HomeMy WebLinkAboutPlanning Commission Minutes 11-16-1972PLANNING COMMISSION' VILLAGE OF PLYMOUT4, MINNESOTA November 15, 1972 A regular meeting of the Planning Commission was called to order by Chairman Wahl at 7k36 p.m in the Council Chambers of the Public Works Building on Wednesday, November 15, 19724 MEMBERS PRESENT Chairman Wahl, Commissioners Threinen, Chapman Keeley, and Kroskin MEMBERS ABSENT: Commissioners Hagen and Roth STAFF PRESENT: Martin Overhiser, Georgia Rehbeir, A-277 Lorraine Beam A-•277 LORRAINE BEAM Planner OverMser explained that the petitioner wishes CUP for to renew a. Coodi Cional Use Permit to do dog grooming, in Dog Grooming her home. Commissioner Keeley stated that the front yard of this building is unsightly and added that he believed Mrs. Beam should open a commercial establishment somowhei,e, Commissioners Keeley and Kroskin concurred that the B-3 to the east is more attractive than this R-1. area, After failure of a motion made ;by Commissioner Kroskin to grant MOTIONr toe Conditional Use Permit for. a period_ of three years, Commissioner TO lhrene.n made a motion, seconded by Commissioner ,Keeley, to defer DEFER action on this request until Staff investigates further to determine whether or not the new garage construction has been designed >primarily for a business and whether or not additional help is 'being hired. Motion to d.efer carried, 3-1-0, Commissioner Kroskin voting n.aye. CARRIED AG -1 (d) Zoning Ordinance Amendments: Signs & Fees AG -1 (d ZONING ORD Planner Overhiser explained that the intent of the proposed AMENDMENTS/ amendment relating to signs would be to require an equal setback distance from a highway for both buildings and signs. Signs With respect to fees, Planner Overhiser stated that the following Fees revisions are proposed; Ex7 sti Proposed Site Plan Review Conditional Use Permit $10 $25 Zoning Variance $10' $25 Ordinance Ar,Andment (Map or Text) $25 $100 Planning Commission Minutes November 5 1972 Planner Overhiser stated Staff believes these cost revisions c,,ver only the bare minimum of Village effort and cited that the fee for an Ordinance Amendment, while a proposed $100 for Plymouth, is 40-$100 in Fridley, depending on .size of change, $100 in Richfield, 100 in. Maplewood, $100 in Brooklyn Park, $75--$200 in Edina, depeh,dir.g, on square footage, $150 in Eden Prarie, and $150 in Bloomington Motion was made by Commissioner Keeley, seconded by Commissioner MOTION TOThrtinen, to set a public hearing to review the: matter of sign SET se't.backs and fees December 6, 1972 at 7.30 p.m. PUBLIC Motion carried, all ayes CARRIED A=434 55 Company,A-434 55 COMPANY Planner Overhiser explained that handling this matter at Rezoning, present would provide the petitioner with a directive prior R-0 to 1-2 to final approval of the Land Use Guide Plan, The Commission pointed out that this area around Highway 55 is "ai,ghly visible and if it were to be zoned I-2 instead of I--1, the Village would have no control with regard to screening. Planner Overhi'ser cited the following excerpt from the 0rdinance In all C'L.ASSER OF BUSINESS DISTRICTS and all CLASSES 0 INDUSTRIAL DISTRICTS, open, storage of materials in any required fror•t, side or rear yard shall be prohibited. Any other ou;side storage shall be located or screened with an -adequate 'buffer so as not to be visible from any of the CLASSES OF RESIDENCE DISTRICTS,." Commissioner 'Keeley stated a possible solution mould be to approve rezoning with a provision that; Bergerson-Caswell properly house their yard storage, Commissioner Chapman stated he would like to see an artist's conception, tomplete with elevations, of how the proposal would look if properly screened. Motion was made by Commissioner Keeley, seconded by Commissioner Chapman, to recommend that the petitioner submit and review with the Village Staff a General Development Plan as required by the MOTION Zoning Ordinance and including proper screening and housing of yard storage before the Commission give any further consideration., Lotion carried, 4-1, Commissioner Kroskin voting against.. Draft Text Motion carried, all ayes. Motion was made by Commissioner Threinen, seconded by Chairman 11-1-72 Wahl, to approve the November 1, 1972 Planning CommissionMinutes Minutes Motion carried, all ayes.
