TbeY alts to construct one silo at the Conditional Ilse Permit prOsent tine, Anel. futuro expansion could possibly call. for three more. The silo would be approximately 48 feet, in height which would require a 'variance as Crdi:nanco la.mit.s height to 43 feet,: The Ordinance also limits placement of an)r structure higher than 4S feet to be located not closser than 300 feet to any lot in a residential district. The location proposed by the Petitioner wculd be less than 310 feet from the residential lots on ,south 51iore Drive John Roby appeared on behalf of Schaper Manufactur;i.ngCo. and ex- plained that the location next; to the railroad tracks is the most convenient for their needs. The: gnat, rials would be pumped over the tracks: into the building;. 'Ile in,'I.cated the size and height was the unit they felt Mould best suit their needs as it contained one railroad carload. lie also indicated that these materials could be located within the building but that they }gated to lose the fl:onr apace and that underground storage was impossible be- cause of the water level. In response to suggestions by the Com- missioners Mr. Roby told them that he was agreeable to their sugge, stion, that if anymore than one silo were built they should be encnased in a structure which would look like a building and he a v; ` ' ectural.ly compatible with the Thain building. Commissioner Roth stated he felt the silo would be very object- ionable to the residents in the area and specifically in view of the tact trbat a park was being developed noxi to this property and the entire area upgraded as a result. Commissioner Kroskin agreed but felt that because the pillage had created an industrial park they :must accommodate hosp, businesses who locate there to some degree, N Plannanff Commission - Z - k-TaM4 1, 1972 C:ommxssioner Chapman pointed of t that in the I-1 district the new sign; ordinance limits signs to 36 feet; in height and did not feel they should grant avariance to allow a silo of this height. W Planning, Comission A!axch 1, 1972 Motion made by Chairman 1'bhl, second by Commissioncr Chapman, to reopen the discussion on the Sign Ordinance to specifically con- sider Section 17, Subdivision 6 -relative to advertising signs. Motion -pztst,-,d 7-0. ADV RTISIN G STC NS Bob Xaegele of Naegele Outdoor Advertising Company told the Com- missloners he was concerned dbout the followikg: 1. Advertising signs should be allowed in B-2 and B-4, districts 2. The 300 square foot maximum size should be increased, and he told the Connissioners that most of their poster boards are 750 square feet in size 3. The 2,000 foot maximum distance between signs should be lowered to less than 1,000 feet on state highways and from 300 to SOO feet on county Toads 4. Questioned what would happen to present signs, which wouldg be nonconforming under the new regulations, specifically in regards to the minimum 20 acre district limitation. Plan- ner Gverhiser indicated this was before the VJllage attorney for clarification. The 300 foot setback requirement from 'residential districts, parks, intersections of streets, :etc. is unfair to adver- tising signs, The Commissioners discussed the reconnendation of increasing .le maximum size to 750 square feet., Commissioner Hagen asked if there was any tax benefit to the coanLmity from advertising signs. It was determined they are classified as personal property, and therefore most of the tax dollar goes to the County. Commissioner Kroskin pointed out that all the outdoor advertising companies are located outside of Plymouth, and therefore he did not want to ;ee any further deviatioils from the sign ordinance as the Commissioners were in agreement that signs up to 750 square feet could be allowed, on major highways but not on state or county roads.
