A regular meeting of the Planning Coad'ss on was called to order by Chaiiv= Wahl
at 7:30 p, on ,l arch 17, ;.971 'in the Council Chambers of the Plymouth Public Works
Wilding.'

The third item of business was a request by Mrs, Sue Kirchoff, Late COST iMSING
to interview the Planning. Commission re- DISCUSSION
gardi g their reaction to Larry Laukka's presentation to the
Council and Planning Cowdssion. on March 29. Mrs, Kirchoff
stated that she agreed with a.s Laukka that development of
lows cost housing ina, coma,mity was desirable. All (ommis-
sioners made statements in ,favor of the development of law
cost housing as part of an integrated develooment plan. for
Plymouth., Commissioners Cham and June indicated that while
they were in favor of low cost housing .wdxed into neighbor --
hoods of higher cost structures, they were against the de-
velopment of entire neighborAxvods of low cost housing.

The fourth iteA of business was a moeting of the Zoning Com- ZONING CONVITTEl
mittee—a committee of the: whole--te consider the zoning. of CIKLE STAR REZONING

plan approva,. There was a lengthy discussion by all Coin-
missionprs regartUng the objections trade at a public hearing
between residents in the area just south of the proposed de-
velopment. A summary of the i follows: main objections made n as. 1
1. .addition of over 700 dwelling units would
increase the traffic congest -ion on County
Road 6
2. The woods and fields would be destroyed.
3. That single residence property would be
devalued.
A.fter approximately one hour's discussion, regarding these ob-
lections and the .land use in the area, a motion was made by H)TION
Commissioner June, second by Commissioner Roth_, that the Zoning
Cormdttee recommend to the Commission denial of the Circle
Star petition., notion, defeated 6-2, MOTION DEFEATED
Motia then made by Comdssioner fol3oe C% second by Camnassxoner MOTION
Chapman, to 'recommend to the Planning Comrdssion to grant the
rezoning to dt-4 as requested, by the petitioner. C(x*dssioner,
Keeley rnaved to amend the motion to make approval contingent AND WENT
upon adoption, by the developer of the. latest revisions of the
site plan as prepared by the plan staff. (Site plan. attached.
Seconded by Cownissioner Kroskzn. Amendment passed 7-0,with
Comnd.ssioner .lune abstaining. Idbtion as amended passed 6-2.
