Chairman Kroskin requested that Planner Overhise'r Rezoning R-1 to R-2/ review for the Planning Commission the Staff Ge :ural Development recommendation. The Planning Commission then discussed 'Plan the general concept of the plan which had been presented by the petitioners and generally agreed that the concept was sound in relationship to the site and the area. Considerable discussion was held concerning the density of the project: Petitioner's proposal - 98 units Staff recommendation - 80 units Single Family Density - 62 units (assuming gross site of 28.5 acres less 2.2 acres for a public street, leavPig 26.3 net acres, divided by 18,500 square feet, which equals 62 units) Planner Qverhiser reported to the Planning Commis,sion that the Parks and 'Recreation Advisory Commission had reviewed this project at its meeting of September 6, 1973 and has recommended that the park dedication requirements be met by dedicating a 40 -foot trailway easement along the west s.ide of the proposed site and that the balance of the required donation be made in -cash. Following further discussion as to the proposal as it relates to the surrounding area, the following recommendation is being made to the Planning Commission from the Committee of the Whole: RECOMMENDATIO TO PLANNING Moved by Commissioneir Threinen, supported by CommLoefnersCOMMISSION Hagen, and unanimously agreed that the request offel.- EngCompany for rezoning from R-1 to R-2 be recommended for denial for the following reasons: The Land Use Guide Plan guides this area for a LA -1 low density residential development, and this request is greater than LA -1 density. Under Section 7 Subdivision 7 of the Zoning Ordinance, the petitioner could develop the land in such a fashion as to preserve the natural characteristics orf the site. 3, It should be considered that 62 units would be the. inax mum density permitted on the site, and this could be accomplished by submitting a revised General Development Plan for the project,, using a concept similar to that contained in the plan received by the Village August 23, 1"973. The following action was. taker Moved by Commissioner Erickson, su-pported by RECOMMENPATION TO Commissioner Maika, and unanimously agreed that PLANNItG COMMISSION therequest of American Universal for approval of the preliminary plat for West Tonka Estates be approved subject to the following conditions; 1. That the final plat show 6' utility easements along the side and rear lot lines of each proposed, lot. 2 That drainage easements shown on the final plat correspond with the Storm Drainage Plan and that a revised grading plan be submitted. to the Village Engineer which creates a ponding area designed and shaped to blend in with the existing' topography and preserve some of the natural vegetation if possibl'e, 3. That the park dedication requirements consist of a 20 -foot trail and walkway easement along the north and east sides of the property and that the northern. Tots be altered from 117' wide to 112' wide with the southern lots to be altered from 120' wide to 115" wide (based upon the recommendation of the Parks and Recreation Advisory Commission at its meeting of September 6) 1973). Review and Discussion of Village Policy Manual The Planning Commission discussed the Shopping Center POLICY MANUAL Evaluation Criteria Policy and the Consolidated Housing Policy. Following a lengthy discussion of the points in the Shopping Center Evaluation Policy,, more specifically the requirements for a market analysis,. it was agreed that requiring a market analysis would insure that the petitioners had thoroughly analyzed the potential fora shopping center and would be a valuable consideration in reviewing proposals for a major shopping center. special Meeting .Minutes -3_ September 12 1973 In regard to the Housing Policy, disc'ussi,on centered around how the Planning Commission cculd be consistent In: applying this Policy.: One way would be to list in every Planning Commission recommendation to the Council concerning proposed ,housing projects that at least 10% of the visit., be affordable ''Dy low and moderate income persons. Another mechud would be to not list any formal recommendation in the Planning Commission report to the Council', but Ina motion following the Planning Commission recommendation note that the project does not meet the Housing Policy ---and then let the Council specifically apply the Housing requirement. It was agreed thatthis matter neds,to be discussed in much more detail; with the Village Council before the Planning Commission will be- able to consistently apply the elements of the Housing Policy to proposed residential developments.
