Present- Acting Chairman Pollock, Planner Bergly, Commissioners lune, Chapman, Nleils and Roth. Absent; Chairman Egan.., Commissioners Kroskint Prekker and Hafner. Rezoning Programmed Land, Inc.. to change the zoning from R-0 Open Residence Platting of District to 1-1 Planned Industrial District and to consider the Programmed Land, preliminary plat on property generally located east of yenium Inc. Lane and south of the Minnesota Western Railroad. P1.Lanner Bergly said that the property was located south of Highway 55 and ,east of #494. lle said that the total acreage is about 72 or 73 acres. This land abutts residential land on the east. The request now involves only about 1/2 of the total lard acreage. At the present time they are proposing to' develop the land, from about ` the middle of thetract on to the west for an industrial area. The area contains a loop street. They are proposing a 50 foot wide easement. Bernstein stated that these lots would be sold in 3 to 5 acre parcels_. Chairman Pollock asked if there was anyone else who wished to add anything to these cozments.` I C+missioner Neils questioned if there was enough room to properly develop the future townhouse area to the east. Planner Bergly said that there would be a road coming south from l5th Avenue adjacent to the east line WE the industrial plat. Bernstein, -said that they -plan to go into cluster typo of wAts with access from, the west Mr. Bernstt n said. that they propose to develop a buffer screen on the east side of -the railroad tracks. He stated that the purpose of platting this was so that they could sell this hand, off in two or three acre lots Acting Chairman Pollock suggested that the rail spurshould be relocated. Commissioner Roth felt this M.'ght be a better idea because he was concerned about running a rail spur adjacent, to residential property. Commissioner Neils was still concerned about the drainage of this area and Planner Bergly stated that this whole area ;reeds to .have a storm sewer study as recommended by the Engineer. Connissioner June made a motion to request the petitioner to MOTION resubmit a new plan at the next meeting which was seconded by Commissioner Roth. Commissioner Chapman added that he would like to see the railroad spdi- moved to the west 400 to 600 feet; some type of acc,ss be proposed for 'the residential to the east; and he would like to see more detail an -the drainage. ConrIiissi.oner June made a motion that this should be an amencznen-t to his motion. Commissioner Roth again seconded the motion. The motion was voted upon and carried termn nously. Commissioner Chapman felt thilt this loops like an excellent plan but feels it is too far froi Vyy e Guide plan. and he feels that this May cause problem'sthet. xlcLa, Commissioner Neils stated that lie, liked. this particular use of the parcel, and was extremely concerned about this particular area and felt that basi(fally this is a real good plan, Commissioner Roth 11hes the plan 'out feels that there, may be some problem concerned about traffic in the area. ActingCh,; inwi Pollock felt tiiat we should think .more in tenns of density rather than the type of dwelling, but we should also procedo with caution and stay close to our coriprehensive plan. Plmzer 1 ergly stated that at the public hearing for ,the East iedjcine Lake Study that the Commission had recommended to the Coo, cil 1.4 more acres of town house density be included and it will probably be 50 more units than wear the Planning Conunission recommended to the Council. It was stated that the members of the Plann n.g .Commission. felt that this was a good plan but that not all the members were present and they may have different ideas as to this and it was entirely up to the developer as to what he washed to do, next, Acting Chai-4T= Pollock thanked the, nen for their very fine PrOsOntation of this area. Chapman felt that there should be more green space between, parking lots and that there should be loss lot coverage and W. Garbage stalls were also discussed and it was feat that these stalls. should not be placed in the front of the building. Commissioner Neils made a, motion to accept the committee.'s WTION recommendations which were stated above. Motion died for lack of second. Air. Tom Teigen then asked if he ;could speak and he explained that they have a 5 million dollar development and that the changes which they made were only to the advantage and to convenience the tenant. fie stated that they wished to di .courage trafficalong the garages and tie reason the garage in the northwest corner was removed was because the arra adjacent on the north not, was planned to be used as a holding pond. The reason to eliminate parking on the north side is to allow people easy,access to the lake. He stated that they are creating a forty acre park and there is no ether access to the. park than through their project, Commissioner Neils asked what the big reason was for eliminating the circular drive and Yx Teigen stated that they ran into soil. problems., Ile commented on the recommendations made by the committee. He said that they were all ok except for ninbors 4, 7, and. 8. fie said that number 8 was impossible because the garage had already been constructed. Coin, i ssioner Chapman rade a motion. that they should accept ANION the Commission's report with.the exception of numbers 4, 7 8 Commissioner Neils seconded the motion, Commissioner June also added that included in the Motion should be the statements that if the Commission inspects this development and finds it not satisfactory that the builders will build the development beck to the original pian. This amendment was seconded by Commissioner Chapman, The motion was voted upon and 4 were ill. favor while .Acting Chairman Pollock opposed fekaling that garbage, stalls ;.5houl,d not be located in the front yard. The motion was carried.
