A regular meeting of :he Planning Commission was called .':oorder by Vice t.ha1rman Kroskin
at 7;31 P.m. In the Council Chambers of the Public Works Building on Wednesday, August 1, 1973,

The petitioner asked that this request be deferred until General Development Plan
August 15, 1.073 due to a meeting, conflict,

Planner Dale explained the purpose of tbis request. He stated CUP For A Sales Office
that tht request was for a Conditional Use Permit for a temporary At, Wood Creek
sales office in the Wood Creek play: which is located just north of
32nd Avenue and South of Armstrong High School., The office is to
be located, within a garage of one of the model houses along the
East 'Medicine Lake Boulevard air -34th Avenue North,
It was noted by Commissioner Threinen that this request and Staff
recominendationn; were similar 0o the Conditional Use Permit required
for the WillOW Ponds sales offis4e
There being nQ persons to speak on the request, MOTION was made by
Commissioner Threinen, supported by Commissioner Hagen to recommend
approval of the Mquest of Lundgren gmthers Construction company for
a Conditional Use permit for a temporary sales office subject to the
following condition.
That the request of Lundgren Brothers Construction Company for
a Conditional Use Permit for o temporany sales office in a
residential dwelling located, on Lot 1., Block 2 in Wood Gree
plat be approved subject to the offlce use being discontinued
when 95% (50 of 69 bots) sof the ment is completed.

planner Dale introduced and explained this request. tie stated that. C6NGREGA3 5
the area in which thefacility is located ia, presently zoned R-4
which permits institutional use. They have cane dormitory at present Revised General
with approximately 100studentsliving there.. Planner bale noted' Development Plan
that in November of 1967 tie petitioner reques-Ud and received Council
approval fora General Development Plan for the entire s%te„ In April,

of 1973 they ;submitted a revised General Dei lopr ient Plan, and a rezon"t g
request for their, parcel aq the south property line to rezone to R_4
with the revised General Devel opriient Plan, shovft two dormitory buildings,
a chapel, housing for the elderly and married students housing.
Cows issioner Threinen noted that there was no significant reduction in
paring and they showed )io development in the: parcel to the south,
Commissioner Thri nen questioned it petitioner was applying for a parking
variance as they were 13 spaces short. Planner Dale stated; that they
were not but he, noted that tha petitianor was .aware that they were below
standards. Commissioner Threinen pointed otat that in April the Planning
Commission .had objected: to Diultiple dwellings for married couples as part
of the plan.
It was noted that the petitioner had some objection to dedicating land
along Medicine Lake and through the center of their campus for trail
purposes They would rather dedicate land along their east property
ine.or pay a cash donation.
Coam issioner Threinen questioned if the petitioner was made aware of the
15 foot set back as opposed to the: 5 foot set backon the plan, Planner
Dale stated they may not have taken it into account as petitioner's main
concerns were the traildedication requirements.
Vice Chairman Kroskin questioned Pastor Strand, representing the Association
of Free Lutheran Congregation,., why they objected to grail systems, Pastor
Strand .stated that they have h4f3 a problem with discipline and pollution in
the past, HO noted that they had come to Plymouth as this t as a. secluded
spit and a trail would destroy some of the seclusion.. Vice Chairman Kroskin
questioned the type of pollution that was brought in. Pastor Strand stated
that people coming in littered and often misconducted themselves. Pastor
Strand further noted that at their church conferences churchofficials were
opposed to a trail along the lake. Vice Chairman Kroskin then noted that he
personally favored trail dedication along the lake:
Commissioner Hagen questioned where the Wood Creek plat was located in respect
to the Association of Free Lutheran Congregations property, Planner Dale stated
that Wood Creek is Just north of the Association property and south of the high
school. The property directly east of the Association's property is undeveloped.
Commissioner Erickson questioned if Wood Creek has a trail system.. Planner Dale
statedthat it is not a complete trail system; however, there are several outlots
that connect up with Armstrong High School to the north and a larger central
outlot. Vice Chairman Kroskin questioned of this request had been reviewed by
the park commission. Planner Dale stated that Pete Thomsen (Chairman of the Park
and Recreation. Connittee) and Roger Burton (Director of Parks and Recreation) had
reviewed it. They very strongly favor a trail along East Medicine Lake Boulevard
and also favor a park to the property's east boundary.
Commissioner Threinen questioned if the ;parking spaces had been computed. Planner
Dare stated that the ordinance required 168 and the petitioner proposed 155,
Commissioner Threinen then questioned if the petitioner° was aware of Section 10
Subdivision 5, Paragraph 3 relating to side yard regulations which requires

IS foot set back from. property line. Planner Dale stated the petiti)ner
may not have been as the: primary concern in tileir meeting was related to
the park and trail dedication requirement and the lack of a General
Development Plan for the south contiguous parcel.
Pastor Strand asked if a rezoning request could, be made for the south parcel; with
the east 2j3's R-4 and the rest remain R.-1. This parcel could then be 4,ncludedinarevisedGeneralDevelopmentPlan. Commissioner Hagen stated that it would
solve some of the problems in relation to the set back from the property lineif :petitioner could provide some assurance that the building they propose wouldbelocatedproperlyinrespecttotheirsouthpropert- line. This could be
accompished if the parcels were combined, south parcel rezoned amid a .revised
General Development Plan submitted. Commissioner Johnson noted that he had
been working on this request with 'he petitioners some time and felt that the
petitioners wished to do as the Planning Commission suggested, provided such
was acceptable tc their board.
MOTION was made by Commissioner Threinen, supported by Vice Chairman Kroskin
to defer action until information is obtained regarding the resolution of the
problem dealing with Section 17, Subdivision 24A on Parking Variances in regardsto :parking, the matter of trail dedication, dormitory setback from property line
and future plans for the south parcel have been resolved.
MOTION carried 4--1 with Commissioner Johnson. opposed. MOTION TO RECOMMEND
DEFER/CARRIED
Further d:is..cussion was made which brought up the point that the peritione),
had made changes in order to meet the requests of the Planning Commission.
They are; willing to make such changes within reason if necessary.

Direction was then given to the Association on an informal basis

Planner Dale introduced and explained this request. He Conditional Use 'Permit
stated that the petitioner is requesting to get a Conditional For A Home Occupation
Use Permit for a home occupation bridal shop at 710 Orchid Lane. Bridal ShopHenotedthatatthelastPlanningCommissionmeetingthepetitioner
was not in attendance so. the Planning Commission made motion to defer.
Vice Chairman Kroskin questioned Mr. Ouverson as to the hours of this
business. Mr. Ouverson stated that it would be strictly a two day
a week opei,ation with only two customers per day by appointment only,
Vice Chairman Kroskin furthAr questioned on how the petitioner would.
get contacts. Mr. Ouverson stated; that his wife would be watching
engagement announcements In the paper and would send cards tu these
Opeople, She would also run an ad in the Sun newspaper. Mr.; Ouverson
noted that there would never be more than one customer at the home. at
a tithe. Vice Chairman Kroski,i questioned if any alterations would be made;
to their home. Mr. Ouverson stated that there may possibly be a room
finished: off in the basement,

There being no actual public bearing the two parties who came to
speak on, the subject were .heard.. Bothersons, Mr. Broome (720 Orchid
Lane) and Mr. Jacobson (645 Orchid Lane were In opp osit on as they
felt it would Increase the traffic. thereby creating unnecessary safety
hazards;
Vice Chairman Kroskin then questioned the petitioner where and how the
mtiterials would be obtained. Mr. Ouverson. stated that the merchandise
would be bought on a consignment basis, picked up by the petitioner and
all alterations would be done by the petitioner.
MOTION was made by Connissioner Threinen supported by Cammissioner
Erickson to recommend approval of the request of Darla Ouverson for
a Conditional. Use Permit to operate: a home occupation bridal shop for
a period of, one year.
MOTION carried 4-1 with Vice Chaimtan Kroskin opposed, 11OTION TO RECOMMEND
APPROVAL/CARRIED

Planner Dale introduced and explained this request. The Conditional Use Permit
area in the request is located at the northwest corner of For A Homo, Occupation
County Road 9 and Glacier Lane. The petitioner is asking Beau y Shop
for a renewal of a Conditional Use Permit for a home
occupation ivauty shop operation.
MOTION was made by Commissioner Hagen, supported by Commissioner MOTION TO RECOMMEND
Johnson that the request of Carol Broman for renewal of a. APPROVAL/CARRIED
Conditional Use Permit for a home occupation beauty shop be
approved subject to the following conditions.
1. That the Conditional Use Permit be reviewed on an annual basis.
2. That the beauty shop operation be limited to one beauty operator,
i.e., the petitioner.

Planner Dale introduced and explained the purpose of this Conditional Use Permit
request. The location of the architectural service would For A Home Occupation
be within the petitioner's home, which is located behind Architectural Service
Beacon Heights school on 12th Avenue
Mr. Mjorud stated that he had only one customer per week.
