VILLAGE OF PLYMOUTH, MINNESOTA
May 2, 1973'
A regular meeting of the Planning Commission was called to order by
Vice Chairman Kroskin at 7;29 p.m. in the Council Chambers of the
Publfc Works Building.
MEMBERS PRESENT: Vice Chairman Kroskin, Commissioners Threinen, Erickson, Hagen, Chapman
MEMBERS ABSENT; Chairman Wahl, Commissioner Johnson
STAFF PRESENT. Martin Overhiser

The Public Hearing opened at 7:.30 p.m. Rezoning
R-1 to B-1PlannerOverhiserexplainedthattiepetitionerwishesPublicHearingtouseanexistingsinglefamilyresidenceforarealestateoffice. Vice Chairman Kroskin explained to the
petitioner that the Land Use Guide Plan has been approved
by the Planning Commission and referred to the Village Councilforaction. There is however, some difference of opinionbetweenthePlanningCommissionandStaffastowhatthe
subject area should be guided. The Village Council has held
one study meeting on the Land Use Guide Plan and will beholdingothermeetingsbeforetheyconsideradoptingthe Plan.
Mr. Olson spoke in behalf of his petition and indicated that PROPONENTShewouldbeclosingonthepropertyJune1 ) 1973, adding thathiscurrentleaseisexpiringinAugust. He stated that he
Proposes to develop a real estate office and would rehab the
existing residential structure, for which he presented a renderingshowinghowtheresidencemightappear, after being converted toanoffice. Mrs. Tomczyk stated that she works for Mr. Olson .and
Would enjoy seeing a nice -looking building on this property. Shefierithattherezcningwouldbealogicalextensionoftheshoppingcenterdistrict.
Vice Chairman Krosk°& closed the Public Hearing, Hearing: Closed
MOTION was made by Cc r:issioner Hagen, supported by Commissioner MOTION; TOErickson., and unanimo. ly approved,that the Planning Commission ACTtakeactiononthisresPest. Commissioner Chapman questioned if
a site plan had been prrw"ented, Planner Overhiser stated thatthesketchshowingtheItationofthebuildingwassubmitted bythepetitioner, but that complete site plan had not been submitted
which would show the locat on of parking areas. Following furtherdiscussion,, MOTION was made by Commissioner Hagen, supported by MOTIONCommissionerChapman, that the Planning Commission defer action TO DrFER/ on this request for CO days or until the Village Council acts: CARRIEDantheLandUseGuidePlan.. Motion carried, 5-0.

requested; that the RlanniYt, Commission table his proposal
until they have studied the parking situation.
MOTION was made by Commissioner Threinen, supported by MOTION TO
Commissioner Hagen, and unanimously approved, to table TABLE/
the Circuit Science site plan request. CARRIED

MOTION was made by Commissioner Chapman,, supported by Final Plat
Commissioner Threinen, to authorize the Chairman to MOTION TO
sign the Final Plat for the Amber Woods development. AUTHORIZE
Motion carried, unanimously. SIGNATURE/

A-350 [Taylor and Playhouse A-350 TAYLOR & PLAYHOUSE
Planner Overhiser introduced the proposal, indicating Rezoning R -O to
that Staff recommends that the Planning Commission make R-1, R-3, R-4,
the following recommendation to the Village Council, & I-1
That the Taylor and Playhouse properties be rezoned
to R-1, R-3, R-4, and I-1 as indicated on the staff
proposed zoning dated 11-24-72 and based upon a
General Development Plan dated 4-6-73 with the change
noted on the General Development Plan that 26th Avenue
not connect with 27th Avenue.
Following a review of the 4-6-73 proposed General Development MOTION TO
Plan as compared to the 11-24-72 Plan submitted by the petitioner, RECOMMEND
MOTION was made by Commissioner Threinen, supported by Commissioner APPROVAL
Chapman, to recommend to the Village Council that the Taylor and
Playhouse properties be rezoned to R-1 R-3, R-4, and I-1, as
indicated on the staff --proposed zoning dated 11-24-72 and based
upon a General Development Plan dated 4-6-73.
MOTION was then made by Commissioner Hagen, supported by MOT TON TO
Commisri ner Chapman, to amend the above motion by deletingAMEND/
the I-1 from the request because a complete preliminary plat CARRIED
has not been submitted. Motion carried, 5-0,
Mx,. Taylor then requested that Harold Birkeland, his architect,
be permitted to speak to the Planning Commission. Mr, Birkeland
indicated that he felt that they had submitted a complete preliminary
plat, and following further r.evi ew, it was determined that some of 1
the detailed preliminary engineering -type information had not been
submitted with ,the preliminary plat.

MOTION was made by Vice Chairman Kroskin that the change as
recommended by the Staff be included the

that 26th Avenue not be connected with 27th Avenue. Motion
died: for lack of second...
The main motion as amended was then voted on and carried unanimously MAIN
in the following form: MOTION
That 't'he Taylor and Playhouse properties be rezoned to
CARRIED
R-1, R-3, and R--4 ,as indicated of the staff -proposed
zoning dated 11-24-72 and based upon a, 'General Development
Plan dated 4-6=73,
MOTION was made by Commissioner Chapman, supportee by Commissioner MOTION TO
Hagen, that the Planningnning Commission recommendmmend approval of RECOMMEND
rezoning of the I-1 area subject to a complete preliminary plat APPROVAL/
being submitted according to the Zoning Ovdinance and approved CARRIED
by the Planner prior to submittal to the, Village Council.
Mo -tion carried 3-2 with V'i.ce Chairman- Kroskin and Commissioner
Threi nen voting against.
Ccmmissi rer Threinen stated that he did' not think the Planning
Commission should Forward anything to the Village Council until
it lhas .been completely reviewed by the Planning Commission.
Commissioner Hagen stated that he believed in this :ase that
the only inforrr<,tion missing wzs some technical engl neer ng data
w:bich the Planning Commission would not normally review anyway.
MOTION was made by Commissioner Chapman, supported by Commissioner 4-18--73
Threinen to .approve of the April 18 Minutes as printed. Motion Minutes
cai-ri-ed with Vice Chairman Kroskin abstaining.

Zoning Ordinance Regulations
