Z. Under Section 7 Subdivision 7 of the Zoning Ordinance,
the petitioner could develop the land in such a fashion
as to preserve the natural characteristics orf the site.
3, It should be considered that 62 units would be the. inax mum
density permitted on the site, and this could be accomplished
by submitting a revised General Development Plan for the
project,, using a concept similar to that contained in the
plan received by the Village August 23, 1"973.

for a major shopping center.
special Meeting .Minutes -3_ September 12 1973
In regard to the Housing Policy, disc'ussi,on centered around how
the Planning Commission cculd be consistent In: applying this
Policy.: One way would be to list in every Planning Commission
recommendation to the Council concerning proposed ,housing projects
that at least 10% of the visit., be affordable ''Dy low and moderate
income persons. Another mechud would be to not list any formal
recommendation in the Planning Commission report to the Council',
but Ina motion following the Planning Commission recommendation
note that the project does not meet the Housing Policy ---and then
let the Council specifically apply the Housing requirement.
It was agreed thatthis matter neds,to be discussed in much more
detail; with the Village Council before the Planning Commission
will be- able to consistently apply the elements of the Housing
Policy to proposed residential developments. It was requested
that a discussion of this type be held with the Councilat the
