ublxc Tiearing Pvzblic hearing on petition of Wallace. B. 1<raeman for rezoning From
13_l Limited. Business District to Rtx4 Malt' le Family Residence Dis-
trict and from. B-1. limited. Business District to B-2 Shopping Center
Business District property located in the vicinity of Highway: 55,
County Road 18,; Quaker Lane and Betty Crocker Drive.
Planner .ur, t, Care a brief description of the area.
Harold Olson: Petitioner's representative) Explained to the: Commission the
general development plan for the area. They are interested in
obtaining the rezoning for the R-4 area at the ptesenL time$ as
the D-2 rezoning is dependent on the R-4 rezoning.
General Discussion: There was a general discussion regarding the proposed Shelard
Parkway Derive through the development* It was felt that by
granting the rezoning to R-4 as shown on the ..peti:tioner's plan,,
the. Commission would also be setting the pattern for the thorough-
fare,
Shelard Parkway is on the thoroughfare plan$ although the proposed
route shown may not be the: exact location of the road.;
Cha smazY; Painted out that the proposed Pt.kway as shown on the petitioner's
plan seems to be the best* pian for the road to align with the
present %lard Parkway in St. Louispark
tit. Olson: Pointed out the results of the study on soil conditions and that
this area: seemed to be the best location for a road.
4ahl Would; access to the proposed B-2 rezoning cause the petitioner
any difficulty if it were to be from proposed Shelard Parkway
instead of Betty Crocker Drive?
Nlr. Olson; Does not think this would hint" the plans.
Neils: What a e the plans fot Quaker Lune?
ttr. Olson., It would mainly be a service drive for people moving in to the
apartment on the southwest* it would also provide, a turnaround
at the end of Quaker- whish is not a dead end street,
e, Was any coroiderat"ion given to underground parking' if soy what
does it da to tine rental prices?
r`t L „011gon` feels parking should: be underground. However,, they have propose°
this on only the southwestern plat 2f they have underground
parki.ngz the extra cost would be added into, the rent.
Rudy_Jaegerr tine -bedroom; will reut for $180, two.-bodrown for $205-210 and
garages Mould be $12.50 additional per month.
Public Nearing
J 7, 1977
wPollock : Was any mrkat analysis made of the apartment complex or the Z-2
district as to steed in, the area" Also stated that there are alreadybusi-cesstwo districts within two miles of the: one proposed "by
the petitioner..
Mr To his, knowledge$ no market anal, ysas has been made.
Pollock- rUve to 1.5 acres, is normal size ,dor a t-2 district.. With the 34.6
acresthat the petitioner hasl, it would become more of a community
shopping district rather tlian a neighborhood one,
ASr. Olson. . - Plans were : adefi,ni.to now as to what type of businesses would be
going in to the proposed b- district.
Wahl:n«ormed the G=m L sion thpr the concern tonight eras the rezoning
from B"I to R-4 in the section north eat of Shelard Parkway.
hro : What would be the starting and completion date for the R-4 con-
struction?
Mr. Tae ert Would begin, construction on Phase 1 by November i, 1911 --rhe
t'w9 most northern units. Completion date 'would be 12 months,
Would probably move right into second phase if the demand was
there.
