Discussion centered on the availability ofthe utilities to serve
the subject parceland the interpretation of the intent of the B-,
and I-1 Diatrict's of the zoning ordinance. It was conclude`
that the proposed: office complex could be permitted by either
rezoning to B-1 asrequested, or by issuing L conditional use
permit for the offi°ce complex within the I.--1 Planned industrial
District,, By leaving the zoning 1 -1 -and granting a, conditional
use permit, it was concluded that the integrity of the Land. Ilse
Guide Plan would be.maintained as the area is zoned 1-1 and
proposed as Planned' Industrial District cin the Land Use Guide
Plan as has ,been adopted by the Planning Commission. The fallowing
proposed action is the recomrndation of the Committee
That the PlanningCommission recommend to the Village
Council that the request of Northwestern Bell Telephone
Company for an amendment of zoning classification be
approved only to change the B-3 area to I--1 and that
a conditional use permit for the proposed data processing
center and administrative office be approved under Section 1,
Subdivision 3, Paragraph 3 of the zoninq ordinance."

The revised site plan which was submitted by the Review of Site Plan
petitioner, on May 23, 19730 and ofthe 8 conditions
listed by the staff, it was concluded that conditions
2,, 4, and 8, could be eliminated in redrawing the
site pian and that the revised plan could then be
recommended for approval, subject to the following
conditions
1)' That additional street ROW along Xen%um Lane be granted
to the Village; i.e., a total of 60 feet as per the Litton
Industries ROW arrangement,
2) That all refuse storage be within or attached to the
building.

183) A performance bond for landscaping and drainage ii-pprovements
be placed w1th the Village prior to building pemit approval
4) That an engineer bp retained by t`?e petitioner to determine
the most appropriate manne- of handl i ng surface water runoff,

handle the anticipated runof"
5) That any recommendations or conditions of Minnesota
Highway Department be made a condition to Village approval.
6) That a variance be granted to permit parking on the east
side of the site within the 75 foot set -back area across the
street from a residence district.:
