IISSIO, VILLAGE OF PLYMOUTH, MINNESOTA March 21, 1973 A regular meeting of the Planning Commission was called to order at 7:35 by Chairman Kroskin in the Council Chambers of the Public Works Building on Wednesday, March 21, 1973 MEMBERS PRESENT: Chairman Wahl, Commissioners Hagen, Johnson, and Kroskin MEMBERS ABSENT: Co rmissioners Chapman, Erickson, and Threinen STAFF PRESENT: Martin Overhiser AMENDMENT TOZoningOrdinanceAmendment ZONING The Public Hearing was opened at 7.45 p.m. and then closed as no onQ appeared ORU MANCE to speak on this subject: Following a brief discussion of the proposed amendment, it was moved by MOTION TO Commissioner Kroskin, supported by Commissioner Hagen, and unan;mously RECOMMEND approved that the proposed Ordinance amendment regarding day care centers ORDINANCE/ and nursery schools by conditional use permit be recommended to the Village CARRIED Councl for approval. LITTON EXPAWSION' Aw368 Litton Industries - Be1Mar Expansion to 1973 Expansion 4-368 Phase III Plan-.-Overhiser briefly reviewed this request, explaining that the Site 'Plan pet,.^7ers were proposing to build Phase III of a three-phase industrial development. Phass I is constructed and occupied; Phase II has been approved by the Village and is under construction now -- and Phase III would be constructed concurrently with Phase II. 11 In response to a question, from Commissioner Kroskin, Mr, Russell Peterson, Plant Manager for Litton Industries, stated that the Phase III construction is now being requested because of recently completed sales forecasts which indicate that the Phase III plant space will be needed during the current calendar year. These sales forecasts were unavailable when Litton had requested their Phase II expansion approval. Following further discussion of the request, it was moved by Commissioler MOTION TO, Hagen, supported by Commissioner Kroskin, to recommend to the Village RECOMMEND Council that the site plan as proposed by Litton Industries, Atherton APPROVAL/ Division, be recommended for approval subject to the following conditions: 1) Drainage pl',%(ns be approved by the Village Engineer prior to issuance of a Puilding Permit; 2) That a landscaping and drainage 'Bond be posted with the Village Building Department to ensure compliance with approved plans. Motion carried, 4-0 CARRIED Planming Commission Minutes -2- March 21, 1978 0OEA-=459Minnesota Highway Department A 45 MINNESOTA HIGHWAY Planner Overhiser reviewed this request with the Commission and explained DEPARTMENT that the petitioners were requesting Ito expand the existing building by aiding `?O feet to the north side w4ich woald encroach upon the 50 foot Site Plan setba'r.r, area along the north side of the building. The site plan as Review submitted proposes 32 parking spaces and the Staff is recommending that 68 spaces be required based upon the existing 50 employees plus ten spaces for visitors. In checking the site on two occasions, the Staff has found tihat there wero 50 and 53 vehicles parked on the site. Planner Overhiser stated that if the Planning Commission would want to recommend approval of the addition within the required yard area, that the request should be deferred until additional parking spaces could I' provided on adjacent property or in close proximity, Following further discussion of this regv,st. by the Planning Commission, it MOTION TO was moved by Commissioner Kroskin, supported by Commissioner Johnson,; that: DEFER/ the Commission defer action on this request until such time as the petitioner resubmits plans which show the building addition to be ,.aue within. the buildable, portion of the lot and that the required parking spaces be ,provided on adjacent property or within close proximity. Motion carried, 4-0. CARRIED EA 74 Greenwood Baptist Church (A-374 GREENWOOD Rz lowing a reviews of this request, it was moved by Commissioner BAPTIST CHURCH Hagen, supported, bj Commissioner Kroskin, that the request of CUP for Day the Greenwood Baptist U.urch for a conditional use permit. Co-operate Care Center a dory care center, in their church located at 3120 Ounkirk Lane be recommended for approval for one year, assuming that the required MOTION TO Zoni+`ig Ordnance amendments are approved by the. Village Council RE -COMMEND prior to action or this request. APPROVAL/ Motion carried, 4-0 CARRIED Old Business 11 Commissioner Hagen requested a status report on the Staff's progress with dealing with the Medicine Lake Bus Garage activities. Planner Overhise.r stated that a letter had been sent to them requesting that a meeting be held and that if no response is received from the letter, the Staff would be contacting the Bus Cempany: 2) Village Council actions at their meeting of March 19, 1973 were reviewed by the Planning Commission. Planning Commission be held on USE. MEETING April 23 oto discuss the proposed Land Use Guide Plan which hasbeen: recommended fir adoption by the Planning Commission. It was moved by Chairman Wahl and supported b;Commissioner Kroskin, to request that the joint meeting be held on April 25 :as some Planning MOTION Commission members would be unavailable for the meeting of April 23 Motion carried. 2) Presented to the Planning Commission for their review, the Final Plats WOODCREEK & for Wood Creek and Ambe Woods. Following a review of these: pr000sed Plats, AMBER WOODS it was moved by Commissioner Johnson, supported by Commissioner Kroskin, Final Plats that the Chairman be authorized to sign the "WOODGREEK" and. "AMBER WOODS"' Fi nal Plaits when completed. MOTIONcarried.,. 3) In discussing the progress of the revised 7oni'ng Ordinance and the Flood FLOOD Plain provisions, it was agreed that Commissioner Hagen`s committee, consisting; PLAIN of 1 nrxn1 ss i overs Erickson and Kroski n, woul d review the, Flood Plain provisions of the draft Zoning Ordinance before the Planning Commission receiives the draft Ordinance for review. Overhiser, Secrets 4r MEMO 5 TO: The Planning: Corn ission DATE: March 30, 197 FROM: The Planning Depay tment SUBJECT: NO MEETING Due to the fact that there are only two subdivision variance requests on the tentati kz: agenda for your meeting of April 4,, there will not need, to be a Planning Commission meeting on April 4, 1973. These two requests which are ready for Planning Comm ssion review do not appear to be very urgent. We have notified these petitioners and we will have a notice on the door of the Council Chambers if anyone cones expecting to observe the Punning Commission meeting. The Council has not yet set the study session date (April 23 or 25) for review; of the Land Use Plan. THE NEXT PLAHNIHG.COMMISSION MEETING WILL BE APRIL 18, 1973 r M?
