A special moeui,ng or the Planning Commission was called to order
by Chairman Egan at 7:45 p.m. an July, 29 1910 in, the Plymouth
Public Wore 'gttildi'ag.

Chairman Egan explained. that the purpose cf the meetir, •gyrus to RE United hand

Mr. NZiel, and Mr. Jones were at the meeting to represent
this Particular, piece of property. The Commissioners hada
report prepared by Planner Bergly. It was explained to the I
Commission that them; had been a. public hearing on this re—
zoning held, in Novetber of 1968..
Mr. DoZiel expressed his feelings about the parkway. H
questioned wt.et'her the Highway Department would build the
structure far them that was needed. The Commission answered`
these mea by saying that they feit that the department will
have plans for f=dzng this if they have a development approach
to the structure. Engineer Hagen said that the only objection
from the Central Guide Plan would be the idea of this

Cbairman Egan told the seen once again that if the necessary
plans were there, we can make sure that there would, be a means
of providing the necessary funds for funding and building this
structure at this point. The men wire not yet sure of the kind
of otructure that would be necessary.
The pl,atuier, .Mr. 'doss, of this project feels that the Federal
Bureau of Roads may not give them the permission for this
stru-ture.
Mr. Jones stated, that their land consisted of 40 acres of land
on one side and 65 acres on the other side of the road. He
asked, Engineer Hagen how much land would have to be dedicated
to the Village. Engineer Hagen, stated that they would require
10 acres of land which would be used as parkland.
It was explained to -these men that the Village hao acquired 4
acres of land from. the Belmar Builders andthey would also be
acquiring land from MIP south of County Road 6.

that this parkway°'would be used for foot travel. Commissioner
Pollock thought this wan a good. idea.
Commissioner Prekker questioned the possibility of moving the
parkway to the other side of -the high density, but Mr. DeZiel
explained to the Commission that this land %us low meadow lard.
The Commission questioned what they had: plax ne3d to put in the; limited
business area.. The men, stated that some kind of. office building
would. be 'built here, The only objection they had was if a l ridge
could be built across the area.. Engineer Hagen stated that this

Xr. Jones again asked hover much cash; was required if the 10 of
the sand was not giver. The answer to this was $75. an acre.
Engineer Ragan stated that some ground in thio -area isn't very
good. He said that the land arotnd Xevium is very low and was
not good` for much. tie said th4i-61would go through staples Grove
and Minnetonka The new location will tie this ,area in.
Commissioner Chapman asked if there' was, any reason why -this area could
Act be Ft -.,etched out a little bit. Engineer Hagen stated that they-
want heywanttodomeoutatrightangles. He didn't feel that this; is
the control area because the control area is where ;,ost activity
tastes place.
Commissioli6.- 'Neils stated that this area must carry the concept
and the desire
Mr. Janes once againbrought up the: idea of dedication of the land
to the Village. He asked how long the land would go vacant. He
also expressed. the idea that the more that is on the land the more j
thetaxes would; be, and someone should benefit from this.
Engineer Ragen stated that this area would probably be used just
for ponding area, at the present time because Plymouth has 44% of
the drainage area. He said thalt there must be some place in
which to put the water.
Chairman Egan s=tated that the only -thing that could be drone at
the meeting tonight; was to say that 'the .finished. step was that
we can agree on our Guide Plo;, and that your request for re—
zoning must be studiesd, fir+liex* because of the change of the
boundaries„ Engineer Ila ,en stated that they will be receiving
a title of notice and :nen a new notice mast be published.
Commissi over Chapman stated -that this area is the same as the
Guide Plan and that the Commissi=, is going to come up in the
best. He stated that the; Commission is gp=holding .the Guide Plan.
Engineer Hagen stated -that :really nothing can be done until the
Commission has ;received a description of hour the land. is to
be rezoned and they must first receive the mens plans.
Mr. BeZie1 then stated 'that he washed, to get this area rezoned as

soon as possible, for he says he is losing money because whon a
person, wishes to btiy a piece of la.ad he wa:ats to by lap, that
has already been rezoned.. He also asked the Commission if it
would be possible to get the letter from the Highway Departrent
saying that they could build the bridge. Chairman Egan ,explained
to hitn that if they would. come up with the possible changes that
they could get the alright for the bridge. He said, the possibility
of ,getting a letter from the Highway Department would envolve
a long porioq of time, which is not wnat they wished to do.
Chairman Egan sia.ed, that the preliminary ;plat is only one of
the steps of -the final plat. He felt that this was clear and
that: it benefits both parties.
He stated that the following steps were; involved:
I. Legal opinion for their site,
2. Pass onto each Planner the comments that were made converning
the parkway system and the addresses of the planning.
As a point when it looks lake each Planner is in agreement
we shall then make decisions for rezoning.
Commissioner Weils said that we must study out some details and then
we will all be together on this. Engineer Hagen stated that he feels
that ire will have to hold a new hearing.
The next item of business was the Me-tram Apartments with the RE: Metram
proposed location of Lancaster Lane, Their plan was ,simply the: Apartments
changes they felt would be best for t;1e apartment They had
already had their plan approved before, but the new changes now
had. to be approved.
They fir t brought up the new improvements that were made on the
parking in the area. They started that the apartment still was
130 units and. had garage parking Of 140 ears. He stated that the
Aensity for parking was 1.5 but could be made to lag. Also some
changes of landscaping were made on the building.
Commissioner Neils asked What kind of problem would be created when
the summer Parie and the people really didxi't care about garage
parl,-,i4g sp%"es he felt'that the cars would be parked all along
the road. Engineer Hagen stated that there was a resolution
stating that. parking could not be on Lancaster Lane, so the cars
would thea needM some place to ,park,; and not all, the cars would be
able to park outside, so the management would.have to take care of
the parking.
The architect, Ur. Thompson, statocl that the r< ason for the under—
ground parking was so that there could be more green, land. He
stated that the apartment would have three floors. He said he
tried to keep a 50 foot depth* Ileexplainedthat the parking
grads was dropped so that the parking was slightly below the
grouzxd, and somewhat hid-Jen. It was asked if the visitor parking
space was adequate for the building. Most felt it was, because
usually not all the people are thereat once and felt that spaces
could be found :for visitor parking. It was asked if the Commission

tolt:the drive was adequate in width, ani'43ngineer Ragen rotated
that he felt it was, adequate because if it were widened. to 18
or 20 feet this would encourage parking in that area, where they
don't want ;narking.
Commissioner $Mils asked what was the percentage of acres on the
site. It was answered to be. 24%, whith. Jhe ordinance stated that
could be 25%. he also asked about how ,much set back; there was
which was answered to be 54 feet. Commissioner, bails asked if
the ponding are was Zoned., and Commissioner Uafrxer stated. that
the ponding area is R-4 and t-2 abut ,ng. It was said that this
ponding is ,good, because it made it much better for everyone.
Chairman. Egan stated that they had been granxted approval, ora
October $ 1969. Chairman Egad said the only question is the
treatment of the driveway ;parking area along the highway. The
22 feet mas considered deoitable.
Commissioner Chapman made a motion to approve the proposal MOTION
subject to the following conditions providing that a 6 font
screen planning area, adjacent to County Road 18 right of way.;
Chango the; two drives in the centra. Prea into one Etvtra.nce only:.
Po.sting a preforman:ce bond. to cover the landscaping -,Ian The
motion was seconded by Commissioner 'rekker.
Commissioner'Neils asked to consider this: 6 foot step as, the
design as a whops. He said that it would push the entire area
of parking lot 5 to b feet to the buildings. He asked if this
would do any significant damage to the planning of the building,
Commissioner Pollock stated that he would rather seg the 5 feat
in the front to improve the looks of the building. He also
suggested that they landmoape tht Highway Departments land: in
front of the building.
A suggestion was made for ahem to go to the Highway Department
and sugggebt this idea of planting either lilacs or dogwood,
Commissipne.; Neils asked if the motion passes can they work this
out.. lie also asked to have. someone on, the Council to explain
to hits why the. Community Unit Project should apply to this area.

The motion vas voted upon and C-otnmissioxier Neils opposed while MOTION
all th4 Fest were in favor of the motion. The motion was carried, CARRIED
This will go to 0he Council on the meeting of August 17th.
Commissioner Pollock moved that the meeting be adjourned.
