhood park activities for the Creekwood Heights area, Commissioner Threinen stressed that the Guide Plan proposed parks- are just general locations and that the park Commission and Planning Commission should specifically locate the parks when property is proposed for development. It was also suggested that the residents of the area might contact the property owner north of 28th Avenue at Oakview .bane and see if he would allow the residents of the area to establish a temporary park until such time as the property is developed, It was; the consensus of the Planning Commission members that this matter should also be reviewed by the Park Commission as the are more familiar with the park and trail plans and deve..,opments within the Creekwood Heights area. Planner Overhiser distributed an announcement concerning the Annual: Spring Conference for The Minnesota Planning Association to be held April. 10 and 1.1. in Alexandria,. Minnesota. Planning Commission members were encouraged to consider attending this conference, and a final count will be taken at the special meeting of Mareb V in order that reservations might be made,, RR P P REVISI.0 s Planner Overhiser reported to the Planning Commission that the proposed PUD Ordinance has been presented to the Council and that following Council review the oxdinance is being redrafted by Councilman Y-,ils and himself. A draft of the Revised P.U.D. was distributed to the Planning Commission members, and they were encouraged to review the draft and discuss it at the special meeting of March 27 at which time Councilman Neils will be invited to participate in the, discussion.
