Planner Overhiser explained the changes that the staff felt should ;be A-326

ali.gnmetit of Peony lane so that it does not disturbturf the few, homes
already located in the area. Discussion of the Thoroughfare Plan
wi.11 be continued and a meeting with tae Council is to be scheduled
for a later date.
Security - Criteria
The following additions were made to the Security Criteria: ADDITIONS TO
CRITERIA FOR
1. Under Criteria 5(a) the sentence, "Papers relative SECURITY
to the heating will. be ,available for public review
at the Village offices." was. added.
2. "In rezoning petitions, the property affected will
be placarded at least 1.0 days prior to, the public
hearing." was added as 5(b).
Motion made by Commissioner Keeley, second by Commissioner June, MOTION TO APPROVE
to approve the above additions to the Security Criteria. Motion ADDITIONS

Commissioner Keeley suggested we consider changing ;all classifi-
cations of the zoning ordinance to include the phrase "to allow
the: Planning Comt"issi.oct, to review the: rezoning after a period of
time if nothing has been done in developing the area.."

PeCtion A public hearing was held on petition of dames G. Shaughnessy
for preliminary plat for Creekwood Addition --32nd Avenue North
and East Medicine Lake tivd,
Planner Ouerhiserx- Gave a brief description of the area.. He stated there were three
major concerns regarding this pkat..
1. The overall lot size dues not come 'up to 18,500
square feet,
2. The Med-O-Lakes plat should not be revised.
3. The realignment of streets should be looked at
closely.
Mr. Shaughnessy'. Stated the fallowing items should be brought to the attention
of the Planning Commission,
1.. in a previous proposal for townhouses on this pro-
perty, the residents of 32nd Avenue North indicated
strongly that they wanted it to remain a deadend
street.
2. The proposed alignment of 34th Avenin+ 'forth, shown
on the East Medicine Lake Guide plan would require
digging up and relaying a portion of the sewer line
from Armstrong High School since the seder line is
only 7' feet below ground.
3. There would be no intention of putting a walkway
along the Creek which flows primarily through a'
deep ravine. They would plan to put several dams,
on the stream to slow the flow.
Issue: 32nd Avenue North
0verO hiser., There would be no current east/west connection between 36th Ave.
Borth and 26th Avenue North. The Zast Medicine Lake Guide Plan
shows 32nd Avenue North going east to County 18.

Planner Overhiser:, Gare s. brief description of the area involved.The preliminary
plat is on R-4 and S-2 zoning. The staff has two cowants.
1. Storm sewers --must come in with some plan for run-off.
2. Utility easements --are not shower on the preliminary:
plat. Were submitted on the, rewired copy, but still
not the 40 feet that has been requested.
The petitioner has mat all other vzonditions ,of subdivision regu-
lations.

Mr. Stenouist., They are asking ,fog prelimnaty plat to enable them to go ahead
with the project.. Does not feel ;the storm rup,-off is a factor
in approving the plat. The project, was approved by the Council,
as a modified Planned Unit Development. Feels they could get
Approval of the plat-a.ad then work out the stom sewer problems
later.

Com. Pollock;- The original motion to approve the rezoning had requested an,
easement at the Northwest corner for park land, It was to be
subject to the oonsidera.tions of the park board. It u, --s to
continue access around the Lake.
Mfr. Stenquist They would like to see the plat approved, The park area would
adversely
be of no objection to them. It would not affect the property
and would add sov-,thing nice to the. community and to
the proposed development. As far as not having it on this plat,
it just bypassed them. He remembers clearly that tb;-re was some
discussion,on the park area at the time the rezonin, was approved.
