HomeMy WebLinkAboutPlanning Commission Minutes 02-14-1973SPECIAL MEET.TNO OF THE PLANNING COMMISSION VILLAGE OF PLYMOUTH, MININESOTA February 14, 1973 A special meeting of the Planning Commission was called to order by Chairman Wahl at 7.45 at the Village Hall, 13800 Olson M-emorial Highway. MEMBERS PRESENT zhai rman Wahl , Commissioners Hagen, Threi nen, Erickson, and Johnson MEMBERS ABSENT: Commissioners Ooskin and Chapman STAFF PRESENT: 'Martin W. Overhi s!er, Georgia Rehbei n FA -4M tia.1ton Ford I A-449 WALTON FORD The Committee of the Whole unanimously recommends that Rezoning the Planninq Commission take the following action: R -O to B-3 Recommend denial of this request to :the Village Council for these reasons 1) The proposal is in conflict with the Council Resolution which limits urban development where utilities are not available, Services will not be provided in this area for five to ten years and approval of this request would be permitting leapfrog zonings 2) Traffic circulation prob.l ems in this area are not adequately resolved at this time. 3) The land as it exists. today is not amenable to this proposed use. LA Wheel Center Northern Holding).,A; 453 WHEEL CENTER o The Committee of the Whole, in a 4-0-1 vote rthern Nodding) Chairman Wahl abstaining), recommends that the Site Plan Planning Commission take the following action: Review Recommend that the Village -'Council approve this Site Plan subject to these conaitions 1) Setback variance of Cts feet from the required 50 feet for the parking area on the south side of the budding; 2) Parking variance of 60 feet from the required 75 foot setback in the rear yard area abutting the residential district on the north side of the property; 3) Building setback variance of 12 feet from the required: 75 foot rear yard setback area; 4) That landscaping and berm ng 'be provided along the north property line to screen the parking area from the resI denti al district to the north and that Performance Bonds be posted; 5) That the i deiiti fi cation sign be attached to the bu.ildirg; 6) Thant the existing billboards on the southwest corner of the property be removed; 7) That the building be moved .approximately 2 feet east to provide more adequate traffic flow on the west side of the b.iildi.og 8) That a 30' street right .of way be deeded to the Village along the south side of the property. Zonii_ng Ordinance A-raendment Regarding Day, ;are renters & Nursery Schools Planner Over.hiser introduced the proposal and iindicate:d that the objective w to set a public hearing to c,nsider amending the Zoning Ordinance to allow; day care centers 'rad nursery schools in R -O and R-1 zones. ComOssioner Threinen questioned ,whether .day care centers In these areas would necessitate that p` :-roonds or parking areas be established and wondered if crosswalks or ru;ItrgI areas for child safety would Special., Meeting, -3- February 14, 1973 also be nee ed, Pla.n,ner Ovo"hiser ans 4,ared that a certainn umber of square feet of play area per child is required by State regulation, adding that the $tate requires more area than the Village does' With regard to crosswalks, Planner Overhiser indicated that the childr,on would not walk, batt would be dropped off. It was the concern of the committee that allowing a conditional use permit for, any Use that could justify itself as a day care center, could provide many problems if standards were not upheld. It was believed that denying a conditional, use pearmit or rev"'Oking the permit, would be very difficult.. It was pointed out that this would be a general Ordinance amendment, not 'merely an amendment to facilitate the request made by Greenwood Baptist Church. Planner Overhiser pointed out, that the Cammission would specify where day care centers and nursery. s-chools could be allowed by stating that the us'e would be permitted in churches and schools only. It '-was believed by the Committee that the amendment should be so worded. MOTION was made by Comm!s-sloner Threinen, seconded by MOTION TO Cox -miss. over Hagen, that a public hearing be set to revise SET the Zoning Ordinance with regard to day care centers and PUBLIC nursery schools being permitted in churches and public or HEARING/ private schools only. Motioo carried, all ayes. CA11RIED It was agreed by the Committee that the following areas be toured for review of the Land Use Guide Plan (Scheduled for Saturday morning, February 24, 1973 - 7 a.m., Country Kitchen): LAND USE 1) Humphrey/Schlebe proposal area TUU —R— —AR -7 Area at tie south end of Medicine Lake 3) County Roads 10 and. 18 - Bass Lake area, 4) Northwest section and the general area of Peony Lane Sao Line Industrial area 6 County Road 9 and 1-404 area 7) Creekwood Heights area. - 26th Avenue Qommissi6ner Erickson was appointed by Chairman Wahl to succeed TRAIL. Commissioner Threinen as the Planning Commission representative APO—EE on the Plymouth Trail Committee. MOTION to adjourn, 9:30 p.m. ACCEPTED BY PLANNING COMMISSION February 21 , 1973 ° J am es C.
