A special meeting of the Planning Commission was called to order by Vice-
Chairman Hagen at 8:15L p.m., in the Cou.nci'l Chambers of the Public Works
Building, 14900 23rd Avenue North

O Vice -Chairman Fran Hagen welcomed the 'homeowners to the meeting and turnedthe
meeting over to Martin Overhiser to explain the history of the Land Use Plans
and the Land Use Guide Plain as adopted by the Plymouth Council on July 2 1973.
Planner Overhiser explained to the group some of the history relating to,
planning for the "Section 12 Area". In 1969 and 1970 the Planning Commission
prepared a plan with the -,assistance of planning consultants,.held public
hearings on the plan and d"id adopt early in 1970 the Section 12 Plan. The
ity, Council after receiving the recommended plan from the Planning. Commission
did not adopt the plan, so it nevem became an official guide plan. In 1971
and 1972 the Planning Commission, Council and staff prepared a proposed Land
Use. Guide Plan for the entire City. This plan was held up ,=or hearings in
January 1973 and subsequently adopted by the Planning. Commission and then by
the, City Council on July 2,1973. Planner Overhiser then reviewed a map
which contained the various alternatives which have been suggested.
After this explanation John Wire, a homeowner in the area, expressed a
concern about the number of gas stations that would be allowed into the
business area north of Co Rd. 9, His concern was related to traffic at
the intersection of Co Rd- 9 and Lancaster Lane and the inadequacy o•1= the
service road fironting on Co. Rd. 18 to handle the increased volume of traffic.
In addition he stated that New Hope intends to develop a park and apartments
directly across Co. Rd', 18 from the area guided on Plymouth's plan for
business uses. He further expy.,essed a liking for the original Section 12
plan as recommended for adoption by the Plymouth Planning Commission in
1970. This plan was never adopted by the Council. He expressed opposition
to a sprawling type shopping center and felt a confined shopping center would
be accepted by the residents. He felt the residents would prefer a park in
the area north of Co. Rd. 9, or if that were unlikely, R-2 or R-3 zoning

which would provide a good tax base, and as a third alternative limited,
business if the other two options were not consistent with good planning.
Fran Hagen expressed a concern that a shopping center in that area should
be kept viable and planned in such a way that the possibility ofvacancies
occurring is unlikely. A :site that is too small such as Bernardi's site at
the southwest corner of Co,. Rd. 9 and 18 is too small as far as he was
concerned. Commissioner Threinen added that the residents should be aware
that a neighborhood shopping center should be planned to meet all neighborhood
needs, and this would include highway service type needs,
Tom Berg would prefer to see highway service use, at the southwest corner of
Co. Rd. 18 and 449th Avenue North, just south of the Northwestern Bell site
with limited business 'or the rest of the area directly west of Co. Rd. 18
and North of Co. Rd. 9.
Tom Wanous suggested that Co. Rd 9 should be developed as a boulevard
through Plymouth and in through New Hope and Robbinsdale. Th;s in his,
estimation did make this a very attractive area for businesses and residential
uses. He, too, favored moving the highway service area north, but close to
the Walton Ford site at the intersection of Co. Rd. 10 and 18.
John ii.re stated that severe sound, pollution in the area south of Co. Rd. 9
would be the result as this area to the; nori.i develops and traffic increases.
He did believe berming would provide ,a good sound barried if it were properlydone.
Tom Wanous stressed again the need for Co. Rd. 9 to be a boulevard in maintaining
a wide green strip to buffer commercial uses from the Co. Rd. 9 traffic. He
also would prefer having highway service north near the Northwestern Bell site.
Owen Kane wondered if any provisions would be made for a pedestrian overpass
over Co. Rd. 9 for residents south of that road. He feels'a real safety
problem will exist when the Rockford Ponds shopping center is built. Thif,
overpass would also encourage more walking in a period of energy shortage.
Fran Hagen stated that the cost of an overpass over 9 probably would be
prohibitive from the County's standpoint as such an overpass would. cost
somewhere between $150,000 to $200,000. However, a signal pedestrian cressing
would be logical at this intersection of Co. Rd.. 0 and Lancaster Lane..
Owen Kane was of the opinion that this Rockford Pond shopping center would
not fiat in with the neighborhood to the south of Co. Rd. 9 because Co. Rd, 9
is too much of a barrier for the residents to have easy accessibility. He
did feel' that limited business at the NW corner of Co. 'Rd. 9 and 18 is an
improvement over highway service uses. John Wire concurred with Mr. Kane's
comments on limited business in that area.
Wayne Stewart stated that the idea behind the neighborhood crncept is to
provide a balance of uses, and he was of the opinion that highway service uses
should be tied in closely with the proposed Rockford Pond shopping center.

Comiaissioner Erickson stated that he favored the proposal which Mould have the
service business area adjacent to and northeast of the proposed shopping
center.He did not feel that the service business area should be scattered
around.the neighborhood to be served.
After, further discussion by the Planning Commission it was decided that the
highway service uses In that area should be located adjacent to and northeast
of the proposed Rockford Pond shopping center. Further, it was recommended
that the highway service use as shown on the guide plan on Co. Rd. 9 just west
of Zachary Lane should be deleted and guided for LA-T use and the highway
service use ;at the northwest corner of Go. Rds 9 & 18 be changed to limited:
business.
The meeting was adjourned at 10x15 P.M.
