SPECIAL PLANNING COMMISSION MEETING
February 28, 1973....•..
MEM8ERS PRESENT: Commissioners Wahl, Hagen, thre;,nen, Chapman,
and Erickson
MEMBERS ABSENT. Commissioners roskin and Johnson
The following recommendations are submitted by the Committee of LAND USE
the 'thole to the Planning Commission for their consideration in GUIDE
formulating a final, Land Use Guide Plan recommendation for `,tillage P`.A
Council review;
1 Area. gest of Creekwood Heights, north of 26th. Avenue (Munsingwear area)
Motion was made ly Commissioner Chapman, seconded by Commissioner
Erickson, that. the Planned Industrial district at this location
should be reguided to LA -•2 in order to be more compatible with
surrounding use.. It was pointed out that this area was originally
rezoned industrial (1967 or 1968) to facilitate a specific site
plan for a specific project and was to be completed at a specific
date.
iIotion unanimously supported by the Committee of tfie Whole. (Staff
iin agreement with proposed change.)
2. Area. Zachary and Count Road 10, southwest cc. xer
Motion was made by Commissioner Chaom`n, seconded by Commissioner
Erickson, that the area currently .o,.,n — the Guide Plan as LA -2
retain that designation even tho, an 6a'riier recommendation had
been to change that area to LA -1 lt of the public hearings
CommissiGner Chapman believed thi _;.;-uld be more suited to
LA --2 use,.
Motion carried;, 3-2, with Commissioners Wahl & Threinen opposed to
the change. (Staff in agreement with proposed, change.)
8. Area: County Roads 10 and18 (proposed highway service arQa)
After considerable discussion as to whether a multiple use or;
highway service use would be more sound in the area south of
County Road 10 Motion was made by Commissioner Erickson, seconded
by Commissioner Threinen, that the line between the multiple and
industrial areas be adjusted to conform with the land form and that
the neighborhood shopping center be located on thenorth side near
the proposed trail, LA -2 shown up to County Road 10 southeast of
County Road 10 an.d Zachary., that the highway service be shown northwest

of. 10 and 18, that limited business he 5hown on the southwest
corner of 10 and 18, that the former neighborhood shopping area
be showr as LA--3 and that the trails be altered as noted on the
work map.
Motion. carried, 3-2, with Commissioners Wahl and Chapman apposed
to the change. {Staff disagrees with this propose^' change and
believes area adjacent to the neighborhood shoppis;:, center
should be Left as was originally proposed.)`

4. Area: Humphrey/SchJ 0e proposal area
The Planning Commission discussed the Humphrey/Schiebe proposed
changes an `she Commission recommendation which was approved at
the January 31 meeting and there. were no motions for revising that
proposed revision.
The possibility of revising some of the Soo Line Industrial area
just west of the hollydal.e Golf Course was discussed, but no
recommendations for change were suggested.

The following is a listing of changes which have been discussed at
Planning Commission formai and informal study sessions of January 17,
January 31, February 14, February 24, and February 28,
1) Soo Line ,Industrial Area;
Area north of propostid industrail area be shown in an LA -2
category.
2) Farnbrook and County Road 9:
The area northeast of County Road 9 and Fernbrook Lane be shown
as LA -3.
3) Bass Lake Area:
The area on the northeast corner of Bass Lake be changed from
LA -2 to LA -I.:
4) Bass Lake Area.
The area of LA -3 between the proposed trail and the proposed.
LA -2 area southwest of County Road 47 and Pineview Lane be
changed from LA -3 to LA -2.
5) Mission Farms;
Area south of 36th Avenueshould be shown as LA. -I, not LA -2.
6) Mission Farms
Area wrest. of VW,cine Lake at about 31st Avenue shown as LA -3
should be alt.,°,ied as shown on the work map.
7) Creek -v ood Ilei ; is Area;
The LA -4 on both sides of proposed County Road 61 between Xenium
and, West Medicine Lake be changed to LA -1 south of County Road
61 and LA -2 north of County Road 61,
B) Creekwood Hei lits Area;
The LA -2 area south of 26th Avenue and west of Pineview Lane
should be cbAnged to LA -1.
