Martaa Overh ser and Sandy Haugen OTIMS PRESENT: Howard B. Loomis, Jr,., Clarke Erickson, Charles Poppler, Al Xjorud, Councilman T. Terry Johnson Planner Nerhiser read to the Planning Commission Resolutions of RESOLUTIONS.OF Commendatlon which had been drafted for Commissioner Ed Egan and COMMENDATION? Secretary Judy _Lilliquist.. Motion made by Comuii.ss ones Roth, EGAN & LIT1,1QUIST second by Commissioner eelay that both Resolutions be accepted. MOTION FOR APPROVAL Vote unanimous 4-O to pass. Planner Overbiser read to -ehe Planning Commission his memo to the PLANNINl, COMMISSION Village Manager relative to the relationship between the Planning RELATIONSHIPS Commission,, Planner and Village Manager. A quorum was present ant the meeting was called to order by Chair. MEETING man Wab1 at 8:10 p.m. CALLED TO ORDER: A-255 r Super Valu Stores; Inc. Site Plan Approval) A-265 SUPER VALU STORES INC. Petition of Super Valu Stores for site Man approval prior Site flan Approval to building permit at the location on the northwest corner of State Highway 101 and County Road 6.. Appearing on behalf of Super Valu Stores, Inc. was Howard B. Loomis, Jr.. and Clarke Erickson. Chairman Stahl questioned Super Valu represeni.atives whether they DISCUSSION were familiar with the condition, undea- which the rezoning- was r granted by the Village Council, that condition: being that they provide.a right turn lane on Lbe west side of Highway 701 be tween .the `entrances and County Road '6 and a left turn lane going north on Highway 101 from Courcy Road 6 to the first entrance.." Discussion also followed regarding the fact that the Planning Commission in it's hearings had recommended that no access be allowed frQm,the shopping center to Merrimac Sane; however, this had itit been made a part of the Village Council resolution. Planning Commission Minutes "2- December 1, 1971 The staff _report was presented whereby recommendation was made STAIT RECOIDENDATIONS that the .site plan be .approved subject to eight specific cm- ditions which -were as follows. 1. "No access to Merrimac Lane from the commercial center" NO ACCESS TO MERRI."AC LANE Chairman Wahl expressed concern over the fact that an access to Merrimac Lane would probably draw truck traffic onto Merrimac Lane past the .single family residences. Howard Loomis felt this additional access would relieve Highways 101 and 6 of some traffic: and that they Gould con- trol the truck traffic from using ,the Merrimac atces.s be- cause of the fact that the bulk of the ;ack traffic would be their own trucks. Both Commissioners Roth and Chapman expressed doubt that this control was possible. Councilman Johnson related to the Planning Commission .the reasoiAng behind the Village Council action of not closing off Merrimac Lane and their conwera over the stacking up of traff-ic at Highways 101 and 6. Motion made by Commissioner Uhapman, second by Commissioner MOTION Roth that nv access be allowed on Merrimac Lane: Motion passed 5-0. 2, "The northern access to State Highway 101. be combined with NORTHERN ACCESS COM- the apartment development access" BINED WITH APARTMENT' ACCESS Loomis indicated details have not been worked out with the apartment developers but :that it was basically* acceptable, Planner Overhiser confirmed that the apartment developers have agreed to eliminate two access points by combining on.e with Super Valu and that an additional lane would be added to Highway 1.01 as a turning lane. Commissioner Keeley, questioned who would pay for the extra lane. Planner Over- hiser indicated the developer would pay for it. Motion made by *Commissioner Neils,; second by Commissioner MOTION Keeley to accept the staff recommendation as stated. Chair- man Wahl added that he ,felt the petitioner should come back to the Planning Commission with specific; plans on this item before final. approval. So moved by Commissioner Neils second by Commissioner Keeley. Motion passed 5-0 3. "The 7'; of right-of-way on Highway 101 be conveyed to the 7' RIGHT-OF-WAY CON- Village for public Street purposes" VEYED TO VILLAGE Loomis said that he was under the impression that this 7" had already beefx deeded, but if it had not he would take care of it, i Plaoa rig Commission riinute ..3-- December 1, 1971 4 "Additional traffic lades be provided on Sbate Highway 101 ADDITIONAL TRAFFIC as outlinedned in Council action ,of May 4, , 1970 LANES ON HWY. 101. Planner Overhise ' explained in det4l to the Planning Commission the .exact wording of the condition attached to the granting of rezoning'. Commissioner Roth raised the question :of why the petitioner be responsible for the turning lane all the way south to Tiighway 6 on the- west side, Councilman Jobi,son explained that when the Council allowed the rezoning aad permitted a traffic generating center to locate there, they-decided it would have to be, the responsibility 0r that concern to provide a way for thy; traffic to move in and out of the area, Motion made by Commissioner Keeley, second by Commissioner MOON Chapman, to accept items:3 and 4 as stated, Motion passed 5-0. 5.. ."Sanitary seater, water and storm sewer plans be approved by SEWER, WATER & -STORM the Village Engineer" SEWER PLANS BE APPROVER Commissioner Keeley az,ked that this be clarified as to whether it was to the property line or concerned with the total area and made a motion:, second by Commissioner Chapman MOTION that this item be divided into two divisions: a, Sewer and water b. Storm sewer only Motion passed: 5-0. Chairman: Wahl expressed the need for a definite proposal STORM SEWER FLANS for storm sewer for this area. Councilman Johnson stated FOR ENTIRE AREA that this is a priority item on the agenda of projects before the Council and •will probably be -examined in January, 197.. He recommended that the Planning Commission forward a resolution to the Village Council for details of the entire watershed arw and a target date be established prior to submitting building plans. Chairman Wahl made a motion; MflTICiV s.cond by Commissioner Chapman, that completion of the project should not preceed the completion of the storm sewer project for the entire area. 'Motion passed 5-0. Lotion made by Chairman Wahl that a resolution bi' iorwarded RESOLUTION TO PILLAGE to the Village Council, recommending strongly t :; a storm COUNCIL sewer drainage plan for the area around 101 and.6 be imple- mented as soon as possible. Motion seconded by Commissioner Neils. motion passed 5-0. Motion passed 5-0. Commissioner Neils asked what the Planner's recommendations were PARKING ARMWEMENT regarding the parki,tg arrangementa and circulat',:oa around the area. Planner Overhiser indicated lie felt the arrangement was very adequate because or the, fact that there was only one facility located there and only one major entry. Motion made: by Commissioner Keeley, second by Cosnmissiosier Neils MOTION TO TA,) LE that the site plan be tabled until the Petitioner nas had: an o,portun.i.ty to react: to the recommendations of the Planning Commission. Motion passed 5-0, Councilman; T. Terry Johnson appeared to express his thanks and COUNCILMAN JOHNSON appreciation to the members of the Planning Commission for their help and cooperation during his term on the Village Council. SCHNUERLE Petition of Robert A, Schnuerle for a Conditional Use Permit Conditional Use Permit for a mobile home sales lot at the northwest corner of State Highway 55 and Peony Lane. Charles Poppler appeared on behalf of the Petitlf.,ner. Planner Overhiser e:cplai.ned to the Planning Commission that this was ati interim use ii* that, the property was owned by Red Owl Corporation who had future development plans. for this location. i Planning Co mUsion Minutes -5- December 1,, 1971 He also explained to the Planning Commission the permitted business activities under b-4 which he and Mr. Lefler c"elt to be similar to this business use, and he also explained the possible grounds for denial as skated on page 88 of the zoning ordinance, The staff STAFF RECONMENDATION recommendation was that the Conditional Use Permit be recommended for approval subject to three conditions: 1, The permit be granted for one year only and the Petitioner be required to apply .for another Conditional Use Permit afte.` one year of operation 2 No sign varienc" be granted and any existing nonconforming signs be remo d from the property, 3: Private water and sanitary system to service the office unit be approved, by the Building Inspector. Commissioner Keeley felt that there should be a public hearing on DISCUSSION this to get the reaction of the other property owners in the area. Commissioner Chapman. asked if the parking area was to be paved, Mr,. Poppler indicated he would; do whatever was required. Commis- sioner Neils romi,nded the Planning Commission that the office would be a mobile unit and that the Planning Commission in the past had set stringent standards for mobile homes - mainly that they not be visible, fir. Poppl,er indicated that iced Owl doe„ have ;developmcnt plans started for this area 'but that they do not have plans for actual construction for at Least 7 or 8 years.. Motion passed 5-0. 2. Economic Vitali The minutes of the November 17, 1971 meeting were amended as MINUTES OF follows, 11-17-71 MEETING 1. Motion made by Chairman Wahl, second by Commissioner Keeley, to amend Page 2, Item No. 3, Paragraph 4, Liner to. read "..eras asked at least four times, but not definitely answered..". Motion passed 5-0. 2. Motion made by Chairman Wahl, seccrcd by Commissioner Keeley to amend Page 1, Item No. 1, Paragraph 2, last line, from 11, . proposed. 101 & 55., 11 to ,•..9, ,24 & 55.. Motion passed 5-0, Commissioner Roth wished to go on record as saying he had recon- sidered his voto on the Thorough.fare Guide Plan and wanted the record to show he wished tovote against the plan because of his concern over the Vicksburg Lane anal Highway 55 area. Motion made by Commissioner Roth, second by Commissioner Keeley MOTION TO.APPROVE to approve the Minutes as amended. Motion. passed 5-0 MINUTES AS AMNDED notion to adjourn passed all in favor.
